At a Regular Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky, at 7: 30 p.m. ,-'on February 26, 1974, Mayor McNutt
presided and upon call of the Roll the following answered -to their names: Commissioners
Brumley, Coleman, Hornsby, -Puryear and- Mayor -McNutt` (5)
Mayor McNutt offered motion, seconded'by Commissioner Hornsby, that the reading
of the Minutes for February 12 and -19,-19-74 be waived and that the Minutes of said meetings
prepared by the City Clerk be approved as written. . Adopted on call of the Roil-, Yeas, ,
Commissioners -Bruml-ey, Coleman; Hornsby, Puryear and Mayor: McNutt (5).` -
Commissioner Brumley offered motion, seconded by Commissioner Coleman, that,
the reports of the' Paducah Water' Works for the -month -of- February, 1974, be received and filed.
Adopted on call of the Roll, Yeas, Commissioners 'Brumley.'Coleman, Hornsby, Puryear and
Mayor McNutt (5) .
Commissioner Coleman offered motion,_ seconded by Commissioner Brumley, that
upon the recommendation of the �CityMana'ger the following personnel changes be made:
1 Richard'E Woods be employed as maintenance helper.:inAhe-,Maintenance
Department, effective March 4, 1974, provided by such time he furnishes
at -his expense a:'sati factory medical report As to hisphysical-condition;
and at a salary of $ 3.01 per hour.
2. Sharon Cargill be employed as gymnastics instructor in the Parks Department,
at a salary of 7.00 per session- - effective Tbbruary 2 :1974 .
3.-' Athel Shepherd- Jr. -;::square dance instructor in the Parks Department,
be terminated, effective February 27, 1974.
Adopt on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and
Mayor McNutt (5) .
Commissioner Hornsby offered motion, sgconded by Commissioner Puryear, as follows:
WHEREAS, the Paducah Planning Commission, after a public hearing held on
January 7, 1974, recommended that the application for a Zoning Ordinance change amending
Section 54 of the Paducah Zoning Ordinance -1971, to permit an "Interim Care Facility" as a
conditionally permitted use in an R-4, High Density Residential Zone, be denied, and
WHEREAS, the Board of Commissioners having held a public hearing on same on
February 12, 1974, and having heard and considered the objections of all interested parties
present at said hearing.
I therefore move that the recommendation of the Paducah Planning Commission
to deny said application, be approved. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear,
that the resignation of Mrs. Anges E. Bohahon as a member of the Advisory Committee on
Aging, be received, filed and accepted. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .

Commissioner Hornsby offered motion, seconded by Commissioner Puryoar, that
the executed copy of the Engineering Service Contract dated February 19, 1974, between the
City of Paducah, Kentucky, and Community Program Consultants, Inc. for design and resident
supervision relocating sanitary sewer facilities at the intersection of U. S. Highway 62 and I-24,
be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman,
Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
j' the Board of Commissioners receive and file a copy of the budget prepared by J. William Howerton ,
City Manager, for the period from January 1, 1974 through December 31, 1974, and I further
move that copies of the budget, which have been printed, be made available for distribution,
and that a public hearing on said budget be held at the meeting of the Board of Commissioners
to be held at 7: 30 o'clock p.m., on March 12, 1974. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
City Manager execute a Corporation Release, releasing and discharging John Watkins, his successors
and assigns, from every claim and cause of action, of whatsoever kind or nature, in connection
with that certain accident happening on January 8, 1974, wherein his vehicle struck a vehicle
belonging to the City of Paducah, Kentucky, and causing damage to the City vehicle in the
amount of $1, 500.00. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman,
Hornsby, Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that the
executed copy of Change Order Number 1 in connection with the construction of Fire Station
No. 5, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Coleman, Hornsby, Puryear and Mayor McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that a resolution
entitled "A RESOLUTION REQUESTING THE CITY MANAGER TO ADVERTISE FOR BIDS FOR THE
PURCHASE OF ONE (1) NEW 1974 COMPACT STATION WAGON FOR USE BY THE AUXILIARY
POLICE, AND PRESCRIBING THE CONDITIONS UPON WHICH SUCH PURCHASE SHALL BE MADE",
be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby,
Puryear and Mayor McNutt (5) .
Commissioner Brumley offered motion, seconded by Commissioner Coleman,
that an ordinance entitled "AN ORDINANCE AMENDING SECTION 12-46 OF THE CODE OF
ORDINANCES OF THE CITY OF PADUCAH, KENTUCKY", be adopted. Adopted on call
of the Roll, Yeas, Commissioners Brumley, Coleman, Hornsby, Puryear and Mayor
McNutt (5) .
Mayor McNutt offered motion, seconded by Commissioner Hornsby, that an
