AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A GRANT
AGREEMENT AND ALL DOCUMENTS RELATING THERETO WITH THE KENTUCKY
ENVIRONMENTAL AND PUBLIC PROTECTION CABINET, DIVISION OF WASTE
-I- MANAGEMENT, FOR A 2009 HOUSEHOLD HAZARDOUS WASTE GRANT FOR
FUNDING THE ANNUAL CITY/COUNTY CLEAN-UP DAY
WHEREAS, the City of Paducah applied for a Household Hazardous Waste
Grant through the Kentucky Environmental and Public Protection Cabinet, Division of Waste
Management, adopted by Municipal Order No. 1443 on March 24, 2009, to be used for funding
the annual City/County Clean -Up Day; and
WHEREAS, the Kentucky Environmental and Public Protection Cabinet,
Division of Waste Management, has approved the application and is now ready to award this
grant.
BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY:
SECTION 1. The Mayor is hereby authorized to execute all documents
necessary with the Kentucky Environmental and Public Protection Cabinet, Division of Waste
Management, for a 2009 Household Hazardous Waste Grant in the amount of $27,000 for
funding of disposal services and an educational outreach program for funding the annual
City/County Clean -Up Day. A local match of $9,000 is required with the City of Paducah and
County of McCracken contributing $4,500 each, through cash and/or in-kind contributions. This
project totals $36,000.
SECTION 2. The City of Paducah hereby accepts and agrees to administer the
funds in an amount up to $27,000 as approved in Section 1 above.
SECTION 3. The Mayor is hereby authorized to execute an Interlocal
Agreement between the City of Paducah and McCracken County to act as the legal recipient and
fiscal agent for the Recycling Grant funds.
SECTION 4. This expenditure shall be charged to MR0037.
SECTION 5. Pursuant to KRS 83A.060, the City Commission suspends the
requirement of a second reading and publication of this Ordinance. As grounds therefore, the
City Commission does hereby declare an emergency to exist in order to meet the grant
submission deadline of July 17, 2009.
