AN ORDINANCE ESTABLISHING A COOPERATIVE PROGRAM WITH McCRACKEN COUNTY FOR THE
DEVELOPMENT OF AN ENHANCED 911 EMERGENCY.TELEPHONE SYSTEM, AND PROVIDING FOR THE ESTABLISH-
MENT OF A BUDGET COMMITTEE APPOINTED BY THE CITY OF PADUCAH AND McCRACKEN COUNTY, AND
IMPOSING A FEE TO BE PAID BY LOCAL TELEPHONE EXCHANGE SUBSCRIBERS OF FIFTY CENTS PER MONTH
PER LINE, PROVIDING FOR THE MANNER OF COLLECTION OF FEE, AND PAYMENT OF FEE BY TELEPHONE
COMPANY TO THE CITY TREASURER

WHEREAS, KRS 65.750 allows the City of Paducah and McCracken County to enter into a
cooperative program for the establishment of an enhanced 911 emergency telephone system; and
WHEREAS, KRS 65.760(2) allows the City and/or County to levy any special tax,
license, or fee, to establish and operate a 911 emergency telephone system; and
WHEREAS, it is the intent of the Board of Commissioners of the City of Paducah and
the County Commissioners of McCracken County to establish a city/county emergency telephone
system.
BE IT ORDAINED BY THE CITY OF PADUCAH, KENTUCKY, AS FOLLOWS:
SECTION 1. The Board of Commissioners of the City of Paducah, Kentucky, hereby
unequivocably expresses its intent to implement an enhanced 911 emergency telephone system
within the City of Paducah, Kentucky.
SECTION 2. That the County of McCracken, Kentucky, has expressed a like desire,
and it is the expressed intent of the Board of Commissioners of the City of Paducah to join
with McCracken County in providing an up-to-date enhanced 911 system for both the City of
Paducah and McCracken County, Kentucky.
SECTION 3. Funding for the enhanced 911 emergency telephone system shall be
controlled by a budget committee composed of three members appointed by the Mayor of the City
of Paducah and three members appointed by the County Judge/Executive of McCracken County,
Kentucky.
SECTION 4. All major equipment purchased shall be in the name of the City of
Paducah and McCracken County. Any equipment donated by the City of Paducah or McCracken
County to the enhanced 911 emergency telephone system shall remain the individual property of
said city or county when the property is no longer needed for the enhanced 911 emergency
telephone system.
SECTION 5. The South Central Bell Telephone Company, and any other telephone
company providing service to subscribers in the City of Paducah, shall collect for each
telephone line within the City of Paducah the sum of fifty cents ($0.50) per month.
SECTION 6. The telephone company shall turn said sums over to the City Treasurer
within 30 days after the end of each month, who shall put said sums into a special account
which shall be used only for the purchase of equipment for the enhanced 911 emergency
telephone system and/or operating expenses of said system. The monies so deposited shall not
be used for any other purpose.
SECTION 7. The fifty cents ($0.50) per month per line fee shall be effective upon
McCracken County passing a like fee for telephone lines located within McCracken County and
outside of the City of Paducah.

SECTION 8. The enhanced 911 emergency telephone system shall be operated by the City
of Paducah with the endorsement and support of McCracken County, Kentucky. All monies expended
on the enhanced 911 emergency telephone system shall be done so only with the approval of
budget committee, set out in Section 3, above, of this ordinance. The costs of the operation
of the 911 enhanced 911 emergency telephone system shall be apportioned among the City of
Paducah and McCracken County, Kentucky, according to benefits received in line with the
recommendations of the budget committee.
SECTION 9. This ordinance shall be effective upon passage by the City of Paducah
upon two readings and published in the newspaper, except for the fees imposed by this
ordinance, which shall be effective with all billings by the telephone company on or after
March' 1, 1986, or upon the effective date of a similar ordinance passed by McCracken County,
whichever is later.
