City of October --2-, 1973 137 At a- Called Meeting of -the Board of Commissioners held in the Commission Chamber in the Cit -Half,' Paducah, Kentucky, at 4: 30 p.in. , on October 2, 1973, Mayor Protem Puryear presided in' the ab'se ice of Mayor McNutt, and -upon call of the Roll the following answered to their names: Commissioners Hornsby, Lambert and Mayor Protem Puryear (3) . Mayor McNutt and Commissioner- Harveybeing'absent . Mayor. Protem Puryear offered motion , seconded by Commissioner Hornsby, that the executed copies of the Notice of Called Meeting to be held at 4: 30 p.m. , on October 2, 1973 , be received and filed.- `Adopted'on call of the Roll, Yeas, Commissioners Hornsby, Lambert and Mayor Protem Puryear (3) Commissioner Hornsby offered motion, seconded by Commissioner Lambert, that the Certificate -of Insurance- issued by United States Fidelity and Guaranty Company covering work done by B & B Construction Company, for a periodof one year from July 27, 1973, be received, approved and filed. Adopted on call of the- Roll, Yeas Commissioners Hornsby, - Lambert and Mayor Protem Puryear (3) . Commissioner Hornsby offered motion, seconded by Commissioner Lambert, that the reports of the Paducah Water Works for the month of September, 1973, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Hornsby, Lambert and Mayor Protem Puryear (3) . Commissioner Hornsby offered motion, seconded by Commissioner Lambert, that the claim of Richard A. Sheppard in the amount of $152.03 for damage to his 1968 Chevrolet, which was struck by a police vehicle belonging to the City of Paducah,, on September 30, 1973, while parked on the Pizza Inn Parking Lot be allowed, and that the City Treasurer be authorized to pay said claim after first obtaining a complete and final release. Adopted on call of the Roll, Yeas, Commissioners Hornsby, Lambert and Mayor Protem Puryear (3) . Commissioner Lambert offered motion, seconded by Commissioner Hornsby, that the Certificate of Insurance issued by MFA Mutual Insurance Company to Gordon Yancy and L. D. Miller d/b/a Miller and Yancey Building Service, for a term expiring December 6, 1973, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Hornsby Lambert, Puryear and Mayor Protem Puryear (3) . Commissioner Lambert offered motion, seconded by Commissioner Hornsby, that the Certificate of Insurance issued by Royal Globe Insurance Companies to E. A. Reynolds for a period of one year from September 1, 1973, together with Bond in the amount of $1,500.00 dated September 18, 1973, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Hornsby, Lambert, Puryear and Mayor Protem Puryear (3) . Commissioner Lambert offered motion, seconded by Commissioner Hornsby, that the Certificate of Insurance issued by St. Paul Fire & Marine Insurance Company to Alexander -Crenshaw, Inc. , for a period of one year from July 9, 1973, together with Bond No. 138 _-- Proceedings of Lester Herr. to "B?' Adopted P on call of the Roll, Yeas, Commissioners Hornsby, Lambert and Mayor Protem Puryear (3) . Commissioner Lambert offered motion, seconded by Commissioner Hornsby, that upon the recommendation, of the City Manager, the following- personnel changes be made: 1 Lester Herndon, -"C" operator in the Street Department be promoted°;to "B" -operator in said department, at a salary of $3.31 per hour, retroactive to October 1, 2973. 2. Horace Smith, "B" operator in the Street Department, be reclassified to "C" operator in said department, at a salary of $3.26 per hour, retroactive to October 1, 1973. 3. Roy Fondaw, , temporary laborer in the Maintenance Department, be terminated, Retroactive to September 24, 1973. 4. Donnie Alvey, temporary laborer in the Street Department, be promoted to laborer in said department, at a salary of $2.68 per hour , retroactive to October 1, 1973. 5. Tonyia Rae Johnson be employed as tap, ballet, acrodatic instructor in the Parks Department, at a salary of $7.00 per session, retroactive to October 1, 1973. 6. That Kay Wells be assigned to the Crime Prevention Unit of the Paducah Police Depart- ment at asalary of $455.00 per month', and that her salary be paid entirely from state and/or federal funds provided for this project. The aforesaid be effective % retroactive to October 1, 1973. 1 7. The resignation of L. C. Mitcherson , laborer -in the Refuse Department, be accepted, effective October 3, 1973. Adopted on call of the Roll, Yeas, Commissioners Hornsby, Lambert and Mayor Protem Puryear (3) . Mayor Protem Puryear offered motion, seconded by Commissioner Hornsby, as follows: WHEREAS, by deed dated June 25, 1958, the City of Paducah conveyed a parcel of property at Thompson Avenue and Park Avenue to the Paducah Junior Chamber of Commerce, and WHEREAS, said deed contained a restriction on subsequent conveyance that required approval by the Legislative Body of the City of Paducah, and WHEREAS, by deed dated June 30, 1965 the Paducah Junior Chamber of Commerce attempted to convey said property to the Paducah Junior Chamber of Commerce Building Corporation, NOW THEREFORE, I move that the said conveyance be authorized and approved by the Board of Commissioners of the City of Paducah, Kentucky. Adopted on call of the Roll, Yeas, Commissioners Hornsby, Lambert and Mayor Protem Puryear (3) . Mayor Puryear offered motion, seconded by Commissioner Hornsby, as follows: I move that the Paducah Junior Chamber of Commerce Building Corporation be authorized to convey so much of its property at Thompson Avenue and Park Avenue and fronting on Park Avenue, that is required by the Commonwealth of Kentucky Department of Highways, for improvement and widening of Park Avenue, and I further move that the Mayor and City Clerk be authorized to join in the execution of this deed to express the City's consent to the convey- ance. THE FISCAL COURT OF McCRACKEN.,COUNTY TO CONTRIBUTE $24;, 000.00 ADDITIONAL FUNDS TO -THE COLEMAN ROAD SEWER ,EXTENSION •PROJECT, AND AUTHORIZING AN EQUAL SHARE OF..S-EWER- TAP -ON FEES FOR McCRACKEN COUNTY UNTIL RECOVERY OF SAID SUM"., be adopted. Commissioner Hornsby- offered motion, seconded.by Commissioner: Lambert, that an ordinance entitled "AN ORDINANCE PROVIDING -FOR THE CLOSING OF HOBSON AVENUE", be adopted. Adopted on call of the Roll,-: Yeas, -Commissioners Hornsby, Lambert and Mayor Protem Puryear (3).. Commissioner Lambert offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE AUTHORIZING THE MAYOR TO EXECUTE A. CONTRACT OF BEHALF OF THE CITY OF PADUCAH , WITH COMMUNITY PROGRAM CONSULTANTS, INC. FOR CONSULTING SERVICES IN THE PREPARATION OF AN ECONOMIC DEVELOPMENT PLAN G FOR THE CITY OF PADUCAH, KENTUCKY", be introduced and remain on file for public inspection for one week in the completed form in which it shall be put upon its final passage.
