SECTION 3. The price for said plant replacement and maintenance shall be charged to General Fund Account No. 1739. SECTION 4. That the Mayor be, and he is hereby, authorized to approve addenda to the contract, providing that the total addenda shall not exceed ten percent (100) 'of the contract amount. SECTION 5.
