HomeMy WebLinkAbout10/25/04459 OCTOBER 25, 2004 At a Called Meeting of the Board of Commissioners and the McCracken County Fiscal Court, held on Monday, October 25, 2004, at 6:00 p.m., in McCracken County Courthouse — Courtroom D, Mayor Paxton presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Coleman, Guess, Montgomery, Smith and Mayor Paxton (5). For the McCracken County Fiscal Court Judge Orazine presided and upon call of the roll by the County Clerk, the following answered to their names: Commissioners Freeman, Grimm, Renfro and Judge Orazine (4). Also, present for the Fiscal Court was County Administrator, Steve Doolittle and County Attorney, Dan Boaz. R & F CALLED MEETING NOTICES Commissioner Coleman- offered _ motion, seconded by Commissioner Guess, that the Notices of Called Meeting for 6:00 p.m., Monday, October 25, 2004, be received and filed. Adopted on call of the roll, yeas, Commissioners Coleman, Guess, Montgomery, Smith and Mayor Paxton (5). ORDINANCE — ADOPTION AUTHORIZE FUNDING FOR SPECULATIVE BUILDING Commissioner Guess offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF PADUCAH, KENTUCKY AUTHORIZING CITY OF PADUCAH TO EXECUTE A LOAN GUARANTY AGREEMENT WITH PADUCAH AREA COMMUNITY REUSE ORGANIZATION ("PACRO") AND PURCHASE AREA DEVELOPMENT DISTRICT ("PADD") FOR THE BENEFIT OF THE PADUCAH-MCCRACKEN COUNTY INDUSTRIAL DEVELOPMENT AUTHORITY ("IDA") FOR THE CONSTRUCTION OF A INDUSTRIAL SPECULATIVE BUILDING IN INDUSTRIAL PARK WEST." This ordinance is summarized as follows: This Ordinance authorizes the City of Paducah, Kentucky (the "City") to execute a loan guaranty agreement with PACRO in the maximum amount of $500,000.00, and a loan guaranty agreement with PADD in the maximum amount of $200,000.00, as an inducement to PACRO and PADD to finance for IDA the public project of constructing and installing an approximately 60,000 square foot industrial speculative building on approximately 10 acres in Industrial Park West. The County of McCracken will be equally obligated with the City of Paducah on the guaranty to PACRO and PADD. ORDINANCE — INTRODUCTION REVISED AIRPORT GOVERNANCE o CREATE LOCAL AIR BOARD Commissioner Montgomery offered motion, seconded by Commissioner Smith, that the Board of Commissioners introduce an ordinance entitled, "ORDINANCE CREATING 4! AND ESTABLISHING AN ENTITY TO BE KNOWN AS THE BARKLEY REGIONAL AIRPORT BOARD; PROVIDING FOR THE APPOINTMENT OF MEMBERS; AND SETTING FORTH THE POWERS, FUNCTIONS AND DUTIES OF SAID AIRPORT BOARD." This ordinance is summarized as follows: The City of Paducah hereby creates and establishes the Barkley Regional Airport Board which shall have all the powers, functions and duties authorized by the Local Air Board Act, KRS 183.132, et seq. McCracken County Fiscal Court adopted county resolution. 460 OCTOBER 25, 2004 ❑ TRANSFER ASSETS TO NEW LOCAL AIR BOARD Commissioner Smith offered motion, seconded by Commissioner Mongtomery, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING AND APPROVING THE TRANSFER OF REAL PROPERTY, PERSONAL PROPERTY AND OTHER ASSETS FROM CITY OF PADUCAH, KENTUCKY, TO BARKLEY REGIONAL AIRPORT BOARD." This ordinance is summarized as follows: This ordinance transfers real property, personal property, and other assets currently utilized by the Paducah Airport Corporation, Inc., to the newly created and established joint city/county Barkley Regional Airport Board, and authorizes the Mayor to execute all documents necessary to convey such transfer. McCracken County Fiscal Court adopted resolution for the above. Concerns: With the creation of the new board would they be able to levy a tax? What happens to the property that is transferred to the new Board if the airport closes? Can the current members continue to serve on the newly created board if they hold an official office? DISCUSSION The County Administrator and City Manager presented information for both the City and County to consider in order to create an Interlocal Agreement for Economic Development Cost and Tax Sharing. STAFF REPORT The City Manager requested both Commissions review the packet of information which will be sent to the Chamber for the selection of community projects and issues that they will support next year. City/County issues in the pipeline: ❑ Propose to negotiate the Comcast Cable Franchise Agreement as a joint effort ❑ Application for a joint Homeland Security Grant through DES Upon motion the joint meeting adjourned.
