Carol Alford -Finance Department Temp Laborers Cemeter; Kenneth Lewis Scruggs Adrian Wolfe City of 7.- 1974 23: At a Special Called Meeting of the Board of Commissioners held in the Commission Chamber -in the City Hall, Paducah, Kentucky,. at 4: 30 P.M.., on May. -7, 1974, Mayor Alice H. McNutt presided and upon call of the Roll the following answered to their names: Commissioners Clifford A. Brumley, Robert A. Coleman, John Hornsby and Henry Puryear and Mayor Alice H-. McNutt (5) The City Clerk-, Sarah Thurman, was also present . Mayor McNutt offered motion, seconded by Commissioner Hornsby; that the executed copies of the Notice of Called Meeting to be held at 4: 30 p.m., on May 7, 1974, be received and filed. Adopted on call of the Roll, ,Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and -Mayor McNutt (5) . Thereupon the hour of 4:30 P.M., C .D .T . , having arrived, the Mayor called the attention of the Board of Commissioners to the fact that; to an Ordinance enacted on April 16, 1974, and pursuant to a motion which carried onthat day, the hour of 4: 30 P .M . , C.D.T., on this date had been fixed for the opening of bids which might be -received for -:the .-purchase from the City of $1,340,000 of .its City of Paducah Sewer System Revenue Bonds, Series of 1974, dated April 1, 1974, authorized by said Ordinance.- She reported that the authorized Notice of Bond -Sale had -been duly published in accordance, with all legal requirements. The Mayor, then declared thatthe bidding for the Bonds was closed, and the City Clerk then produced -all of -the, sealed- bids theretofore received The bids were then .publicly opened, read and studied... While -the- bids were being: calculated to determine the best bid, the Board continued with -their regular business. Mayor McNutt -made the following appointments: The terms of office of members of the Human Rights Commission- having expired, I hereby appoint the following for terms of one year, said terms to expire April. 13, 1975: Mrs'. Carol Alford be employed as clerk -typist in the Finance Department, effective May 8, 19 74, at 'a salary of $410.00per month . 2. City of Paducah May 7,.1974 The following be temporarily employed in the Parks Department: Brenda Kay Florence as stenographer, at $2.00 per hour, effective May 20, 1974 Roger Andre Prather as temporary truck driver, retroactive to May 7, 1974, at a salary of $2.25 per hour. Chester Marlin Hall, Jr. as Park Patrolman, retroactive to May 3, 1974; at a salary of $2.65 per hour. James L. Corder as laborer,_ retroactive to May 6, 1974, at a salary of $2.10 per hour. John Coffie as truckedriver, , retroactive to May 2, 1974, at a salary of $2.25 per hour. John F. Floyd as truck driver, effective May 13, 1974, at a salary of $2.25 per hour. The following temporary employees'in the Parks Department be terminated: Jimmie Dale Rankin," effective May 3, 1974- Steve 974-Steve Holder, effective May 2, 1974. John R. Roberts , equipment operation "C" in the Street Department, be reclassified as Street Repairman in said department, effective May" 13, 1'974-. Robert C. Brown, street repairman in the Street- Department, be promoted to Equipment Operator "B" in said department, effective May 13, 1974. Curtis E. Garner, concrete finisher in the Street Department, be promoted to Street Department Foreman in said department, effective May 13, 1974. Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the executed copy of the Contract between the City of Paducah and VICO GM Diesel, Inc. for sale to the City of one Detroit Diesel fire- engine, be received and filed 'Adopted on call of the RoA, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Coleman offered motion, seconded by CO mmissioner=Brumley that the executed copy of the- Contract between the City of Paducah and Manning Equipment, Inc., for sale to the City of one Heil 20 cubic yard Model Mark III refuse packer body for use, by the Refuse Department, be received and filed, Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Coleman offered motion, seconded by Commissioner Brumley, that the executed copy of the Lease between 0. K. Hocker and wife, and the City of Paducah, Kentucky, dated May 1, 1974, covering property at 314 Clark Street, be- received and --filed. Adopted on call of -the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the claim of Tony R. Smith in the amount of $65.00 for damage to his 1967 Oldsmobile caused by being struck by a truck owned by the City of Paducah and driven by William R. Adams, on April 19, 1974, at the intersection of Broad and Bridge Streets, be allowed, and that the City Treasurer be authorized to pay said claim after first obtaining a complete and final release from Tony R. Smith and Donna Kirkham Smith. Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the executed copy of the Contract between the City of Paducah and Sanco Corporation for sale to the City of one 31 -yard packer body mounted on a 1974 GMC truck for use by the Refuse Department, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the executed copy of the contract between Woodall Motor Sales and the City for the purchase of a cab and chassis for a twenty cubic yard refuse packer body, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the "Official Statement" relative to $1, 340, 000 City of Paducah, Kentucky, Sewer System Revenue Bonds, Series of 1974, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the executed copy of the Contract between the City of Paducah and JIMAR Paving Company for resurfacing various streets in the City of Paducah, including the raising and resetting of manholes, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the executed copy of the Contract between the City of Paducah and. Belmony Equipment Company, Inc.. for sale to the city of three Satellite Refuse Collection Vehicles for use in the Refuse Depart- ment, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Coleman offered motion, seconded by Commissioner Brumley, that a resolution entitled "RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY, APPROVING NEIGHBORHOOD DEVELOPMENT PROGRAM, .AMENDED REVISED FOURTH ANNUAL INCREMENT THEREOF AND FILING OF AN APPLICATION FOR FINANCIAL ASSISTANCE", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that a resolution entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR FURNISHING THE CITY OF PADUCAH WITH UNIFORMS FOR EMPLOYEES IN THE VARIOUS DEPARTMENTS", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, HOrnsby, Puryear and Mayor McNutt (5) . Mayor McNutt offered motion, seconded by Commissioner Hornsby, that a resolution entitled "RESOLUTION OF THE BOARD OF COMMISSIONERS OF THE CITY OF PADUCAH, KENTUCKY, ACCEPTING THE SUCCESSFUL BID FOR THE PURCHASE OF $1,340,000 OF CITY OF PADUCAH No. 234 Proceedings of Boqrd_x&_CoMmi_qSjQneT_8__ city of Paducah May 7, 1974 Purchase property J. T. Albritton 9th & Madison Cooperation Agreement Urban Rene, Revised Fou Annual Increment Accept bid Allied Mac' Paving Mai SEWER SYSTEM REVENUE BONDS, SERIES OF 1974, DATED APRIL 1, 197411, be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5). The Mayor declared that said motion had carried and that said Resolution had been duly and regularly adopted, and ordered a copy spread upon the Ordinance Book of the City and signed by the Mayor and the City Clerk. Commissioner Brumley offered motion, seconded by Commissioner Coleman, that an ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY MANAGER AND CITY TREASURER TO PAY THE SUM OF $10, 000.00 TO J. T. ALBRITTON AND WIFE, LOUISE R. ALBRITTON, FOR THE PURCHASE OF PROPERTY LOCATED AT THE CORNER OF 9TH AND MADISON STREETS IN THE CITY OF PADUCAH, KENTUCKY", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5). Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that an ordinance entitled "AN ORDINANCE AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AMENDED COOPERATION AGREEMENT BETWEEN THE CITY OF PADUCAH AND THE URBAN RENEWAL AND COMMUNITY DEVELOPMENT AGENCY OF PADUCAH, KENTUCKY, PERTAINING TO THE AMENDED REVISED APPLICATION FOR THE FOURTH ANNUAL INCREMENT, NEIGHBORHOOD DEVELOPMENT PROGRAM, FOR PROJECT NO. KY. A-211, be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley,, Coleman, Hornsby, Puryear and Mayor McNutt (5). Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF ALLIED MACHINERY COMPANY FOR SALE TO THE CITY OF PADUCAH OF ONE (1) PAVING MACHINE, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5). On motion the meeting adjourned. ADOPTED 1974, APPROVED Mayor City Clerk
