HomeMy WebLinkAbout11/26/74No. 325 Proceedings of Board of Commissioners City of Paducah November 26, 1974 Appoint Board of IEqualizatton for year 1974 Settle claim of Marion Charlesella Porter Settle claim f' Nellie Howell File contract with Walter C Dillinger t Co. water closet - lavatory combinations for jail Settlement sewer & refuse for November 1974 At a Regular Meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky, at 7: 3 0 p. m. , on November 2 6, 1974, Mayor McNutt presided and upon call of the Roll the following answered to their names: Commissioners Brumley -Coleman,. Hornsby, Puryear and Mayor, McNutt (5) . Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the reading of the Minutes for November 12th and 19th, 1974 be waived and that the Minutes of said meetings prepared by the City Clerk be -approved as written.. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Mayor McNutt offered motion, seconded by Commissioner Hornsby, as follows: I move that Charles Dorian, U. S. Evans and Harry Hollis be appointed to serve as members of the Board of Equalization of the City of Paducah, Kentucky, for the year 1974; that the members of said Board, after being first duly sworn to faithfully discharge the duties of their office, be directed to meet at the City Hall in Paducah, Kentucky, on the 2nd day of December, 1974; to elect from themselves a chairman and a clerk; to notify the City Auditor that they are ready to receive the assessment books and to then proceed with .the equalization of assessments of all real and personal property within the city subject to taxation in accordance with the provisions of law; and the members of said Board are to receive for their services the amount of compensation fixed by ordinance. Adopted on call of the Roll, Yeas, Com- missioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the claim of Marion and Charlesella Porter in the amount of $1,572.44 for damages to their 1971 Pontiac which was struck by a City Police Vehicle driven by Danny Clayton Midyett on October 23, 1974 at 6th and Caldwell Streets, be allowed, and that the City Treasurer be authorized to pay said claim after first obtaining a complete and final release. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Coleman offered motion, seconded by Commissioner Brumley that the claim of Nellie Howell in the amount of $286.55 for damage to her 1970 Ford automobile when struck by a City Park Department vehicle driven by Bobby Corder, on November 9, 1974 at 28th & Jefferson Streets, be allowed, and that the City Treasurer be directed to pay said claim after first obtaining a complete and final release. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the executed copy of the Contract between the City of Paducah and The Walter C. Dillinger Company for sale to the city of ten super secur center mounted stainless steel water closets, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the reports of the Paducah Water Works for the month of November, 1974, be received and filed. Par( Arts Director Request bids Base Station E Civil Defense Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that upon recommendation of the City Manager the following personnel changes be made: 1. Cathy Goode be employed as baton instructor in the Parks & Recreation Department retroactive to November 20, 1974, at a salary of $7.00 per session. 2. Robert Gross be employed as gym supervisor in the Parks and Recreation Department retroactive to November 20, 1974, at a salary of $15.00 per session. 3. The resignation of John Kasper, assistant chief of the Paducah Fire Department, be received, filed, and accepted, effective January 3, 1975. 4. W. O. Green, captain in the Paducah Fire Department, be promoted to assistant chief in said department, effective January 6, 1975. Adopted on call of the Roll, Yeas, Commissioners Brumley, Hornsby, Puryear and Mayor McNutt (4) , Commissioner Coleman voted "Nott. Commissioner Puryear offered motion that the bid submitted by Belmont Equipment Company, Inc. for sale to the City of three (3) refuse collection vehicles, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that a copy ,of the motion adopted by the Paducah Planning Commission recommending closing of a portion of York Street, Reeder Street and a sixteen foot alley lying between the Beltline Highway and the Illinois Central Gulf Railroad, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the City Clerk of the City of Paducah, Kentucky, be, and she is hereby, authorized and directed to publish a notice in the Sun -Democrat stating that at the next regular meeting of the Board of Commissioners of said City to be held on December 10, 1974, an ordinance will be introduced for passage, adopting by reference the 1975 edition of the National Electrical Code, and that said notice shall be published not less than seven nor more than twenty-one days before said meeting. Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the executed copy of the employment contract between Richard F. Pardy and the Paducah -McCracken County Arts Commission, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Brumley offered motion, seconded by Commissioner Coleman, that a resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE PURCHASE OF ONE BASE STATION WITH TONE ENCODING EQUIPMENT AND ASSOCIATED REMOTE CONTROL EQUIPMENT TO BE USED BY THE CITY OF PADUCAH CIVIL DEFENSE, AND PRESCRIBING THE MANNER IN WHICH BIDS SHALL BE SUBMITTED", be adopted. Oty of Commissioner Brumley offered motion, seconded by Commissioner Coleman, that a resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE PURCHASE OF RADIO ACTIVATED SIREN TIMERS AND ASSOCIATED EQUIPMENT TO BE USED BY THE CITY OF PADUCAH CIVIL DEFENSE, AND PRESCRIBING THE MANNER IN WHICH BIDS SHALL BE SUBMITTED", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF BELMONT EQUIPMENT COMPANY, INC. FOR SALE TO THE CITY OF PADUCAH OF THREE (3) 3 -WHEEL REFUSE VEHICLES FOR USE BY THE REFUSE DEPARTMENT OF THE CITY OF PADUCAH, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE", be introduced and remain on file for one week for public inspection in the completed form in which it shall be put upon its final passage. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Mayor McNutt offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE AMENDING THE STATEMENT OF ANITICPATED REVENUE OF THE CITY OF PADUCAH, KENTUCKY, FOR THE YEAR 1974; REVISING AND AMENDING THE APPROPRIATION OF THE PUBLIC FUNDS, REVENUE AND INCOME ON HAND, AND COLLECTED AND TO BE COLLECTED IN SAID YEAR; AUTHORIZING THE TRANSFER OF UNUSED APPROPRIATIONS FOR ONE PURPOSE TO ANOTHER PURPOSE; MAKING SUCH TRANSFERS; APPROPRIATING AVAILABLE REVENUES NOT INCLUDED IN THE BUDGET FOR SAID YEAR; FIXING THE APPORTION- MENT OF THE PUBLIC FUNDS FOR THE PURPOSES SPECIFIED THEREIN; AND REPEALING ALL ORDINANCES IN CONFLICT HEREWITH", be introduced and remain on file for public inspection until the notice of the transfer of funds as provided herein shall have been published as required by law, and shall be put upon its final passage after such publication.
