At a Regular Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky, at 7: 30 p.m. on January 28, 1975, Mayor McNutt
presided and upon call of the Roll the following answered to their names: Commissioners
Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the reading
of the Minutes for December 10, 17, 23, 30, 1974 and January 7 and 21,1975 be waived and
that the Minutes of said meetings prepared by the City Clerk be approved as written. Adopted
on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor
McNutt (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that
upon recommendation of the City Manager the following personnel changes be made:
1. William E. Hayden be employed in the Parks & Recreation Department as judo
instructor, at a salary of $7.00 per session, retroactive to January 27, 1975.
2. The services of Tommy Schnuck, truck driver in the Street Department, be
terminated, retroactive to December 19, 1974.

Mayor McNutt (5) .
Commissioner Puryear offered motion that a copy of a resolution adopted by the
Electric Plant Board on January 8, 1975, pertaining to the Schedule of Rates and Charges, be
received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman,
Hornsby, Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the reports
of the Paducah Water Works for the month of January, 1975, be received and filed. Adopted
on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor
McNutt (5) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that a
resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR SALE TO THE CITY OF PADUCAH OF ONE (1) COMPACT AUTOMOBILE TO BE USED BY THE
STREET DEPARTMENT, AND PRESCRIBING THE MANNER IN WHICH BIDS SHALL BE SUBMITTED" ,
be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby,
Puryear and Mayor McNutt (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that a
resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS
FOR SALE TO THE CITY OF PADUCAH OF ONE TRACTOR MOUNTED CURB EDGER TO BE USED
BY THE PARKS AND RECREATION DEPARTMENT, AND PRESCRIBING THE MANNER IN WHICH
BIDS SHALL BE SUBMITTED" , be adopted. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Coleman offered motion, seconded by Commissioner Brumley, that
an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF MOTOROLA COMMUNICATIONS
AND ELECTRONICS, INC. FOR SALE TO THE CITY OF ONE BASE STATION WITH TONE ENCODING

EQUIPMENT AND ASSOCIATED REMOTE CONTROL EQUIPMENT TO BE USED BY THE CITY OF
PADUCAH CIVIL DEFENSE SYSTEM, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A
CONTRACT FOR SUCH PURCHASE", be adopted. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that an
ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT
WITH COMMUNITY PROGRAM CONSULTANTS, INC., FOR ASSISTANCE IN RESEARCH, DOCUMEN-
TATION AND PREPARATION OF AN APPLICATION FOR FEDERAL FINANCIAL ASSISTANCE UNDER
TITLE I OF THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 197411, be adopted.

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that an
ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY MANAGER TO EXTEND THE CONTRACT
WITH WILKINS CONSTRUCTION COMPANY, INC . , DATED JULY 10, 1974, FOR PURPOSES OF
CONSTRUCTION OF CONCRETE CURBS, GUTTERS, SIDEWALKS AND DRIVE APRONS IN THE CITY
OF PADUCAH, TO AND INCLUDING JUNE 30, 1975, AND FURTHER AUTHORIZING THE CITY MANAG
TO EXECUTE ALL CONTRACT DOCUMENTS PERTAINING THERETO", be adopted. Adopted on
call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF FEDERAL SIGN AND SIGNAL
CORPORATION FOR SALE TO THE CITY OF RADIO ACTIVATED SIREN TIMERS AND ASSOCIATED
EQUIPMENT TO BE USED BY THE CITY OF PADUCAH CIVIL DEFENSE SYSTEM, AND AUTHORIZING
THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE", be adopted. Adopted
on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5;
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an
ordinance entitled "AN ORDINANCE AMENDING SECTION 3, OF AN ORDINANCE ENTITLED 'AN
ORDINANCE ACCEPTING THE BID OF PRESLEY PLUMBING AND HEATING COMPANY FOR THE
CONSTRUCTION OF SEWER EXTENSIONS NEAR I-24 AND U. S. HIGHWAY 62 INTERCHANGE, AND
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH CONSTRUCTION',
WHICH WAS ADOPTED BY THE BOARD OF COMMISSIONERS ON NOVEMBER 19, 1974" , be adopted.

Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that an ordinance
entitled "AN ORDINANCE AMENDING SECTION 20-88 'DRIVING INTO SAFETY ZONE OR SIDEWALK
OR CROSSWALK AREA', OF ARTICLE IV 'OPERATION OF VEHICLES GENERALLY', OF THE CODE
OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY", be introduced and remain on file for

one week in the completed form in which it shall be put upon its final passage. After considerable
discussion Commissioner Hornsby withdrew his second and Mayor McNutt withdrew her motion
and then moved that the matter be tabled until the next meeting. The motion to table was seconded
by Commissioner Hornsby and adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman,
Hornsby, Puryear and Mayor McNutt (5) .
On motion the meeting adjourned.
