HomeMy WebLinkAbout01/07/75Proceedings of Board of Commissioners Qy of Paducah At a Called Meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky, at 4:30 p.m., on January 7, 1975, Mayor McNutt presided No. 341 January 7, 1975 and upon call of the Roll the following answered to their names: Commissioners Coleman, Hornsby, Puryear and Mayor McNutt (4) . Commissioner Brumley was absent. Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the executed copies of the Notice of Called Meeting to be held on January 7, 1975 at 4: 30 p.m. , be received and filed. Adopted on call of the Roll, Yeas, Commissioners Coleman, Hornsby, Puryear and Mayor McNutt (4) . Mayor McNutt made the following appointments: The terms of office of Harold Van Morgan, Sr., Frank Evans and Ed Taylor as members of the Paducah -McCracken County Recreational, Tourist and Convention Commission, having expired on December 31, 1974, and the Greater Paducah Chamber of Commerce having recommended that Mr. Morgan be reappointed, and the Paducah -McCracken County Hotel -Motel Association having recommended that Mr. Evans be reappointed and that Rex Donaldson be appointed to fill the vacancy created by the resignation of Ed Taylor, I hereby, jointly with the Judge of McCracken County, reappoint Harold Van Morgan, Sr. and Frank Evans, and appoint Rex Donaldson for terms of three years each, so that said Commission will now consist of the following members to serve the following prescribed terms: Harold Van Morgan, Sr. Frank Evans Rex Donaldson Thomas W. Wilson Ernie Long Joe Foster P. J. Grumley 3 year term, expiring December 31, 1977 3 year term, expiring December 31, 1977 3 year term, expiring December 31, 1977 3 year term, expiring December 31, 1977 4 year term, expiring December 31, 1974 3 year term, expiring December 31, 1976 3 year term, expiring December 31, 1976. Commissioner Coleman offered motion, seconded by Commissioner Hornsby, that the Certificate of Insurance issued by The Fidelity and Casualty Company of New York to Loren Jones and Loren Jones Excavating Company, Inc. , for a period of one year from January 1, 1975, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Coleman, Hornsby, Puryear and Mayor McNutt (4) . Commissioner Coleman offered motion, seconded by Commissioner Hornsby. that a copy of a resolution adopted by the Electric Plant Board of the City of Paducah, Kentucky, on December 11, 1974, concerning an adjustment in the Schedule of Rates and Charges, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Coleman, Hornsby, Puryear and Mayor McNutt (4) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the Certificate of Insurance issued by The Fidelity and Casualty Company of New York to Harper & Arterburn and the City of Paducah, Kentucky, for a period of one year from January 1, 1975, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Coleman, Hornsby, Puryear and Mayor McNutt (4) . Houser Dwayne Lofton City of Paducah No. January 7, 19,75 Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the Certificate of Insurance issued by The Fidelity and Casualty Company of New York to Ed Downs & Son, Inc . , and the City of Paducah, Kentucky, for a period of one year from January 1, 1975, be received, approved and filed. Mayor McNutt offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE ACCEPTING THE SUM OF $15 , 000.00 FROM THE SOUTHSIDE KIWANIS CLUB OF PADUCAH, KENTUCKY, TO BE USED IN THE CONSTRUCTION OF THE KOLB PARK SWIMMING POOL, AND PROVIDING FOR AN OPTION TO LEASE NO. 2 FIRE STATION LOCATED IN KOLB PARK" , be adopted. Adopted on call of the Roll, Yeas, Commissioners Coleman, Hornsby, Puryear and Mayor McNutt (4) . Commissioner Coleman offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE AMENDING SECTION 1 OF ORDINANCE NO. 71-7-492 ENTITLED 'AN ORDINANCE AUTHORIZING EMPLOYMENT OF STAFF TO CARRY OUT THE MECHANICSBURG CODE ENFORCEMENT PROJECT, FIXING SALARIES , GRANTING CERTAIN AUTHORITY TO THE EXECUTIVE DIRECTOR, AND RATIFYING PREVIOUS PROPER ACTS BY THE STAFF', WHICH WAS ADOPTED BY THE BOARD OF COMMISSIONERS ON JULY 2 , 1971, AND LAST AMENDED ON MARCH 26, 1974 , BY ORDINANCE NO. 74-3-939", be adopted. Adopted on call of the Roll, Yeas, Commissioners Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that an ordinance entitled "AN ORDINANCE AMENDING SECTION 2-49 'CITY MANAGER - GENERALLY' AND CREATING SECTION 2-50 'SAME - RETIREMENT ACCOUNT', OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY", be adopted. Adopted on call of the Roll, Yeas, Commissioners Coleman, Hornsby, Puryear and Mayor McNutt (4) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE APPROVING THE FINAL REPORT OF THE PADUCAH PLANNING COMMISSION RESPECTING THE REZONING OF PROPERTY LOCATED AT 2022 BROAD STREET, AND AMENDING THE PADUCAH ZONING ORDINANCE -1971 SO AS TO EFFECT SUCH REZONING", be adopted. Adopted on call of the Roll, Yeas, Commissioners Coleman, Hornsby, Puryear and Mayor McNutt (4) . Mayor McNutt offered the following motion, seconded by Commissioner Hornsby: Upon recommendation of the City Manager, I move that the following personnel changes be made: 1. Donnie Alvey, truck driver in the Parks & Recreation Department, be pro- moted to maintenance man No. 2 in said department, at a salary of $3.41 per hour, retroactive to January 6, 1975. 2. The resignation of Samuel Boaz, Assistant Corporation Counsel, be received, filed and accepted, effective January 5, 1975. 3. The following temporary pump operators be employed in the Floodwall Depart- ment , at a salary of $2.10 per hour, retroactive to January 2, 1975: James Roy Copeland W. T. Houser Dwayne Lofton Proceedings of Board of Commissioners City of Paducah 4. The resignation of Roger Dew, patrolman in the Police Department, be accepted, retroactive to September 12, 1974. 5. Joan Nelson, acting planner for the City of Paducah, be reclassified to the position of Planning and Zoning Administrator, effective January 6, 1975. 6. The following Housing Code Enforcement Officers be reclassified to the non civil service position of Code Enforcement Officers "A", effective January 6, ` 1975: B. Corbin Meriwether James Hammonds 7. The following Housing Code Enforcement Officers be reclassified to the non civil service position of Code Enforcement Officer "B", effective January 6, 1975: Thomas A. Osborne Howard E. Johnson 8. The salary of Jill McIntosh, part-time clerk -typist in the Floodwall Depart- ment, be increased to $134.00 per month, effective January 6, 1975. Adopted on call of the Roll, Yeas, Commissioners Coleman, Hornsby, Puryear and Mayor McNutt (4) . On motion the meeting adjourned.
