HomeMy WebLinkAbout02/11/75Proceedings of Board of Commissioners No. City of Paducah February 11, 1975 At a Regular Meeting of the Board of Commissioners held in the Commission Chamber in the City Hall , Paducah, Kentucky , at 7: 30 p. m. , on February 11, 19 75, Mayor McNutt presided and upon call of the Roll the following answered to their names: Commissioners Brumley, Coleman, Puryear and Mayor McNutt (4) . Commissioner Hornsby was absent. Mayor McNutt offered motion, seconded by Commissioner Brumley, that the reading of the Minutes for January 28 and February 4, 1975 be waived and that the Minutes of said meetings prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas , Commissioners Brumley, Coleman, Puryear and Mayor McNutt (4) . Commissioner Brumley offered motion, seconded by Commissioner Coleman, that upon recommendation of the City Manager the following personnel changes be made: 1. John Coffie , Jr . , truck driver in the Parks and Recreation Department, be placed under civil service for such position, retroactive to January 20, 1975. 2. The resignation of Gary Woods, collector in the Refuse Department, be accepted, retroactive to February 7, 1975. 3. The following be employed as temporary pump operators in the Floodwall Department, effective February 7, 1975, at a salary of $2.10 per hour: William D. Miller Ronald Dale Barnhart Billy Joe Corley Jackie Lee Thomasson Jerry Curtis Ray Louis T. Clark 4. The resignation of David N. Sweatt,, patrolmen in the Police Department, be accepted, effective February 13, 1975. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Puryear and Mayor McNutt (4) . Commissioner Brumley offered motion, seconded by Commissioner Coleman, that a copy of a resolution adopted by the Electric Plant Board pertaining to the Schedule of Rates and Charges, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Puryear and Mayor McNutt (4) . Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the executed copy of the Contract between the City of Paducah and Federal Sign & Signal Corporation for sale to the City of radio activated siren timers and associated equipment, to be used by the Civil Defense System, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Puryear and Mayor McNutt (4) . Commissioner Puryear offered motion, seconded by Commissioner Brumley, that the bid submitted by The B. F. Goodrich Company for sale to the City of its requirement of new automobile and truck tires for the year 1975, be, and the same is hereby, rejected. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Puryear and Mayor McNutt (4) . Commissioner Puryear offered motion, seconded by Commissioner Brumley, that the following bids for sale to the City of four (4) pickup trucks for use by the Maintenance, Parks & Refuse Departments, be received and filed: Allan Rhodes , Inc. 355 John Coffie be placed under civil service Gary Woods - resignation Temporary pump operators Floodwall V William D. Mayor McNutt offered motion, seconded by Commissioner Coleman, as follows: I move that the Board of Commissioners receive and file a copy of the budget prepared by J. William Howerton, City Manager, for the period from January 1, 1975 through June 30, 1975, and I further move that copies of the budget, which have been printed, be made available for distribution, and that a public hearing on said budget be held at the meeting of the Board of Commissioners to be held at 4:30 p.m., on February 18, 1975. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Puryear and Mayor McNutt (4) . Commissioner Brumley offered motion, seconded by Commissioner Coleman, that a resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR SALE TO THE CITY OF PADUCAH OF SIX (6) METAL SHELTERS TO BE ERECTED IN VARIOUS PARKS IN THE CITY OF PADUCAH, AND PRESCRIBING THE MANNER IN WHICH BIDS SHALL BE SUBMITTED", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Puryear and Mayor McNutt (4) . Commissioner Coleman offered motion, seconded by Commissioner Brumley, that a resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR FURNISHING THE CITY OF PADUCAH WITH ITS REQUIREMENT OF NEW AUTOMOBILE AND TRUCK TIRES FOR THE YEAR 1975" , be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Puryear and Mayor McNutt (4) . Mayor McNutt offered motion, seconded by Commissioner Brumley, that a resolution entitled "A RESOLUTION EXPRESSING THE GRATITUDE OF THE CITY OF PADUCAH, KENTUCKY TO GOVERNOR JULIAN M. CARROLL FOR ISSUING EXECUTIVE ORDER 75-106 WHEREBY MUNICI- PALITIES OF THE COMMONWEALTH OF KENTUCKY ARE EXEMPTED FROM PAYMENT OF SALES TAX ON TANGIBLE PERSONAL PROPERTY", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Puryear and Mayor McNutt (4) . Commissioner Brumley offered motion, seconded by Commissioner Coleman, that an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF ALLAN RHODES, INC. FOR SALE TO THE CITY OF FOUR (4) PICKUP TRUCKS TO BE USED BY THE PARKS, MAINTENANCE AND REFUSE DEPARTMENTS, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE", be introduced and remain on file for public inspection for one (1) week in the completed form in which it shall be put upon its final passage. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Puryear and Mayor McNutt (4) . Commissioner Coleman offered motion, seconded by Commissioner Brumley, that an ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY TREASURER TO PAY THE SUM OF $2,104.50 TO UNION CARBIDS CORPORATION FOR CHEMICALS DELIVERED TO THE PARKS & RECREATION DEPARTMENT" , be introduced and remain on file for public inspection for one (1) week in the completed form in which it shall be put upon its final passage. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Puryear and Mayor McNutt (4) . No. 357 Proceedings of Board of Commissioners City of Paducah February 11, 1975 Commissioner Puryear offered motion, seconded by Commissioner Coleman, that an ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY MANAGER AND CITY TREASURER TO PAY TO THE WESTERN KENTUCKY GAS COMPANY THE SUM OF $3 , 587.26 FOR THE RELOCATION OF THE GAS MAIN FOR PURPOSES OF CONSTRUCTION OF THE ELMDALE ROAD EXTENSION", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Puryear and Mayor McNutt (4) . Commissioner Puryear offered motion, seconded by Commissioner Coleman, that an ordinance entitled "AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING COMMISSION ON THE 'INTERIM COMMUNITY DEVELOPMENT PLAN, PADUCAH , KENTUCKY', AND APPROVING SAID PLAN", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Puryear and Mayor McNutt (4) . On motion the meeting adjourned.
