HomeMy WebLinkAbout08/19/75Proceedings of Board of Commissioners City of Paducah August 19, 1975 At a Called Meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah , Kentucky , at 4: 30 p.m. , on August 19 , 1975 , Mayor McNutt presided and upon call of the Roll the following answered to their names: Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the executed copies of the Notice of Called Meeting to be held at 4: 30 p.m., on August 19, 1975, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Brumley offered motion, seconded by Commissioner Coleman, that the "Report on Examination of Financial Statements" of the Forest Hills Public Project Corporation, for the years ended May 31, 1975 and 1974, prepared by Schuette & Taylor, Certified Public Accounts, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Coleman offered motion, seconded by Commissioner Brumley, that upon recommendation of the City Manager, the following personnel changes be made: 1. The following employees be placed under civil service, effective August 19, 1975: William P. Hester, Janitor, Maintenance Department William Coffie , Laborer, Cemetery Department Woodrow Kirby, Laborer in the Cemetery Department William Anderson, Truck Driver, Street Department Robert Goodman, Class A Truck Driver, Refuse Department Leon Perkins, Truck Driver , Refuse Department L. The resignation of Joe Ford, maintenance operator in the Floodwall Department, be accepted, retroactive to August 13, 1975. 3. David Shellman, laborer in the Maintenance Department, be promoted to maintenance helper in said department, at a salary of $3.56 per hour, retroactive to August 18, 1975. 4. The following be employed as baton instructor in the Parks and Recreation Department, at a salary of $7.00 per session, retroactive to August 7, 1975: Carla Berry Tonyia Johnson 5. Theresa Wathen be employed as lifeguard in the Parks and Recreation Department, at a salary of $1.85 per hour,, retroactive to August 7, 1975. Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the Certificate of Insurance issued by Security Insurance Company of Hartford to Frank Ingram Contractor, for a period of one year from August 21, 1975, be received, approved and filed. Commissioner Hornsby offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, on April 1, 1975, this Board received and filed a certified copy of a motion adopted on March 24, 1975 by the Board of Education of the Paducah Independent School District pertaining to 1969 and 1970 taxes in the name of Reliance Diecasting Company; said motion approved settlement of the litigation as to the validity of said tax bills now pending in the United States District Court for the Western District of Kentucky, which settlement makes provision for paying the original amount of said taxes but waives the payment of all penalty and interest thereon, and WHEREAS, on said date of April 1, 1975 this Board did not approve such settlement, but at this time under the circumstances such settlement now seems proper, and I therefore move that the City Treasurer be, and he is hereby authorized to accept from LCL Realty Company, Inc. in full settlement for such years in the original amount of $3,179.28 for 1969 taxes (Bill No. 16024) , and $3,112.43 for 1970 taxes (Bill No. 16016) , making a total of $6,291.71 and which includes only the original taxes and no penalty or interest, and I further move that the Legal Department of the City take the necessary steps to release and dismiss in said action all claims for said taxes against the property of LCL Realty Company, Inc. formerly owned by Reliance Diecasting Company, provided said amount of $6,291.71 is paid in full, provided that, the said LCL Realty Company, Inc. pay all court costs involved in said action and its counter -claim against the City in said action, and the counter -claim of M. Livingston, Company,, Inc. against the City in said action be released and dismissed. Adopted on call of the Roll , Yeas , Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the Release of All Claims, dated August 15 , 1975, signed by Samuel Taylor and his wife, Ruby Taylor, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby Puryear and Mayor McNutt (5) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the following quotations for parts necessary to overhaul the tracks on the International 250-C Tractor Loader, be received and filed: West Kentucky Equipment Company Road Builders Equipment Company Brandeis Machinery & Supply Corporation Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the Certificate of Insurance �� Alexander -Crenshaw , Inc.11 Certificate of Insurance issued by Commercial Union Insurance Company to the City of Paducah, covering work done by Alexander -Crenshaw, Inc. for a period of one year from August 7, 1975, No. Proceedings of Board of Commissioners City of Paducah August 19, 1975 be received, approved and filed. Commissioner Brumley offered motion, seconded by Commissioner Coleman, that an ordinance entitled "AN ORDINANCE AMENDING SUB -SECTION (a) OF SECTION 10-61 'UNASSIGNED POSITIONS' OF ARTICLE III 'POSITIONS AND SALARIES' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH , KENTUCKY", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF MANGRUM ROOFING COMPANY, INC. , IN THE BASE BID AMOUNT OF $9 , 875.00 FOR ROOF REPAIRS TO THE PADUCAH-JAYCEE CIVIC CENTER, 2701 PARK AVENUE, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE ACCEPTING THE BID AND QUOTATION OF WEST KENTUCKY EQUIPMENT COMPANY TO FURNISH THE PARTS NECESSARY TO OVERHAUL THE TRACKS ON THE INTERNATIONAL 250-C TRACTOR LOADER IN THE CITY OF PADUCAH REFUSE DEPARTMENT", be introduced and remain on file for one week for public inspection in the completed form in which it shall be put upon its final passage. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Mayor McNutt offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE APPROVING THE CITY OF PADUCAH'S REQUEST FOR AN ANNUAL CONTRIBU TION CONTRACT TO PROVIDE HOUSING ASSISTANCE PAYMENTS FOR FORTY UNITS OF SECTION 8 EXISTING HOUSING, AND DIRECTING THE MAYOR TO EXECUTE ALL NECESSARY APPLICATION FORMS AS REQUIRED BY THE UNITED STATES DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT", be introduced and remain on file for one week for public inspection in the completed form in which it shall be put upon its final passage. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . On motion the meeting adjourned.
