HomeMy WebLinkAbout04/20/05APRIL 20, 2005 At a Called Meeting of the Board of Commissioners, held in the Commission Chambers of City Hall at 5:00 p.m., Wednesday, April 20, 2005, Mayor Paxton presided, and upon call of the roll by the Assistant City Clerk, the following answered to their names: Commissioners Coleman, Sirk and Mayor Paxton (3). Commissioners Guess and Smith arrived late (2). WORKSHOP RECOVERY KENTUCKY PROJECT Allison Ogden, Director of Four Rivers Behavioral Health, gave a brief summary describing the Recovery Kentucky Project. This program, started by Governor Fletcher, is to offer recovery to persons with addictions, such as alcohol and drugs, to reach the homeless and help restore productive lives. The Governor would like to see one male facility and one female facility in each congressional district. Four Rivers Behavioral Health, as the General Partner and facility manager, wants to build a 100 -bed facility for men next to the Juvenile Detention Center located at 500 County Park Road. Tom Meurer, PADD office, continued the presentation with what is required from the City of Paducah. The City would authorize the application for a Community Development Block Grant for $300,000 to be used over three years for part of the facility staff salaries. The City would also have to give up 35 Section 8 vouchers for project based rental assistance. Mike Townsend with the Kentucky Housing Corporation reviewed a power point presentation on Recovery Kentucky; illustrating the facility model, the financial model and the steps/phases individuals go through once they enter the program. City Manager, Jim Zumwalt, explained that the City had advertised for sponsors interested in managing a Recovery Kentucky Project in Kentucky. Four rivers Behavioral Health was the only agency to submit a response. Mayor Paxton and all Commissioners agreed this is a good program, that Paducah is the right place for this facility to be located and asked that this item be placed on the next agenda. CITY FINANCES & REVENUE OPTIONS City Manager, Jim Zumwalt and Finance Director, Jonathan Perkins presented the current financial status of the City and asked for direction from the Commission as to their wishes for the next fiscal year's budget. They reviewed the current status of the Reserve Account and the preliminary budget shortfall for FY2006. Mr. Zumwalt illustrated where Paducah stands in relation to other cities' property taxes, insurance premium taxes and wage taxes. Rick Murphy, City Engineer, and Tom Barnett, Director of Planning, each gave a short presentation demonstrating the necessity of their financial requests in the FY2006 budget. Mr. Murphy indicated that infrastructure had been neglected over the past several years and recommended investing $800,000 in addition to the MAP funds to repair curbs, streets and gutters. Mr. Barnett asked that the City allocate $100,000 to continue the Artist Relocation Program with an additional $250,000 for the Fountain Avenue Revitalization and also funds are needed to maintain our National Marketing Campaign. City Manager's outline also included a''V2 cent wage tax increase and the revenue impact it would have. Mayor Paxton and all Commissioners expressed their opinions regarding the tax increase, places where they thought the City could reduce costs and reasons to use the money currently in the Reserve Account. Mayor Paxton asked each Commissioner to review the information distributed by the City Manager and be prepared to make decisions at the Budget Advance tentatively scheduled for June 3, 2005.
