Hill Board of Commissioners City of In 323 February 29, 1972 At a Called Meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky, at 7:30 P.M., on February 29, 1972, Mayor McNutt presided and upon call of the Roll the following answered to their names: Commissioner Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5). Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the executed copies of the Notice of Called Meeting to be held at 7:30 p.m., on February 29, 1972, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5). Mayor McNutt made the following appointments: I hereby appoint the following to membership on the Youth Advisory Committee for an indefinite period to serve at the pleasure of the Mayor: Glenn Hollis Marc Watson Charles Pritchett James Hank William Fowler Allan Usher William Walden Mark Burnett Kathy Nagel Gloria Romenack Connie Sue Orr Debra Winman Glen B. Donoho III Keith Mathis Mona Thomas I further appoint Mary Sledd and W. D. Sullivan to serve as advisors for the Committee. Mayor McNutt made the following appointments: Subject to the approval of the Board of Commissioners, I hereby appoint the following individuals, for the terms indicated, to the Board of Park Commissioners of the City of Paducah, Kentucky: Rollie France, whose term will expire February 14, 1973 T. G. Mundy, whose term will expire February 14, 1974 Ronald L. Morgan, whose term will expire February 14, 1975 Mrs. W. H. Beaman, whose term will expire February 14, 1976 Mrs. Patsy Crosby, whose term will expire February 14, 1976 Commissioner Hornsby, offered motion, seconded by Commissioner Lambert, that the H Board of Commissioners approve the action of Mayor Alice H. McNutt appointing members to the Board of Park Commissioners of the City of Paducah, Kentucky. Adopted on call 11 of the roll, Yeas, Commissioners Hornsby, Lambert, Puryear and Mayor McNutt (4), Commissioner Harvey voted "No". Commissioner Harvey offered motion, seconded by Commissioner Hornsby, as follows:I I move that the Board of Commissioners approve the sale by the City of Paducah to B. Gladys Lucas of the South one-half (10x20 feet) of Lot No. 2, in Section 3 of the Mausoleum Addition to Oak Grove Cemetery for the sum of $800.00. I further move that the City Clerk be authorized to execute a deed of conveyance to said cemetery lot. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) . Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that the claim of Glenn L. Hill in the amount of $48.50, resulting from a refuse truck knocking down a wire and electric service at his property at 3231 Schneidman Road on January 27,1; Proceedings of Airport Cor Audit Repor year 1971 Report of Board of Equalization 1972 1 324 Board of Commissioners City of February 29, 1972 1972, be allowed, and that the City Treasurer be authorized to pay said claim after first obtaining a complete and final release. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5). Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that the Audit Report of the Paducah Airport Corporation for the year 1971, which was pre- pared by Williams, Williams and Lentz, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5). Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that the report of the Board of Equalization for the year 1972, be received, filed and spread upon the minutes. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) . The services of Larry Baxter, temporary laborer in the refuse division, be terminated, retroactive to February 18, 1972. 2. The resignation of Bobbie E. Dudley, foreman in the Street Division, be accepted, effective March 10, 1972. 3. The following persons be, and they are hereby, employed as temporary pump operators in the Floodwall Department, at a salary of $2.00 per hour, effective February 29, 1972: Donald Littlejohn B. L. McLean J. Curtis Ray Marvin Armstrong Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) . Commissioner Hornsby offered motion, seconded by Commissioner Lambert, that the executed copy of Contract Documents for sewer extensions on Kennedy and Lone Oak Roads be received and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5). Commissioner Lambert offered motion, seconded by Commissioner Puryear, that the I claim of Joe Williams in the amount of $25.00 for damages to his home on Rucker Avenue -ll which was struck by a refuse vehicle operated by W. E. Floyd on January 24, 1972, be allowed, and that the City Treasurer be authorized to pay said claim after first obtaining a complete and final release. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5). Commissioner Lambert offered motion, seconded by Commissioner Puryear, that the reports of the Paducah Water Works for the month of February, 1972, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) . Commissioner Puryear offered motion, seconded by Commissioner Lambert, that a copy of the Police and Firemen's-Ret-Irement Fund Actuarial Valuation, dated December 31, 1971, as prepared by Meidinger and Associates, be received and filed. Commissioner Puryear offered motion, seconded by Commissioner Lambert, as follow I move that the Audit Report of the City of Paducah, Kentucky, prepared by Allen and Associates for the year ended December 31, 1971, be received and filed, and that the City Treasurer be directed to publish a condensed form of said audit report.. I further move that the Audit Report of the Parks and Recreation Department wh was.. prepared by said Accountants for the year ended December 31, 1971, be received an and filed. Norcrol§s 326 Board of Commissioners City of Paducah February 29, 197 2 Commissioner Puryear offered motion, seconded by Commissioner Lambert, that the copies of letters dated February 28, 1972, from the City Clerk to Dr. David Whitehead, Superintendent of the Board of Education and to Mr. Ed Ballard of the Department of Revenue, together with a copy of the certification as to the total value of all propert in the City of Paducah subject to taxation in the year 1972, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) . Commissioner Puryear offered motion, seconded by Commissioner Lambert, as follows WHEREAS, there is presently pending in the McCracken Cirauit Court Civil Action No. 11031, styled Barbara Spears vs. The City of Paducah, et al, and WHEREAS, the plaintiff has agreed to accept as settlement in full for her claim the sum of $450.00, NOW THEREFORE, I move that the City Treasurer be authorized to pay to Barbara Spears, and Waller, Threlkeld and Whitlow, her attorneys, the sum of $450.00, after obtaining a full and complete release and dismissal of said suit. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) Commissioner Lambert offered motion, seconded by Commissioner Puryear, that a resolution entitled "A RESOLUTION AUTHORIZING AND DIRECTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR SALE TO THE CITY OF PADUCAH, KENTUCKY, OF UNIFORMS AND ASSOC- IATED CLOTHING FOR THE MEMBERS OF THE POLICE DEPARTMENT OF SAID CITY, AND PRESCRIBING THE CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE", be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) . Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that an ordinance entitled "AN ORDINANCE APPROVING AND PROVIDING FOR THE EXECUTION OF A PRO CONTRACT FOR AN URBAN MASS TRANSPORTATION TECHNICAL STUDY GRANT FOR PROJECT NO. KY -T9-3 BETWEEN THE CITY OF PADUCAH, KENTUCKY, AND THE UNITED STATES OF AMERICA", be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) . Commissioner Puryear offered motion, seconded by Commissioner Lambert, that an ordinance entitled "AN ORDINANCE AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A CONTRACT WITH THE URBAN RENEWAL AND COMMUNITY DEVELOPMENT AGENCY OF PADUCAH, KENTUCKY, FOR THE PURCHASE OF DISPOSAL PARCEL NO. 1, BLOCK NO. 3, IN THE DOWNTOWN CIVIC CENTER PROJECT NO. KY -R-30", be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5). Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE_AMENDING SECTION 1 OF AN ORDINANCE ENTITLED 'AN.ORDINANCE APPOINTING A BOARD OF TRUSTEES FOR THE OPERATION OF A MUNICIPAL COLLEGE IN THE.CITY OF PADUCAH, KENTUCKY', WHICH WAS ADOPTED BY THE BOARD OF COMMISSIONERS ON NOVEMBER 6, 1939,.AND LAST AMENDED ON JUNE -30,.1970", be adopted,_ Adopted on call of the Roll, Yeas, Commissioners -Harvey, Hornsby., Lambert, Puryear and Mayor McNutt (5).
