HomeMy WebLinkAbout04/30/02APRIL 30, 2002 50 At a Called Meeting of the Board of Commissioners, held in the Commission Chambers at City Hall at 5:00 p.m., Tuesday, April 3Q, 2002, Mayor Paxton presided, and upon call of the roll by the Assistant City Clerk, the following answered to their names: Commissioners Coleman, Montgomery, Smith and Mayor Paxton (4). Commissioner Abraham was late (1). MOTION R & F CALLED MEETING NOTICES Commissioner Smith offered motion, seconded by Commissioner Coleman, that the executed Notices of Called Meeting and the Amended Notices of Called Meeting for 5:00 p.m., Tuesday, April 30, 2002, be received and filed. Adopted on call of the roll, Commissioners Coleman, Montgomery, Smith and Mayor Paxton (4). EMERGENCY - ORDINANCES INTERLOCAL AGREEMENT WITH PADUCAH AIRPORT CORPORATION FOR TEMPORARY LOAN OF POLICE OFFICERS AS SECURITY GUARDS Commissioner Montgomery offered motion, seconded by Commissioner Coleman, that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN INTERLOCAL COOPERATION AGREEMENT BETWEEN THE CITY OF PADUCAH AND THE PADUCAH AIRPORT CORPORATION FOR SECURITY PURPOSES AT THE AIRPORT." This ordinance is summarized as follows: Authorizing and directing the Mayor to execute an Interlocal Cooperation Agreement with the Paducah Airport Corporation for purposes of a temporary loan of Paducah Police officers to be employed as security guards of the Airport. The Airport will be solely responsible for said officers' salaries, withholding, and benefits and will reimburse the City for any expenses related to said loan of police officers. l' Adopted on call of the roll, yeas, Commissioners Coleman, Montgomery, Smith, and Mayor Paxton (4). NO. 2002-4-6499; BK 29; PG Commissioner Abraham arrived at this time. 90 DAY PERMITTING AND ESTABLISHING MORATORIUM - OFF PREMISES BILLBOARDS Commissioner Coleman offered motion, seconded by Commissioner Montgomery, that the Board of Commissioners introduce and adopt an ordinance entitled, "AN ORDINANCE PROVIDING FOR THE MORATORIUM OF PERMITTING OFF - PREMISES COMMERCIAL SIGNS." This ordinance is summarized as follows: This ordinance declares a moratorium on the permitting and establishment of any additional off -premises commercial signs to be located within the City of Paducah, Kentucky. For purposes of this ordinance, off -premises commercials signs shall mean any sign that contains a message that does not relate to any activity or product on the premises where the sign is displayed, or a sign erected by a company or individual for the purpose of selling advertising messages for profit. This moratorium shall commence from and after the effective date of this ordinance and shall continue for a period of ninety (90) days thereafter. NO. 2002-4-6500; BK 29; PG� DISCUSSION CITY MANAGER'S ACTIONS REGARDING ADMINISTRATIVE OFFICER POSITION IN POLICE DEPT. After much discussion concerning this position the following action was taken. Commissioner Abraham offered motion, seconded by Commissioner Coleman, that the City Manager and Police Chief be instructed that Officer Crider work in uniform, carry a sidearm on duty, and be assigned a take home car. 51 APRIL 30, 2002 51 - Lost on call of the roll, nays, Commissioners Montgomery, Smith, and Mayor Paxton (3). Yeas, Commissioners Abraham and Coleman (2). Gladman Humbles made a statement about a situation with a citizen, George Payne, and the Inspection Department regarding his mowing of yards for the City. EXECUTIVE SESSION Commissioner Smith offered motion, seconded by Commissioner Coleman, that the Board go into closed session for discussion of matters pertaining to the following topics: l Issues which might lead to the appointment, dismissal, or disciplining of an employee, as permitted by KRS 61.810 (1)(f). Adopted on call of the roll, yeas, Commissioners Abraham, Coleman, Montgomery, Smith and Mayor Paxton (5). The Mayor announced that the last vote on the matter would stand.
