HomeMy WebLinkAbout04/22/75Proceedings of Board of Commissioners No. City of Paducah April 22, 1975 At a Regular Meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky, at 7: 30 p.m., on April 22 , 1975 , Mayor Protem Puryear presided in the absence of Mayor McNutt, and upon call of the Roll the following answered to their names: Commissioners Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) . Mayor Protem Puryear offered motion, seconded by Commissioner Hornsby, that the reading of the Minutes for April 8, 1975 be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) . Commissioner Brumley offered motion, seconded by Commissioner Coleman, that the executed copy of the Contract, dated January 10, 1975, between the City of Paducah and Ray Black & Son, for construction of the Market House Gallery, be received and filed. Adopted on call of If the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) . Commissioner Brumley offered motion, seconded by Commissioner Coleman, that the executed copy of the Contract between the City of Paducah and White Farms be received and filed. Commissioner Brumley offered motion, seconded by Commissioner Coleman, that the executed copy of the Contract between the City of Paducah and Wilson Chevrolet -Cadillac , Inc . , for sale to the city of a 1972 pickup truck for use in the Parks Department, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) . Commissioner Brumley offered motion, seconded by Commissioner Coleman, that the executed copy of the Contract between the City of Paducah and Gene Grief & Sons Construction Company for construction of restroom facilities in Stuart Nelson Park, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman. Hornsby and Mayor Protem Puryear (4) . Commissioner Brumley offered motion, seconded by Commissioner Coleman, that the resignation of Golda Beaman as Coordinator of the Paducah -McCracken County Bicentennial Commission, effective April 8, 1975, be received, accepted and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) . Commissioner Brumley offered motion, seconded by Commissioner Coleman, that the Certificate of Insurance issued by the United States Fidelity and Guaranty Company to the City of Paducah covering work done by Gene Grief & Son, Inc for the period from July 1, 1974 to July 1, 1975, together with Performance Bond and Labor and Material Payment Bond, each in the amount of $9,,797. 00 issued by said Company, covering work done by the said Gene Grief & Son, Inc. in connection with the construction of restroom facilities in Stuart Nelson Park, be received, approved and filed. The following be employed as temporary truck drivers in the Parks and Recreation Department at a salary of $2.25 per hour: Roger Allen Boyer , retroactive to April 10, 1975 Ricky Keeling, retroactive to April 14, 1975 Hayden Lewis Payne, retroactive to April l 4, 1975. 2. The following be employed as temporary laborers in the Parks and Recreation Department at a salary of $2.10 per hour: Clint Bradley, retroactive to April 18, 1975 Henry Coleman, retroactive to April 21, 1975 3. Harley A. Garland be employed as temporary laborer in the Cemetery Department at a salary of $2.10 per hour, retroactive to April 17, 1975. 4. The following temporary employees in the Parks and Recreation Department be terminated, retroactive to April 15, 1975: Calvin Green B. T. Brooks Lawrence Smithmier Samuel Cain James Garritson Louise Hovekamp Michael Brooks William Hayden 5. The resignation of William Seibert, collector in the Refuse Department, be accepted, retroactive to April 18, 1975. Adopted on call of the Roll, Yeas , Commissioners Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) . Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the Board of Commissioners approve the sale by the City of Paducah to Mundy Funeral Home of the Southeast corner of Lot No. 328 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery for the sum of $100.00 (Receipt No. 1675), and that the City Clerk be authorized to execute a deed of conveyance to said cemetery grave. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) . Commissioner Coleman offered motion, seconded by Commissioner Brumley, as follows: I move that the Board of Commissioners approve the transfer from John R. Fuller and wife, Lillian Fuller, to Lillian Moore of a portion of the Easterly one-half of Lot 405 , Section 28 in Oak Grove Cemetery, said parcel of ground is located 4 feet south of the northeast corner of said lot, fronts 8 feet on the west side of Rest Avenue and extends back to the center of the lot a distanCe of 18 feet. I further move that the City Clerk be authorized to make the proper transfer on the Cemetery Register. Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the executed copy of the Contract between the City of Paducah and K & K Office Equipment for sale to the city of 200 stack chairs and 20 round folding tables for use in the Jaycee Civic Center, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) . Commissioner Hornsby offered motion, seconded by Commissioner Coleman, that the deeds dated March 31, 1975, from the Paducah Junior Chamber of Commerce Building Corporation to the Paducah -McCracken County Recreational Tourist and Convention Commission, and from the Proceedings of board of Commissioner s No. Cify of Paducah April 22, 1975 Paducah -McCracken County Recreational Tourist and Convention Commission to the City of Paducah, Kentucky, which have been recorded in Deed Book 570, pages 749 and 751, in the McCracken County Court Clerk's Office, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) . Commissioner Hornsby offered motion, seconded by Commissioner Brumley, that the executed copy of an Agreement, dated March 31, 1975 , between the Paducah Junior Chamber of Commerce, Inc. , the Paducah Junior Chamber of Commerce Building Corporation and the City of Paducah, Kentucky, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) . Commissioner Hornsby offered motion, seconded by Commissioner Brumley, that the Lease, dated April 1, 1975, between the City of Paducah, Kentucky and the Paducah - McCracken County Recreational Tourist and Convention Commission, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) . Commissioner Hornsby offered motion, seconded by Commissioner Coleman, that the Rider to be attached to and form a part of continuous Permit Bond No. 74 49 95-A , dated October 5, 1946, issued by The Fidelity and Deposit Company of Maryland, changing the name of the Principal on said bond from E. D. Hannan Company to Chester O'Donley & Associates, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) . Mayor Protem Puryear offered motion, seconded by Commissioner Hornsby, that the Certificate of Insurance issued by St. Paul Mercury Insurance Company to the City of Paducah covering work done by Tilford Plumbing & Heating, Inc. for a period of one year from March 13, 1975, be received, approved and filed. Adopted on call of the Roll, Yeas,, Commissioners Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) Mayor Protem Puryear offered motion, seconded by Commissioner Hornsby, that the Certificate of Insurance issued by National Surety Corporation to the City of Paducah covering work done by Daniel G. Hall, for a period of three years from February 26, 1975, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, and Mayor Protem Puryear (4) . Commissioner Puryear offered motion, seconded by Commissioner Coleman, that the Summary of income and expenses submitted by the Kelley Transportation Company, Inc. for bus service within the City of Paducah for the month of March, 1975 , be received and filed. Commissioner Coleman offered motion, seconded by Commissioner Brumley, that a resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR SALE TO THE CITY OF PADUCAH OF TWO (2) 1975 MODEL THREE WHEEL VEHICLES TO BE USED FOl ENFORCEMENT OF PARKING METER REGULATIONS" , be adopted. Commissioner Hornsby offered motion, seconded by Commissioner Coleman, that a resolution entitled "A RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY, DESIGNATING THE PADUCAH BANK & TRUST COMPANY AS DEPOSITARY FOR DIRECT DEPOSIT OF LOAN AND/OR GRANT FUNDS FOR THE CITY OF PADUCAH COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM, AND AUTHORIZING THE MAYOR TO EXECUTE SIGNATURE CARD FOR PAYMENT VOUCHERS ON LETTER OF CREDIT" , be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby and Mayor Protem Puryear (4) . Commissioner Brumley offered motion, seconded by Commissioner Coleman, that an ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY TREASURER AND CITY MANAGER TO PAY THE SUM OF $15,429.87 TO RAY BLACK & SON FOR LABOR AND MATERIAL EXPENDED IN THE RECONSTRUCTION OF THE MARKET HOUSE BUILDING, AS RECOMMENDED AND APPROVED BY GRESHAM & KERR, JOHN KEELING ASSOCIATES", be introduced and remain on file for public inspection for one week in the completed form in which it shall be put upon its final passage. Commissioner Coleman offered motion, seconded by Commissioner Brumley, that an ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY MANAGER AND CITY TREASURER TO PAY PADUCAH POWER SYSTEM THE SUM OF FIVE THOUSAND DOLLARS ($5000.00) AS CITY'S SHARE OF EXPENSES FOR PROFESSIONAL SERVICES TO BE PERFORMED BY TOWILL , INC. IN LOCATING AND MAPPING EXISTING UNDERGROUND UTILITIES ALONG BROADWAY FROM FIRST TO SEVENTH STREETS", be introduced and remain on file for public inspection for one week in the completed form in which it shall be put upon its final passage. FOR SALE TO THE CITY OF IT'S REQUIREMENT OF ASPHALT FOR THE YEAR 1975 , TO BE USED IN STREET CONSTRUCTION AND REPAIR WORK, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE", be adopted. Mayor Protem Puryear offered motion, seconded by Commissioner Coleman, that an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF NATIONAL UTILITY PRODUCTS COMPANY FOR SALE TO THE CITY OF PADUCAH OF ADJUSTABLE MANHOLE RINGS TO BE USED IN STREET RESURFACING WORK, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE", be adopted.
