III J At a Regular Meeting of -the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky, at 7: 30 p.m. on July 23, 1974, Mayor McNutt presided and upon"'call of'the Roll the following answered to their names: -Commissioners Brumley, Coleman , Hornsby , Puryear and Mayor McNutt " -(5) Mayor 'McNutt offeredmotion,, seconded by Commissioner Hornsby, that the reading of the Minutes -for July 9th and 16th, 1974' °be waived'and'that' the Minutes of" said' meetings prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners. Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5)'. Mayor McNutt offered motion, seconded by Commissioner Hornsby, that in the absence of the City Police Judge and the City Police Judge'Protem that Hon. Andrew J. Palmer III be appointed as Judge Protem of the Paducah City Police Court, to serve on the dates of July 29th through August 1st, 1974. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Brumley offered motion, seconded by Commissioner Coleman, that the Certificate of Insurance issued by Reliance Insurance Company to Central Paving Company for a period of one year from June 1, 1974, be received, approved and filed . Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Coleman offered motion, seconded by Commissioner Brumley as follows: WHEREAS, Emulsified Asphalt Company contracted with the City of Paducah, Kentucky on May 3, 1974 to furnish asphalt requirements to the City of Paducah during this calendar year, and WHEREAS, Emulsified Asphalt Company has now been purchased and is owned by Southern States Asphalt Company, Inc., Now Therefore, I move that the performance Bond executed by said Company as principal and Reliance Insurance Company of Philadelphia, Pennsylvania as surety, together with a letter from R. H. Chatfield, be received,- approved and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that upon recommendation of the City Manager the following personnel changes be made: 1. Joseph Chapman, maintenance man No. 2 in the Parks Department, be terminated, effective July 23, 1974. 2. Curtis Hull be employed as a temporary truck driver in the Street Department, retroactive to July 22, 1974, at a salary of $2.25 per hour. 3. John Coffie be employed as a collector in the Refuse Department, retroactive to July 22, 1974, at a salary of $2.98 per hour. 4. Terry Walker, temporary truck driver in the Street Department, be terminated, effective July 22, 1974. 5. Donald Littlejohn, maintenance operator in the Floodwall Department, be transferred to the Sewage Disposal Department as operator, effective July 22, 1974. 6. William E. Collier, truck driver in the Street Department, be transferred to the position of night watchman in said department, effective July 29, 1974. Proceedings of Board of Commissioners City of July 23, 1974 267 Arts Commission Employ lifeguards / As Mayor of the City of Paducah, and with the approval of the McCracken Parks Dept. rrr/// 7 • The following be employed as lifeguards in the Parks Department, retroactive to July 14, 1974-: Jackie, Conkwright, at $1.65 per hour Michael Briedert, $1.85 per hour Park Gloria Romaneck, $1.95 per hour Temporary Mrs. Robert Hassman employees 8. Tony Matthews be employed as basket room attendant in the Parks Department, retroactive to July 14, 1974, at a salary of $1.25 per hour. Terminate Parks 9. The following temporary employees in the Parks Department be terminated, Dwight Mills retroactive to July 22, 1974: Roger Prather Admiral Gene Paro Dwight Mills - Roger Prather Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Liability Insurance Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that Asphalt Paving, Inc. Commissioner Coleman offered motion, seconded by Commissioner Brumley, that a Charles K. Rudolph, the liability insurance policy issued by St. Paul Fire and Marine Insurance Company to Inc. resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS Fire Department Asphalt Paving, Inc. and Charles K. Rudolph, Inc. for a period of one year from June 1, 1974 be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Establishing Arts Commissioner Brumley offered motion, seconded by Commissioner Coleman, that a Commission Mayor McNutt (5) . resolution entitled "A RESOLUTION ESTABLISHING THE PADUCAH-McCRACKEN COUNTY ARTS COMMISSION", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . ` / Mayor McNutt made the following appointments: Arts Commission appoint members As Mayor of the City of Paducah, and with the approval of the McCracken County Judge, I hereby appoint the following persons to serve as members of the Paducah -McCracken County Arts Commission for a term of one year, and that Mrs. Robert Hassman serve as chairman of said Commission: Bob Evans W. FRANCIS DeSALES PARISH, PADUCAH, KENTUCKY, THE MOST REVERENED HENRY J. SOENNEKER , BISHOP OWENSBORO DIOCESE, FOR THE USE AS A PUBLIC PARK", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . ` Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF WILKINS CONSTRUCTION COMPANY, INC FOR THE CONSTRUCTION OF THE KOLB PARK SWIMMING POOL, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH CONSTRUCTION", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF RAY H. MULLEN MOTOR COMPANY, INC. FOR SALE TO THE CITY OF TWO (2) 1974 COMPACT STATION WAGONS FOR USE BY THE FIRE DEPARTMENT, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE", be adopted.
