HomeMy WebLinkAbout01/05/71Proceedings of Board of .-Commissioners city of Paducah January 5-,- 1971 153 At a Called Meeting of the Board of Commissioners held in 'the Commission Chamber in the City Hall;- Paducah, Kentucky, at 7:30 P.M. on January 5, 1971, Mayor Cherry presided and upon call of the Roll the following answered to their names: -Commissioner Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5). _ Mayor Cherry offered motion that the executed copies of the Notice of "Called yeeting to be held at 7:30 p.m. on January 5, 1971, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby,-Puryear and Mayor Cherry (5) . Barbara Wooley Commissioner Fisher offered motion, seconded by Commissioner Harvey as follows: Resignation Upon the resommendation of the City Manager, I move that the following personnel Terminate -temporary Larry F. Freeman changes be made: Chas. E. Hooks! Mose Wilson 1. The resignation of Barbara Wooley as secretary in the Plahning-Office-be- Cletus W. Woods accepted, effective December 31, 1970. Terminate 2. The following temporary employees in the Refuse Department be terminated, H.L.Anderson effective January 8, 1971: J.L.Nanney 'Freeman Frank Gholson Larry F. Charles E. Hooks Mose Wilson Cletus W. Woods 3. The following employees be terminated as of the following effective dated: H. L. Anderson, effective January 15, 1971 J. L. File contract wit i Commissioner Harvey offered motion, seconded by Commissioner Fisher, that the Hylo Supply Co - executed copy of the contract between the City of Paducah and Hylo Supply, Inc. for sale to the city of one corrugated aluminum structural plate arch culvert, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5). Settle claim a// Commissioner Puryear offered motion that the claim of Frances K. Chapman in the Frances K Chapman i amount of $230.21 for damages caused to her 1964 Corvair resulting from a collision wit 0 a city vehicle operated by Robert Carter on December 14, 1970, at 30th & Clay Streets, be allowed, and that the Treasurer be authorized to pay same after first obtaining a complete and final release. Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5). Settlement Sewerl Commissioner Puryear offered motion, seconded by Commissioner Harnsby, that the & Refuse Dec 197 reports of the Paducah Water Works for the month of Decemver, 1970, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5). Mayor Cherry offered motion, seconded by Commissioner Harvey, that the City's compulsory retirement provisions be waived as to -Leon Bradley of the Engineering Department, and that his employment be extended from January 1, 1971 to and including December 31, 1971. Adopted on call of the Roll, Yeas, Commissioners Harvey, H„rnsby, Puryear and Mayor Cherry (4) , Commissioner Fisher voted -"No”. 7- Mayor Cherry offered motion, seconded by Commissioner.Harvey, that the City's compulsory retirement provisions be waived as to T. A. Bradley of the Engineering Department, and that his employment be extended from January 1, 1971 to and including December 31, 1971. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Puryear and Mayor Cherry (4), Commissioner Fisher voted "No". Commissioner Fisher offered motion, seconded by Commissioner Harvey, that a :s resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR FOUR TRUCKS, WITHOUT BODIES, FOR USE IN THE REFUSE DIVISION OF THE CITY OF PADUCAH, KENTUCKY, AND PRESCRIBING THE TERMS AND CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Fisher Hornsby, Puryear and Mayor Cherry (5). Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that a resolution entitled "A RESOLUTION AFFIRMING THE CITY OF PADUCAH'S INTENT TO MAINTAIN AND OPERATE THE POOL AND BATH HOUSE IN NOBLE PARK AFTER COMPLETION OF THE PROPOSED NEW CONSTRUCTION", be adopted. Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5). Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that a Ljresolution entitled "A RESOLUTION REQUESTING AND AUTHORIZING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR CONSTRUCTION OF A SWIMMING POOL AND BATH HOUSE TO BE LOCATED IN NOBLE PARK", be adopted. Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that a resolution entitled -"A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR FOUR (4) REFUSE PACKERS FOR USE IN THE REFUSE DIVISION OF THE CITY OF PADUCAH, KENTUCKY AND PRESCRIBING THE TERMS AND CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be adopted. OVERSTREET, FORMER CITY MANAGER AND OUTSTANDING CIVIC LEADER", be adopted. The motion was seconded by Commissioner Hornsby and adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5). Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby and Mayor Cherry (3), Nays, Commissioners Fisher and Puryear (2) . Mayor Cherry offered motion, seconded by Commissioner Harvey, that an ordinance entitled "AN ORDINANCE REPEALING CHAPTER 6 'BONDSMEN' OF THE CODE OF ORDINANCES CITY OFI PADUCAH, KENTUCKY", be adopted. Commissioner Fisher offered motion, seconded by Commissioner Harvey, that an ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH SUN OIL COMPANY FOR THE PURCHASE OF ALL REGULAR AND ETHYL GASOLINE, MOTOR OIL, DIESEL FUEL, CHASSIS LUBRICANT, GEAR LUBE OIL, HYDRAULIC OIL, KEROSENE AND ANTI -FREEZE TO BE USED BY THE CITY OF PADUCAH FROM JANUARY 1, 1971 THROUGH DECEMBER 31, 1971, AND PRESCRIBING THE TERMS AND CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be adopte Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5) . Commissioner Harvey offered motion, seconded by Commissioner Fisher, that an ordinance entitled "AN ORDINANCE AUTHORIZING THE MAYOR TO ECECUTE A LEASS FOR PROPERTY AT THE SOUTHWEST CORNER OF 9TH AND HARRISON STREETS, AND PRESCRIBING THE TERMS AND CONDITIONS OF SAID LEASE", be adopted. Contract wit Florence & Hutcheson Swimming poo 156 Board of Commissioners City of Paducah _ -January 5, 1971 Commissioner Hornsby offered motion seconded by Commissioner Puryear, that an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF PADUCAH LAUNDRY AND CLEANERS, INC, FOR FURNISHING THE CITY OF PADUCAH WITH UNIFORMS FOR THE REFUSE DEPARTMENT PERSONNEL, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH UNIFORMS", be intro- duced and remain on file for at least one (1) week for public inspection in the completed form in which it shall be put upon its final passage. Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby and Mayor Cherry (4), Commissioner Puryear voted "no". Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that an ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT ON BEHALF OF THE CITY OF PADUCAH, KENTUCKY, WITH FLORENCE & HUTCHESON, INC. FOR THE DESIGN AND ENGINEERING INSPECTION OF A SWIMMING POOL TO BE LOCATED IN NOBLE PARK", be adopted. Adopted on call of the Roll, Yeas, Commissioners Fisher, Harvey, Hornsby, Puryear and Mayor Cherry (5). Pay J.J.McGr w Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an Margaret Cabl.e ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY TREASURER TO PAY THE SUM OF $7,000.00 JOINTLY TO JAMES J. McGRAW AND MARGARET CABLE FOR PLANNING AND CONSULTING SERVICES AND THE PREPARATION OF AN APPLICATION FOR A NEIGHBORHOOD DEVELOPMENT PROGRAM FOR THE ACTION YEAR 1971", be adopted.
