HomeMy WebLinkAbout10/19/04457 OCTOBER 19, 2004 At a Regular Meeting of the Board of Commissioners, held on Tuesday, October 19, 2004, at 5:00 p.m., Mayor Paxton presided, and upon call of the roll by the Assistant City Clerk, the following answered to their names: Commissioners Coleman, Guess, Montgomery, and Mayor Paxton (4). Commissioner Smith was absent (1). ORDINANCE — INTRODUCTION AUTHORIZE FUNDING FOR SPECULATION BUILDING Commissioner Coleman offered motion, seconded by Commissioner Guess, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF PADUCAH, KENTUCKY AUTHORIZING CITY OF PADUCAH TO EXECUTE A LOAN GUARANTY AGREEMENT WITH PADUCAH AREA COMMUNITY REUSE ORGANIZATION ("PACRO") AND PURCHASE AREA DEVELOPMENT DISTRICT ("PADD") FOR THE BENEFIT OF THE PADUCAH- MCCRACKEN COUNTY INDUSTRIAL DEVELOPMENT AUTHORITY ("IDA") FOR THE CONSTRUCTION OF A INDUSTRIAL SPECULATIVE BUILDING IN INDUSTRIAL PARK WEST." This ordinance is summarized as follows: This Ordinance authorizes the City of Paducah, Kentucky (the "City") to execute a loan guaranty agreement with PACRO in the maximum amount of $500,000.00, and a loan guaranty agreement with PADD in the maximum amount of $200,000.00, as an inducement to PACRO and PADD to finance for IDA the public project of constructing and installing an approximately 60,000 square foot industrial speculative building on approximately 10 acres in Industrial Park West. The County of McCracken will be equally obligated with the City of Paducah on the guaranty to PACRO and PADD. WORKSHOP NATIONAL MARKETING CAMPAIGN The Commission included in the Planning Department's FY2005 budget $25,000 for marketing the Artist Relocation Program and other events in Paducah, Mr. Tom Barnett, explained that the Planning Department had chosen Chicago as the first area the City needs to target in its marketing campaign. He stated he chose Chicago due to recent articles written about Paducah by Mike Conklin, the travel distance between the two cities and several artists from Chicago have relocated to Paducah. Mr. Barnett has been in contact with NPR (National Public Radio) in the Chicago area. The radio promos will be a 15 second spot during a six- week period for a total of 76 "mentions". They would be included during NPR's various programs, including "Car Talk". The promo would mention Paducah and the Artist Relocation Program and direct listeners to the website www.paducaharts.com where the different galleries and downtown events will be listed. Total cost of six-week period is approximately $10,200. Postcards for visitors to complete inquiring how they heard about Paducah, where they live, etc. will be distributed throughout the galleries and the Mainstreet office to assist with measuring the success of this marketing campaign. Mr. Barnett suggested possibly Atlanta as the next target area. Mayor Paxton asked for an update on the Artist Relocation Program. Mr. Barnett stated his office receives anywhere from 2 to 7 inquiries each week. Approximately 50 artists are currently committed to the program by already being in business or in the process of renovating a building with several projects still waiting to begin. The program is very strong. Mayor Paxton believes more events need to be planned in Lowertown to bring local people to the area. Also, Commissioner Montgomery believes PATS should initiate some type of a step -on, step-off ticket. HEALTH INSURANCE Greg Carlton, with Peel & Holland Insurance, gave a presentation on the 2004 Health Plan .n' performance and 2005 plan changes. The number of claims has decreased this year and Mr. Carlton believes the Wellness Program played a part. The document he presented to the Commission is preliminary but expects an approximate increase of 4.5% in cost structure and an average of 4.42% increase in premiums. Over the next couple of commission meetings the Commission will have to decide: • The Health Plan Vendor • The Flex Plan Vendor • The Premium Rates for Next Year 458 OCTOBER 19, 2004 CITY MANAGER REPORT • The City Manager asked Police Chief Bratton to update the Commission on the arson case at 421 North 4th. Chief Bratton explained there has been a break in the case. The Fire Marshall and Police Detectives worked together to get a confession to the crime with the individual being incarcerated. The Mayor also commended the Police Chief on the good police work involved in retrieving the statue stolen from Grace Episcopal Church. • Calendar Items Upon motion meeting adjourned.
