HomeMy WebLinkAbout05/04/04375 MAY 4, 2004 At a Meeting of the Board of Commissioners, held in the Commission Chambers at City Hall at 5:00 p.m., Tuesday, May 4, 2004, Mayor Paxton presided, and upon call of the roll by the Assistant City Clerk, the following answered to their names: Commissioners Coleman, Montgomery, and Mayor Paxton (3). Commissioner Guess arrived later in the meeting and Commissioner Smith was absent. APPOINTMENTS PADUCAH-MCCRACKEN COUNTY JOINT SEWER AGENCY Mayor Paxton made the following reappointment: "WHEREAS, subject to the approval of the Board of Commissioners, I hereby reappoint Ralph S. Young to the Paducah -McCracken County Joint Sewer Agency. This term will expire June 30, 2008. Commissioner Coleman offered motion, seconded by Commissioner Montgomery, that the Board of Commissioners approve the action of Mayor Paxton in reappointing Ralph S. Young as a member of the Paducah -McCracken County Joint Sewer Agency. Adopted on call of the roll, yeas, Commissioners Coleman, Montgomery and Mayor Paxton (3). PADUCAH-MCCRACKEN COUNTY URBAN RENEWAL AND COMMUNITY DEVELOPMENT AGENCY Mayor Paxton made the following appointment: "WHEREAS, subject to the approval of the Board of Commissioners, I hereby appoint Craig Kittner to the Paducah -McCracken County Urban Renewal and Community Development Agency. He will fill the remaining term of Richard Brown, deceased. This term will expire February 23, 2008." Commissioner Coleman offered motion, seconded by Commissioner Montgomery, that the Board of Commissioners approve the action of Mayor Paxton in appointing Craig Kittner as a member of the Paducah -McCracken County Urban Renewal and Community Development Agency. Commissioner Guess arrived at this time. Adopted on call of the roll, yeas, Commissioners Coleman, Guess, Montgomery and Mayor Paxton (4). REPORT Joel Scarbrough gave a report on the old Riverside Wholesale Florist Building located at 200 Washington Street as a home for the Paducah Railroad Museum. Cost estimates for complete renovation are $180,000. Immediate repairs of the roof ($20,000) and the door ($5,000) are necessary prior to the Railroad Club moving into the building. MUNICIPAL ORDERS TRANSFER FROM COMMISSION CONTINGENCY TO REPAIR ROOF OF FLORIST BUILDING Commissioner Coleman offered motion, seconded by Commissioner Guess, that a Municipal Order entitled, "A MUNICIPAL ORDER AUTHORIZING AND DIRECTING THE FINANCE DIRECTOR TO TRANSFER $25,000.00 FROM THE y COMMISSION CONTINGENCY ACCOUNT TO THE CAPITAL IMPROVEMENTS FUND FOR RENOVATIONS TO 200 WASHINGTON STREET," be adopted. Adopted on call of the roll, yeas Commissioners Coleman, Guess, Montgomery, and Mayor Paxton (4). M.O. 1058; BK 5; PG AUTHORIZE APPLICATION FOR KENTUCKY LEAGUE OF CITIES 2004 SAFETY GRANT Commissioner Guess offered motion, seconded by Commissioner Coleman, that a Municipal Order entitled, "A MUNICIPAL ORDER AUTHORIZING THE MAYOR 376 MAY 4, 2004 TO EXECUTE ALL DOCUMENTS NECESSARY TO OBTAIN A 2004 MATCHING SAFETY GRANT IN THE AMOUNT OF $2,500.00 FROM THE KENTUCKY LEAGUE OF CITIES FOR THE PURCHASE OF TRAFFIC SAFETY VESTS AND ANCILLARY SAFETY EQUIPMENT FOR THE POLICE DEPARTMENT," be adopted. M.O. 1059; BK 5; PG TRANSFER PROFESSIONAL ENGINEERING SERVICES FOR INFINITI PROJECT TO CITY & COUNTY Commissioner Montgomery offered motion, seconded by Commissioner Coleman, that a Municipal Order entitled, "A MUNICIPAL ORDER OF THE CITY OF PADUCAH, KENTUCKY APPROVING AN ASSIGNMENT OF THE RIGHTS AND OBLIGATIONS OF PADUCAH-MCCRACKEN COUNTY INDUSTRIAL DEVELOPMENT AUTHORITY ("AUTHORITY") UNDER AN ENGINEERING CONTRACT BETWEEN AUTHORITY AND FARRIS MCINTOSH & TREMPER, INC., WITH RESPECT TO A PUBLIC PROJECT, AND AUTHORIZING THE EXECUTION OF VARIOUS DOCUMENTS RELATED TO SUCH ASSIGNMENT," be adopted. Adopted on call of the roll, yeas Commissioners Coleman, Guess, Montgomery, and Mayor Paxton (4). M.O. 1060; BK 5; PG ORDINANCES — ADOPTION INTERLOCAL COOPERATIVE AGREEMENT WITH MCCRACKEN COUNTY FOR INFINITI MEDIA Commissioner Coleman offered motion, seconded by Commissioner Guess that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE OF THE CITY COMMISSION OF THE CITY OF PADUCAH, KENTUCKY APPROVING AN INTERLOCAL COOPERATION AGREEMENT BETWEEN THE CITY OF PADUCAH, KENTUCKY AND THE COUNTY OF MCCRACKEN, KENTUCKY WITH RESPECT TO THE FINANCING OF PUBLIC PROJECTS, AND AUTHORIZING THE EXECUTION OF SUCH INTERLOCAL COOPERATION AGREEMENT." This ordinance is summarized as follows: This Ordinance authorizes the City of Paducah, Kentucky (the "City") to execute an Interlocal Cooperation Agreement (the "Interlocal Agreement") with the County of McCracken, Kentucky (the "County"), whereby the City and County will undertake jointly a plan to finance (i) the construction of an approximately 100,000 square foot facility to be leased to the Paducah McCracken County Industrial Development Authority, (ii) the construction of a rail spur and (iii) the acquisition of real property for future development. The Ordinance approves the form of the Interlocal Agreement presented to the City Commission of the City and authorizes the Mayor and City Clerk to execute the Interlocal Agreement with such changes therein as shall not be adverse to the City and as may be approved by the Mayor and City Clerk. ORD. #2004-5-6805; BK 30; PG DESIGN OF HVAC IMPROVEMENT/RENOVATIONS FOR CITY HALL AND THE POLICE STATION Commissioner Guess offered motion, seconded by Commissioner Coleman, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE PROPOSAL FOR ENGINEERING AND CONSTRUCTION ADMINISTRATION SERVICES FOR THE HVAC SYSTEMS AT CITY HALL AND THE PADUCAH POLICE DEPARTMENT, AND AUTHORIZING THE MAYOR TO EXECUTE ALL DOCUMENTS RELATING TO SAME." This ordinance is summarized as follows: That the City of Paducah accepts the proposal of Marcum Engineering, LLC, in the amounts of $20,985.00 for City Hall and $54,565.00 for the Paducah Police Department for full engineering and construction up 377 MAY 4, 2004 administration services for renovations and improvements to the HVAC systems, and authorizes the Mayor to execute all documents relating to same. ORD. #2004-5-6806; BK 30; PG ORDINANCE — INTRODUCTION POLICE SERVICES CONTRACT WITH PADUCAH HOUSING AUTHORITY Commissioner Montgomery offered motion, seconded by Commissioner Guess that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR TO EXECUTE AN AGREEMENT BETWEEN THE CITY OF PADUCAH AND THE HOUSING AUTHORITY FOR HOUSING COMMUNITY OFFICER". This ordinance is summarized as follows: That the City of Paducah authorizes the Mayor to execute an agreement between the City of Paducah, Kentucky, and the Housing Authority of Paducah formally establishing the position for Housing Community Officer. WORKSHOP REPORT ON CHANGES IN FIRST RESPONDER DISPATCH PROTOCOL TO REDUCE RUNS TO NON -EMERGENCY MEDICAL CALLS Chief Benton gave a presentation at the Commission's request to decrease responses for non -emergency medical calls for the first responder program. 911 dispatchers are monitoring calls to determine if response is necessary from the Fire Department therefore eliminating responding to insignificant calls. Chief and employees are meeting weekly to look at other areas to decrease sending out the trucks unnecessarily. Also, looking at decreasing response to alarm calls. One company will go and if other companies are needed they will respond. Fire Barge Dispatch — A protocol has been set in regards to response calls for the Fire Barge. If the Fire Barge is required, all employees respond to its location first which includes one pumper and one ladder truck. Mock drills for the fire barge will be performed several times a year (quarterly). Mayor suggested inviting the Commission and barge companies to the drills. The Chief has sent out the fire barge procedures, standard operating procedures and 911 procedures to the parties involved and is waiting on their reply. CITY MANAGER REPORT • Calendar Items • Set meeting time from 6:00 p.m. to 4:30 or 5:00 p.m. for the Commission Meeting on May 11, 2004. • Paducah Housing Authority is getting ready to start on the Heritage Place units and has requested if the inspection fee from the City ($5,000) could be charged off. • The City Manager requested that the positions of Permit Specialist in the Inspection Department and Recreation Specialist in the Parks Department be filled. • Request was made for Executive Session to discuss collective bargaining issues. MOTION Commissioner Montgomery offered motion, seconded by Commissioner Guess, that the Board of Commissioners authorize the vacant positions of Permit Specialist in the Inspection Department and Recreation Specialist in the Parks Department be filled. COMMISSIONER CONCERNS • Commissioner Coleman has received complaints of property owners not maintaining their yards. One address he received a complaint on is in the 1300 block of Reed Avenue. Joel Scarbrough stated that his department was aware of the complaint and was taking care of the problem. WE MAY 4, 2004 Another complaint he received involves traffic speeding on Jetton Boulevard between Kentucky Avenue and Caldwell Streets. He requested speed limit signs be installed in this area. Craig Bradley stated the Traffic Division would review the area and install appropriate signage. • Commissioner Guess received a compliment on the good work of the Refuse Department from Mr. Traylor who resides on Springwell Lane. • Commissioner Montgomery asked for input from the Commission on the upcoming chamber renovations. EXECUTIVE SESSION I Commissioner Coleman offered motion, seconded by Commissioner Guess, that the ZIP Board go into closed session for discussion of matters pertaining to the following topics: • Collective bargaining with public employees, as permitted by KRS 61.810(1)(e).
