HomeMy WebLinkAbout01/20/04317 JANUARY 20, 2004 At a Regular Meeting of the Board of Commissioners and the McCracken County Fiscal Court, held on Tuesday, January 20, 2004, at 5:00 p.m., Mayor Paxton presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Coleman, Montgomery, Smith and Mayor Paxton (4). Commissioner Guess was absent M. For the McCracken County Fiscal Court Judge Orazine presided and upon call of the roll by the County Clerk, the following answered to their names: Commissioners Freeman, Grimm, and Judge Orazine (3). Commissioner Renfro was absent (1). Also, present for the Fiscal Court was County Administrator, Steve Doolittle and County Attorney, Dan Boaz. JOINT MEETING WITH McCRACKEN COUNTY FISCAL COURT EXECUTIVE SESSION Judge Orazine called for an Executive Session. Mayor called for a motion to go into executive session. Commissioner Montgomery offered motion, seconded by Commissioner Coleman, that the Board go into closed session for discussion of matters pertaining to the following topics: A specific proposal by a business entity where public discussion of the subject matter would jeopardize the location, retention, expansion or upgrading of a business entity, as permitted by KRS 61.810(1)(g). Adopted on call of the roll, yeas, Commissioners Coleman, Montgomery, Smith and Mayor Paxton (4). Motion was made and carried to go into Open Session. David Denton, attorney with Denton & Keuler, gave clarification for the following municipal order and ordinance. MUNICIPAL ORDER GUIDELINES FOR ECONOMIC INCENTIVES McCracken County Fiscal Court called for a vote for its municipal order. Commissioner Montgomery offered motion, seconded by Commissioner Coleman, that a Municipal Order entitled, "A MUNICIPAL ORDER ESTABLISHING GUIDELINES FOR PROVIDING ECONOMIC INCENTIVES TO QUALIFIED PROJECTS LOCATING WITHIN BOUNDARIES OF THE CITY OF PADUCAH, KENTUCKY," be adopted. Adopted on call of the roll, yeas, Commissioners Coleman, Montgomery, Smith and Mayor Paxton (4). M. O. 1035; BK 5; PG P- 0 0 FORMALLY AUTHORIZE INCENTIVES OFFERED TO RECRUIT INFINITI MEDIA TO PADUCAH ORDINANCES —INTRODUCTION Commissioner Smith offered motion, seconded by Commissioner Montgomery, that the Board of Commissioners introduce an ordinance entitled, "AN ORDINANCE AUTHORIZING AND APPROVING THE CITY OF PADUCAH, KENTUCKY, GRANTING CERTAIN ECONOMIC INCENTIVES TO INFINITI MEDIA, INC." This ordinance is summarized as follows: Finding a public purpose and providing economic incentives and awarding the incentives to Infiniti Media, Inc., in consideration of it developing a plastics injection molding company in Industrial Park West. 318 JANUARY 20, 2004 McCracken County Fiscal Court introduced its ordinance. WORKSHOP: REVISIONS TO TRUCK ROUTE ORDINANCE Bob Freudenthal, Public Works Director, discussed proposed changes to the current ordinance that designates specific truck routes within the city limits. (A copy of the proposed changes is in the Minute folder.) REVIEW OF BOOK ASSIGNMENT FOR COMMISSION ADVANCE Commissioner Montgomery distributed a packet regarding assignments for the Commission. The Mayor and Commissioners decided the Commission Advance would be February 6, 2004, from 8:00 a.m. to 6:00 p.m. If necessary, Board and department heads will complete the Advance on February 7, 2004.
