At a Regular Meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky, at 7:30 P.M., on February 22, 1972, Mayor McNutt presided and upon call of the Roll the following answered to their names: Commissione Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5). Mayor McNutt offered motion, seconded by Commissioner Lambert, that the reading of the Minutes for February 8th and 15th, 1972 be waived and that the Minutes of said meetings prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5). Mayor McNutt made the following appointment: It appearing that the term of John Oehlschlaeger as a member of the Electric Plant Board of the City of Paducah, Kentucky, expired on February 6, 1972, subject to the approval of the Board of Commissioners, I hereby reappoint John Oehlschlaeger as a membe of said Board for a further term of four years, expiring February 6, 1976. Commissioner Lambert offered motion, seconded by Commissioner Puryear, that the Board of Commissioners approve the action of Mayor Alice H. McNutt reappointing John Oelhschlaeger as a member of the Electric Plant Board. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5). Commissioner Harvey offered motion, seconded by Commissioner Hornsby, that a copy g/ \/ of the proposed "Contract for Sale of Land in Downtown Civic Center Project, Ky.-R-3011, wherein the Urban Renewal and Community Development Agency of Paducah, Kentucky, agrees to sell and the City of Paducah, Kentucky, agrees to buy Disposal Parcel 1, Block 3, in Downtown Civic Center Project Ky.-R-30, be received, approved and filed. Adopted or call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) . Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that a copy of the proposed contract for an Urban Mass Transportation Technical Study Grant between the City of Paducah, Kentucky, and the United States of America under Project No. KY -T9 - be received and filed with the Minutes of this meeting. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5). Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that the claim of Betty Yandell in the amount of $264.25, for damages eaused to her 1964 Ford whic was struck by a police cruiser operated by James Ronald Wyatt, at 25th & Tennessee Streets on February 17, 1972, be allowed, and that the City Treasurer be authorized to pay said claim after first obtaining a full and complete release. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) . Commissioner Lambert offered motion, seconded by Commissioner Puryear, that the Certificate of Insurance issued by General Accident, Fire & Life Assurance Corporation, Limited, to the City of Paducah, covering work done by Gilbert Associates, Inc. for a period of one year from September 18, 1971, be received, approved and filed. Commissioner Hornsby offered motion, seconded by Commissioner Harvey, that the following personnel changes be made: 1. Lester Cope, captain in the Fire Department, be promoted to Assistant Chief in said department effective February 28, 1972. 2. Joe DuPerrieu, lieutenant -in the Fire Department, be promoted to captain in said department, effective February 28, 1972. 3. Raymond Ruley, private in the Fire Department, be promoted to lieutenant in said department, effective February 28, 1972. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) . Commissioner Puryear offered motion, seconded by Commissioner Lambert, that the lease dated February 17, 1972, between the City of Paducah and Al Rea covering property at 1710 Broadway, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5). Commissioner Puryear offered motion, seconded by Commissioner Lambert, that the claim of James Kenneth Martin in the amount of $200.00, for damages caused to his 1962 Chevrolet which was struck by a police cruiser operated by James Ronald Wyatt, at 25th and Tennessee Streets on February 17, 1972, be allowed, and that the City Treasurer be authorized to pay said claim after obtaining a full and complete release. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) . Commissioner Puryear offered motion, seconded by Commissioner Lambert, that a copy of the motion adopted by the Paducah Planning Commission recommending closing of portion of Washington Street between the Floodwall and the Tennessee River, be receives and filed. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5) . Commissioner Lambert offered motion, seconded by Commissioner Puryear, that a resolution entitled "A RESOLUTION ADOPTING A SCHEDULE OF AVERAGE PRICES OF COMPARABLE SALES HOUSING FOR THE CITY OF PADUCAH, KENTUCKY, FOR THE RELOCATION OF DISPLACED PERSONS DUE TO FEDERAL GRANT-IN-AID PROGRAMS IN OPERATION IN THE CITY OF PADUCAH, KENTUCKY", be adopted. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5). Commissioner Puryear offered motion, seconded by Commissioner Lambert, that an ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT WITH ROBERT NORCROSS FOR COMPUTER SERVICES COORDINATION", be introduced and remain on file for at least one week for public inspection in the completed form in which it sha7 be put upon its final passage. Mayor McNutt offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE APPROVING AND PROVIDING FOR THE EXECUTION OF A PROPOSED CONTRACT FOR AN URBAN MASS TRANSPORTATION TECHNICAL STUDY GRANT FOR PROJECT NO. KY -T9-3 BETWEEN THE CITY OF PADUCAH, KENTUCKY, AND THE UNITED STATES OF AMERICA", be introduced and remain on file for at least one week for public inspection in the completed form in which it shall be put upon its final pass+age. Adopted on call of the Roll, Yeas, Commissioners Harvey, Hornsby, Lambert, Puryear and Mayor McNutt (5). Mayor McNutt offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A CONTRACT WITH THE URBAN RENEWAL AND COMMUNITY DEVELOPMENT AGENCY OF PADUCAH, KENTUCKY, FOR THE PURCHASE OF DISPOSAL PARCEL NO. 1, BLOCK NO. 3, IN THE DOWNTOWN CIVIC CENTER PROJECT NO. KY -R-30", be introduced and remain on file for at least one week for public inspection in the completed form in which it shall be put upon its final passage.
