City of Paducah November 27, 1970
A Special Meeting of the Board of Commissioners was held in the Commission-
Chamber

Chamber in the City Hall, Paducah, Kentucky, at 4:00 p.m., on November 27, 1970.
The meeting was for the purpose of hearing charges preferred by Thomas J. Rothrock,
Chief of the 'Paducah Fire Department, against Julian Upshaw, a fireman in said
department. Mayor Cherry presided at said meeting'and upon call of the -Roll the
following answered to their names: Commissioners Fisher, Harvey, Puryear and Mayor
Cherry (4), Commissioner Hornsby being absent.

The case was called for hearing and the defendant, Julian Upshaw, pleaded
Mayor -cherry then offered the following motion which was seconded by
Commissioner Puryear:
WHEREAS the case of Thomas J. Rothrock; Chief of the Paducah Fire Department,
against Julian Upshaw, a fireman in the Paducah Fire Department;_ was brought.for
hearing before the Board'of Commissioners on November 27, 1970, and
-WHEREAS the defendant entered a plea of guilty -to the charge of misconduct
and violation of law as charged in the statement of charges;
NOW THEREFORE, I move that the Board find the defendant, Julian Upshaw,
guilty of misconduct and violation of law and that his punishment be fixed at a
suspension of 30 calendar days beginning November 28, 1970. Adopted on call of the
Roll, Yeas, Commissioners Fisher, Harvey, Puryear and Mayor Cherry (4).
on motion the .meeting adjourned.
