HomeMy WebLinkAbout03/18/03C MARCH 18, 2003 At a Meeting of the Board of Commissioners, held in the Commission Chambers at City Hall at 5:00 p.m., Tuesday, March 18, 2003, Mayor Paxton presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Coleman, Guess, Montgomery, Smith and Mayor Paxton (5). WORKSHOP REPORT ON POLICE DEPARTMENT - PAUL GHOLSTON Mr. Paul Gholston of Roosevelt Gholston & Company along with Mr. David Cook presented a report on the investigation of the Paducah Police Department. This firm was requested to investigate the Paducah Police Department because of concerns voiced by the NAACP and representatives of the African American Community in the early part of 2002. Mr. Gholston submitted the report to the Board and it will be received and filed at the March 25, 2003, Commission Meeting. Commissioner Montgomery offered motion, seconded by Commissioner Smith, that the Board of Commissioners accept the report and agree to implement appropriate recommendations. Adopted on call of the roll, yeas, Commissioners Coleman, Guess, Montgomery, Smith and Mayor Paxton (5). DISCUSSION ON CHAPTER 34, DEMOLITION CONTROL ORDINANCE Tom Barnett, Planning Director and Steve Ervin, City Planner, discussed changes to be implemented in the above ordinance. Proposed changes are to have demolition procedures in the ordinance to be consistent that cover non-HARC (Historical Architectural Review Commission) historical areas such as Jefferson Street to Fountain Avenue residential area historical district and the Downtown Area historical district . The Lower Town or Market House historical districts are under the authority of the HARC Board. The Board asked them to make the changes and bring the ordinance back at the next meeting with recommendations for discussion. PLANNING & ZONING COMMISSION DECISION FOR REZONING OF 1020 FLOURNOY STREET This topic was briefly discussed and Mr. Ervin was asked to schedule a joint meeting between the Board and the Planning and Zoning Commission. CITY MANAGER REPORT The City Manager went over calendar items. COMMISSIONER CONCERNS None were mentioned at this time. EXECUTIVE SESSION Commissioner Guess offered motion, seconded by Commissioner Coleman, that the Board go into closed session for discussion of matters pertaining to the following topics: Collective bargaining with public employees, as permitted by KRS 61.810(1)(e).
