At a Regular Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky, at 7:30 p.m. on October 10, 1972, Mayor McNutt
presided and upon call of the Roll the following answered to their names: Commissioner!
Hornsby, Lambert, Puryear and Mayor McNutt (4), Commissioner Harvey being absent (1).
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the reading
of the Minutes of the Regular Meeting on August 22, and Called Meetings on August 29th,
31st, September 12th, 19th, 26th and October 3rd and 5th, 1972 be waived, and the
Minutes of said meetings prepared by the City Clerk be approved as written. Adopted of
call of the Roll, Yeas, Commissioners Hornsby, Lambert, Puryear and Mayor McNutt (4) .
Mayor McNutt made the following appointments:
I hereby appoint the following individuals as members of the Electrical Review
Board for purposes of preparing examinations for electricians, reviewing and hearing
cases involving revocation of electricians' licenses, and for advising the Board on
matters involving the use and application of electricity in the City of Paducah.
Don Fuller - Electrical Engineer
Olin Bryant - Electrical Engineer
George Lankton - Electrical Contractor
Everett Sinclain - Ele-ctrical Contractor
Allan Koebel - Electrician
Marvin :Wilson -- Electrician
Mayor McNutt off eyed motion, seconded by Commissioner Hornsby, that the petition
signed by citizens of. the Greater;Paduc,ah, Kentucky, area, requesting that appropriate
action be taken to insure that the showing of "X" rated movies in Paducah and
McCracken County be discontinued, be received and filed. Adopted on call,of the Roll,
Yeas, Commissioners Hornsby, Lambert, Puryear and Mayor McNutt (4).
Commissioner -:Lambert offered motion, seconded -by Commissioner Puryear, that the
executed copy of the Contract between the City of Paducah and B & B Construction
Company for --Phase II of the Paducah. Riverfront Improvement. Project,_ be _received and
filed. Adopted on call of the Rohl, Yeas, Commissioners.Hornsby, Lambert, PurYear
and Mayor McNutt (4)
Commissioner Hornsby offered motion; -seconded by .Commissioner Lambert, that an
ord'inance---entitled . "AN ORDINANCE -0F THE CITY OF PADUCAH,., .KENTUCKY, AUTHORIZING THE
ISSUANCE OF SAID CITY'S 'WATER WORKS REVENUE BONDS, SERIES OF 1972,'l, -IN ORDER TO DEFRA
THE COSTS -(NOT OTHERWISE PROVIDED) OF CONSTRUCTING CERTAIN EXTENSIONS, IMPROVEMENTS,
ADDITIONA DNR ENLARGEMENTS TO THE.MUNICIPALLY OWNED WATER WORKS OF SAID- .CITY, TOGETHER
WITH ALL -EXPENSES. IN CONNECTION THEREWITH,;. FINDING AND DECLARING THAT ALL, -PARITY BOND
CONDITIONS AND RESTRICTIONS HAVE.BEEN MET AND WILL BE COMPLIED -WITH, -AND --THAT BY REAS
THEREOF SAID:BONDS.WILL RANK ON A BASIS OF PARITY AND.EQUALITY AS.TO-SECURITY AND
SOURCE OF PAYMENT WITH PREVIOUSLY ISSUED_'WATER WORKS IMPROVEMENT.AND-REFUNDING REVE
BONDS, SERIES 1965'; REAFFIRMING AND CONTINUING EXISTING PROVISIONS FOR THE COLLECTION,

WHICH ARE REQUIRED IN CONNECTION WITH THE ISSUANCE OF PARITY BONDS; REAFFIRMING AND

CONTINUING PREVIOUSLY ESTABLISHED CONDITIONS AND RESTRICTIONS PURSUANT TO WHICH SAID
CITY MAY ISSUE IN THE FUTURE ADDITIONAL REVENUE BONDS PAYABLE FROM THE REVENUES OF
SAID WATER WORKS AND RANKING ON A BASIS OF PARITY WITH THE BONDS PREVIOUSLY ISSUED
AND THOSE NOW AUTHORIZED; AND PROVIDING FOR AN ADVERTISED, PUBLIC COMPETITIVE SALE OF
THE BONDS HEREBY AUTHORIZED", be adopted. Adopted on call of the Roll, Yeas,

Commissioner Hornsby offered motion, seconded by Commissioner Lambert, that an
7 ordinance entitled "AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING
COMMISSION RESPECTING THE ESTABLISHMENT OF THE ZONE FOR PROPERTY ON THE NORTH FRIENDS
ROAD ANNEXED INTO THE CITY OF PADUCAH, KENTUCKY, ON THE 27TH DAY OF JUNE, 1972, IN
ACCORDANCE WITH SECTION 31 OF THE PADUCAH ZONING ORDINANCE -1971", be adopted.
