Beshear Response to Grievances Gary Jackson and Rex Stapleton Settle claim of Carl Dunlap City of Paducah No. October 14, 1975 At a Regular Meeting of the Board of Commissioners held in the Commission Chamber in the City Hall , Paducah , Kentucky , at 7: 30 P.M. , on October 14 , 1975, Mayor McNutt presided and upon call of the Roll the following answered to their names: Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the reading of the Minutes for September 30 and October 7, 1975, be waived and that the Minutes of said meetings prepared by the City Clerk be approved as written-, Adopted on call of the Roll Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . The first business to come before the meeting was the public hearing which was authorized by a resolution adopted on September 30, 1975 regarding the establishment of a major sidewalk improvement project, known as the TOWNLIFT PROJECT, and the enactment of an ordinance providing for the making of such public improvement. Mayor McNutt made the 'opening remarks, followed by Wayne Upshaw for the City of Paducah, Bob Gresham representing the Architect, LeRoy Borgerding for Paducah Power System and Bob Shapiro for the Retail merchants. followed by questions, answers and comments. At the close of the public hearing the regular meeting of the Board of Commissioners was held. Commissioner Brumley offered motion, seconded by Commissioner Coleman, that the resignations of Mrs. French Helsley and Mrs. Carl Murray as members of the Civic Beautification Board be received, accepted and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Brumley offered motion, seconded by Commissioner Coleman, that the claim of M. L. Beshear, , Route #1, Gilbertsville , Kentucky , 42044 , in the amount of $157.80 , for damages to his 1970 Pontiac when struck by a fire truck at 9th & Washington Streets on September 20, 1975, be allowed, and that the City Treasurer pay said claim after first obtaining a complete and final release. Adopted on call of the Roll, Yeas, Commissioners Brumley. Coleman., Hornsby,, Puryear and Mayor McNutt (5) . Commissioner Brumley offered motion, seconded by Commissioner Coleman, that the Response of the Board of Commissioners to the grievances of Gary Jackson and Rex Stapleton, dated October 10, 1975, be received and filed. Adopted on call of the Roll, Yeas, Commission- ers Brumley. Coleman,, Hornsby. Puryear and Mayor McNutt (5) . Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the claim of Carl Dunlap, 4135 Minnich Avenue, in the amount of $186.85 for damage to his lawn and trees caused by a refuse truck driven by Robert Goodman on September 29, 1975, be allowed, and that the City Treasurer pay said claim after first obtaining a complete and final release. Adopted on call of the Roll , Yeas , Commissioners Brumley , Coleman, Hornsby, Puryear and Mayor McNutt (5) . Proceedings of Board of Commissioners City of Paducah Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the following bids for sale to the City of one (1) Rubber Tired Tractor for use by the Parks and Recreation Department, be received and filed: Garner Ford Tractor, Inc. West Kentucky Equipment Company Shelton Ford Tractor Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby,, Puryear and Mayor McNutt (5) . Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the report of the Paducah Planning Commission concerning the application of James McBride for rezoning of property located on South 16th Street (Guthrie Pit) and the action taken by the Commission, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear , that upon recommendation of the City Manager the following personnel changes be made: 1. Sara Thompson be employed as sewing instructor in the Parks and Recreation Department, at a salary of $7.00 per session, retroactive to October 13, 1975 2. F. David Shellman, maintenance helper in the Maintenance Department, be reclassified as Code Enforcement Officer B in the Inspection Department, at a salary of $675.00 per month, retroactive to October 13, 1975. 3. Athel Shepherd, Jr . , be employed as square dance instructor in the Parks and Recreation Department, at a salary of $7.00 per session, retroactive to October 13, 1975. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear , that the following bids for sale to the City of one (1) Station Wagon for use by the Parks and Recreation Department, be received and filed: Allan Rhodes, Inc. Rudd -Woodall Motor Sales Adopted on call of the Roll, Yeas, Commissioners Brumley. Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the bid of J. R. Sullivan's Lawn & Garden Equipment for sale to the City of a riding mower for use by the Parks and Recreation Department, be received and filed. Adopted on call a of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the medical claim of Kathy Clark and her father David Clark, Jr. in the amount of $33.90 resulting from an accident at Noble Park on August 21, 1975 be paid after receiving a complete and final release. Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the Contract between the City of Paducah, Kentucky and the Paducah -McCracken County Senior Citizens, Inc . , dated July 1, 1975, be received and filed. Mayor McNutt offered motion, seconded by Commissioner Brumley, that the Lease Agreement Extension dated October 14 , 1975 , between the City of Paducah and Curtis Grace and James Michael Barnes, extending the lease on property at 323 North 9th Street for an additional term of one year commending October 110 1975 and ending October 10, 1976, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Brumley offered motion, seconded by Commissioner Coleman, that an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF RUDD-WOODALL MOTOR SALES FOR SALE TO THE CITY OF ONE (1) COMPACT AUTOMOBILE FOR USE BY THE ,DIRECTOR OF PUBLIC SERVICES., AND .AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE" , be introduced and remain -on file for public inspection for one (1) week in the completed form in which it shall be put upon its final passage. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Coleman offered motion, seconded by Commissioner Brumley , that an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF ALLAN RHODES, INC. SULLIVAN'S LAWN & GARDEN EQUIPMENT FOR SALE TO THE CITY OF ONE (1) RIDING MOWER FOR USE BY THE PARKS AND RECREATION DEPARTMENT , AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE" , be introduced and remain on file for one (1) week for public inspection in the completed form in which it shall be put upon its final passage. Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF RUDD-WOODALL MOTOR SALES FOR SALE TO THE CITY OF ONE (1) PICKUP TRUCK FOR USE BY THE MAINTENANCE DEPARTMENT) AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE". be introduced and remain on file for one (1) week for public inspection in the completed form in which it shall be put upon its final passage.
