At a Called Meeting of the Board of Commissioners, held on Tuesday, June 16, 2009, at Four Rivers Behavioral Health Building, 425 Broadway, 2nd Floor, Room A, beginning at 8:00 a.m., Mayor Paxton presided, and upon call of the roll by the City Clerk the following answered to their names: Commissioners Abraham, Gault, Kaler, Watkins and Mayor Paxton (5). R & F CALLED MEETING NOTICES Commissioner Gault offered motion, seconded by Commissioner Abraham, that the Notices of Called Meeting of the Board of Commissioners of the City of Paducah for 8:00 a.m., June 16, 2009, be received and filed. Adopted on call of the roll, yeas, Commissioners Abraham, Gault, Kaler, Watkins, and Mayor Paxton (5). MORNING The Mayor and Commissioners held a Commission Advance to discuss current goals, projects and to set/revise plans for the next five years. Lyle Sumek of Sumek Associates was the facilitator. The morning portion of the Advance was attended by the Commissioners, City Manager, and the City Clerk. An executive session was requested to discuss a personnel issue and an economic development proposal. EXECUTIVE SESSION -Economic Development and Personnel Commissioner Gault offered motion, seconded by Commissioner Abraham, that the Board go into closed session for discussion of matters pertaining to the following topics: ❖ Issues which might lead to the appointment, dismissal, or disciplining of an employee, as permitted by KRS 61.810(1)(f). ❖ A specific proposal by a business entity where public discussion of the subject matter would jeopardize the location, retention, expansion or upgrading of a business entity, as permitted by KRS 61.819(1)(g). Adopted on call of the roll, yeas, Commissioners Abraham, Gault, Kaler, Watkins and Mayor Paxton (5). OPEN SESSION Commissioner Gault offered motion, seconded by Commissioner Watkins, that the Board reconvene into open session. Adopted on call of the roll, yeas, Commissioners Gault, Watkins, and Mayor Paxton (3). Commissioner Abraham and Commissioner Kaler stepped out for a break and returned within a few minutes. EXECUTIVE SESSION — union negotiations Commissioner Gault offered motion, seconded by Commissioner Watkins, that the Board go into closed session for discussion of matters pertaining to the following topics: Collective bargaining with public employees, as permitted by KRS 61.810(1)(e). Adopted on call of the roll, yeas, Commissioners Gault, Watkins and Mayor Paxton. (3) Commissioners Abraham and Kaler stepped out of the meeting for a break and returned within a few minutes. OPEN SESSION Commissioner Kaler offered motion, seconded by Commissioner Abraham, that the Board reconvene into open session. JUNE 16, 2009 8:00 A.M. Adopted on call of the roll, yeas, Commissioners Abraham, Gault, Kaler and Mayor Paxton (4). Commissioner Watkins stepped out of the meeting for a short break and returned within a few minutes. AFTERNOON The Commission was joined by the City Directors in the afternoon to discuss past, current and future projects. Mr. Sumek guided the Commission and Directors through setting new goals and reprioritizing past goals. The Commission and City Directors discussed current projects, future projects, and what it will take to complete these projects. At the conclusion of the workshop the following six priorities were chosen as top priorities. 1. Barkley Regional Airport 2. Future of the Executive Inn 3. Major employer (i.e. coal to liquid project for Riverport West) 4. City -County Government Reorganization/Merger 5. Fire Station Relocation and Replacement Plan 6. Greenway Trail Extension/Property Acquisition from Noble Park to U.S. 45 Bridge The Commission also set the top action items for management. The top priorities are as follows: 1. Riverport-attracting container on barge industry to Paducah 2. Renaissance Area Master Plan 3. Recruitment of major businesses to Lowertown and Downtown 4. Fountain Avenue Revitalization Action Plan 5. Enhancement of Program to Address Substandard and Rental Housing CITY MANAGER REPORT ❖ Calendar Items ❖ Proposed Personnel Actions — No discussion Upon motion meeting adjourned.
