At a Regular Meeting of the Board of Commissioners, held on Tuesday, June 6, 2004, at 5:00
p.m., Mayor Pro -Tem Montgomery presided, and upon call of the roll by the Assistant City
Clerk, the following answered to their names: Commissioners Coleman, Smith and Mayor
Pro -Tem Montgomery (3). Mayor Paxton and Commissioner Guess were absent (2).
WORKSHOP
MINIMUM CALL -OUT AND OVERTIME FOR POLICE DEPARTMENT CIVILIAN
EMPLOYEES
City Manager and Chief Bratton explained to the Commission that they would like direction
on how to pay four Police Department employees, not covered by the union contract, which
are periodically called in to work during hours other than their regular scheduled shift. After
discussion, the Commission concurred to provide a two-hour minimum call out pay for the
Animal Warden, Asst. Animal Warden, Secretary/PIO and Crime Scene Technician and apply
the same overtime rules to them that apply to other independent employees. Their overtime
will begin after they work 40 -hours in any workweek.
COMPREHENSIVE PLAN (TO INCLUDE RIVERFRONT PLAN)
Tom Barnett briefed the Commission of the proposed City/County Comprehensive Plan and
the results that will come from the Plan. The City has already set aside $100,000 and the
County has set aside $50,000. The Plan should cost approximately $100,000 with the City
using the remaining $50,000 to hire a full-time temporary employee in the Planning
Department to handle routine tasks which will allow the Director and City Planner more time
to work on the Comprehensive Plan. Commissioner Smith asked that the Commission be
allowed to express their goals for this Plan to the Consultant so that the Plan would not be a
"boiler -plate" plan. Tom explained the Riverfront Plan would be an optional segment of the
Comprehensive Plan and would cost approximately $25,000440,000 in additional funds.
DOWNTOWN ECONOMIC MARKETING STUDY
` Carol Gault, Director of MainStreet, described the proposed Downtown Economic Marketing
Study and the current needs of MainStreet that this Study will fulfill.
TREE ORDINANCE & LANDSCAPE ORDINANCE (DRAFT)
Steve Ervin informed the Commission that a copy of this Ordinance has gone to the City
Attorney for review. Also, the Ordinance will have to go before the City Planning
Commission prior to its introduction to the City Commission.

EXECUTIVE SESSION
Commissioner Coleman offered motion, seconded by Commissioner Smith, that the Board go
into closed session for discussion of matters pertaining to the following topics:
❖ Issues which might lead to the appointment, dismissal, or disciplining of an employee,
as permitted by KRS 61.810(1)(f).
Adopted on call of the roll, yeas, Commissioners Coleman, Smith and Mayor Pro -Tem
Montgomery (3).
Upon motion the meeting adjourned.
