HomeMy WebLinkAbout09/23/75Proceedings of Board of Commissioners City of Paducah September 23 At a Regular Meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky, at 7:30 p.m. on September 23, 1975, Mayor McNutt presided and upon call of the Roll the following answered to their names: Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Mayor McNutt offered motion, seconded by Commissioner Coleman, that the reading of the Minutes for September 9 and 16, 1975 be waived and that the Minutes of said meetings prepared by the City Clerk be approved as written. Adopted on call of the Roll , Yeas , Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Mayor McNutt made the following appointments: I hereby appoint the following members to the Paducah -McCracken County Bicentennial Committee: Charles Cissell H. C. Mathis Clyde Lawter Mrs. Andrew Morton Rev. C. K. Henry Tom Russell Mrs. Robert Hassman John Hornsby John McDermitt Mrs. Christine Jones and that the aforesaid members serve jointly with the following members who are appointed to said committee by Hon. Raymond C. Schultz, McCracken County Judge: Dr. Donald Clemens Jack Carroll Allie Morgan Miss Mary Margaret Hoffman Mrs. Ann Johnston Preston Kennedy Thomas Wilson And I further appoint Thomas Wilson the Chairman of said Committee. Commissioner Brumley offered motion, seconded by Commissioner Coleman, that upon recommendation of the City Manager the following personnel changes be made: 1. The resignation of Larry J. Roberts, Class C Operator in the Cemetery Department, be accepted, retroactive to September 16, 1975. 2. Isreal Ruiz be employed as temporary laborer in the Parks and Recreation Department, at a salary of $2.10 per hour, retroactive to September 15, 1975. 3. Loyd Welbourne , temporary laborer in the Parks and Recreatopn Department be terminated, retroactive to September 9, 1975. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Brumley offered motion, seconded by Commissioner Coleman, that the letter to the City of Paducah by Attorney Fred H. Grimes, concerning the Lease between the City of Paducah and Curtis Grace and James Michael Barns on the North 9th Street property, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley,, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the Summary of income and expenses submitted by the Kelley Transportation Company, Inc. for bus service within the City of Paducah for the months of July and August, 1975, be No. 467 Appoint members Paducah - McCracken County Bicentennial Committee Larry J. Roberts Resignation Isreal Ruiz - temporary laborer in Parks Lloyd Welbourne terminated Letter Fred H. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the Board of Commissioners approve the sale by the City of Paducah to Hamock Funeral Home of the Northwest corner of Lot No. 324 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery for the sum of $100.00 (Receipt No. 4935), and that the City Clerk be authorized to execute a deed of conveyance to said cemetery grave. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the reports of the Paducah Planning Commission, setting forth it's reasons for recommending the rezoning of the following property, be received and filed: 1. Property of Fred Morgan, et al, located on Broad Street from Bridge to Brown. 2. Property of Phillip Greenwell, located at 1007-1009 North 9th Street. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby , Puryear and Mayor McNutt (5) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that a copy of a motion adopted by the Paducah Planning Commission on September 15, 1975, recom- mending closing of a portion of an alley extending from the west line of Green Street, in a westerly direction, a distance of 240 feet to the west property line of Wes McBride, Lot #9, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the Continuation Certificate of Western Surety Company , extending the bond of V. L. Chandler for a period of one year from October 29, 1975, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the Contract between the City of Paducah, Kentucky and the Urban Renewal and Community Development Agency, dated August 19, 1975, whereby the Agency delegates all of its authority, powers and functions heretofore granted,, to the City of Paducah, be received and filed. Adopted on call of the Roll,, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Brumley offered motion, seconded by Commissioner Coleman, that a resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR SALE TO THE CITY OF PADUCAH OF ONE (1) PICKUP TRUCK FOR USE BY THE MAINTENANCE DEPARTMENT", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear- and Mayor McNutt (5) . Proceedings of Board of Commissioners No. dR9 City of Paducah September 23, 1975 Commissioner Brumley offered motion, seconded by Commissioner Coleman, that a resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR SALE TO THE CITY OF PADUCAH OF ONE (1) RUBBER TIRED TRACTOR FOR USE IN THE PARKS AND RECREATION DEPARTMENT" , be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Coleman offered motion, seconded by Commissioner Brumley, that a resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR SALE TO THE CITY OF PADUCAH OF A COMPACT CAR FOR USE BY THE DIRECTOR OF PUBLIC SERVICES", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman,, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Coleman offered motion, seconded by Commissioner Brumley, that a resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR SALE TO THE CITY OF PADUCAH OF ONE (1) RIDING MOWER FOR USE BY THE PARKS AND RECREATION DEPARTMENT", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby,, Puryear and Mayor McNutt (5) . Commissioner Hornsby offered motion,, seconded by Commissioner Puryear , that a resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR SALE TO THE CITY OF PADUCAH OF ONE (1) 8-9 PASSENGER STATION WAGON FOR USE BY THE PARKS AND RECREATION DEPARTMENT" , be adopted.- Adopted on call of the Roll , Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that a resolution entitled "A RESOLUTION RE -DESIGNATING THE KENTUCKY HISTORICAL EVENTS CELEBRATION COMMISSION PADUCAH-McCRACKEN COUNTY BICENTENNIAL COMMITTEE AS THE PADUCAH-McCRACKEN COUNTY BICENTENNIAL COMMITTEE, AND DESIGNATING THE EXPIRATION DATE OF THE TERMS OF SAID COMMITTEE MEMBERS", be adopted'. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby; Puryear and Mayor McNutt (5) . Commissioner Brumley offered motion; seconded by Commissioner Coleman', that an ordinance entitled "AN ORDINANCE ACCEPTING THE OFFER OF JOE DONALD WYATT , 723 SOUTH 13th STREET, TO PURCHASE THE INTEREST OF THE- CITY OF PADUCAH IN LOTS 22 AND 23 IN BLOCK 1 OF LITTLE'SADDITION FOR, THE SUM OF $300.00, AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A QUITCLAIM DEED" , be adopted. * - Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Brumley offered motion, seconded by Commissioner Coleman, that an ordinance entitled "AN ORDINANCE AUTHORIZING AN AMENDMENT TO THE LEASE AGREEMENT DATED NOVEMBER 22, 1968, BY AND BETWEEN THE CITY OF PADUCAH,' KENTUCKY AND FOREST HILLS PUBLIC PROJECT CORPORATION", be introduced and remain on file for one week for public inspection in the completed form in which it shall be put upon its final passage. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE AUTHORIZING AND DIRECTING THE MAYOR AND CITY CLERK TO ENTER INTO A CONTRACT WITH PADUCAH-McCRACKEN COUNTY SENIOR CITIZENS , INC. FOR THE HIRING, ON A CONTRACT BASIS, OF TWO EMPLOYEES IN THE PARKS AND RECREATION DEPARTMENT" , be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman Hornsby, Puryear and Mayor McNutt (5) . Mayor McNutt offered motion, seconded by Commissioner Hornsby, that an ordinance approving an increase in the water rates and minimum charges for water service to all customers of the Paducah Water Works both inside and outside the corporate limits of the City of Paducah, which was tabled at the meeting of the Board of Commissioners held on September 9, 1975, be removed from the table for further action. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Mayor McNutt offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE APPROVING AN INCREASE IN THE WATER RATES AND MINIMUM CHARGES FOR WATER SERVICE TO ALL CUSTOMERS OF THE PADUCAH WATER WORKS BOTH INSIDE AND OUTSIDE OF THE CORPORATE LIMITS OF THE CITY OF PADUCAH, KENTUCKY, AND FIXING WATER RATES AND MINIMUM CHARGES FOR SUCH SERVICES, APPROVING AND ESTABLISHING POLICIES AND PROCEDURES OF THE PADUCAH WATER WORKS, PROVIDING THAT NOTHING IN THIS ORDINAN SHALL IMPAIR THE OBLIGATION OF ANY CONTRACTS NOW EXISTING BETWEEN THE CITY OF PADUCAH , PADUCAH WATER WORKS AND ANY WATER DISTRICTS , EXCEPT SUCH CHANGES AS MAY BE PROVIDED FOR AND PERMITTED IN SAID CONTRACTS OR BY LAW, AND FURTHER PROVIDING FOR THE REPEAL OF ALL ORDINANCES AND PARTS OF ORDINANCES IN CONFLICT WITH THIS ORDINANCE", be adopted. Mayor McNutt offered motion, seconded by Commissioner Hornsby, as follows: File results of hearing on charges preferred against I move, that as a result of the hearing conducted on September 16, 1975 in the matter of Leon James W. Perry Dodge, complainant, V s . James W. Perry, defendant, and the judgment of the Board of Commiss- ioners attached hereto , that James W. Perry be dismissed as a member of the Fire Department of No. Proceedings of Board of Commissioners City of Paducah September 23, 1975 the City of Paducah, Kentucky, effective September 16, 1975.
