At a Called Meeting of the Board of Commissioners, held in the Commission
Chambers at City Hall at 4:30 p.m., Tuesday, November 16, 2004, Mayor Paxton
presided, and upon call of the roll by the City Clerk, the following answered to their
names: Commissioners Coleman, Guess, Montgomery, Smith and Mayor Paxton (5).
R & F CALLED MEETING NOTICE
Commissioner Coleman offered motion, seconded by Commissioner Guess, that the
Notice of Called Meeting of the Board of Commissioners of the City of Paducah, for
4:30 p.m., Tuesday, November 16 2004, be received and filed.
Adopted on call of the roll, yeas Commissioners Coleman, Guess, Montgomery,
Smith and Mayor Paxton (5).
WORKSHOP
COMMERCIAL AND IN -CITY DEVELOPMENT INCENTIVES
Tom Barnett, Planning Director and Steve Ervin, City Planner, reported they are
working on incentive packages for retail, commercial or residential development/re-
investment within the City limits. One incentive package that has been initiated is for
developers that voluntarily agree to be annexed into the city limits. (A copy of a
draft Incentive Package Working Paper is in the minute file.) The Commission
supports the ideas but wants a more specific proposal.
CITY/COUNTY ECONOMIC DEVELOPMENT COST SHARING AND TAX
SHARING INTERLOCAL AGREEMENT
The City Manager and Jon Perkins, Finance Director, presented information the
Commission requested at a joint city/county meeting regarding revenues from
different taxes the City collects. Options for revenue sharing between the City and
County were explained using a hypothetical situation if a new industry was to locate
within the City limits or outside the City limits.
Upon motion the meeting adjourned.
