HomeMy WebLinkAbout09/20/05616 SEPTEMBER 20, 2005 At a Regular Meeting of the Board of Commissioners, held in the Commission Chambers of City Hall at 5:00 p.m., Tuesday, September 20, 2005, Mayor Paxton presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Coleman, Sirk, and Mayor Paxton (3). Commissioners Guess and Smith were absent (2). WORKSHOP PATS PROGRESS REPORT Mr. Gary Kitchin presented the annual progress report to the Commission. PATS has experienced record rider -ship over the past year. In FY2005, PATS transported 564,172 customers compared with 453,944 in FY2004 for a total increase in rider -ship of 110,228. Dial - A -Ride had an increase of over 35,000 customers. PATS also has contracts to transport Senior Citizens and the handicapped. Currently, 102 employees provide service 24 hours a day, seven days a week. The increases experienced over the last year have taxed the transit system, which is providing service to many more customers with the same amount of busses and less money from the Federal Government. Mr. Kitchin asked that when a Commissioner receives a complaint, to obtain the person's name, date, time and where the person was going and pass this information on to him. With the computer system PATS has, he will be able to research and resolve the problem. Senator McConnell provided federal government funds in the amount of $1,263,213 to build a portable simulator -training unit in a tractor -trailer truck for teaching transit system drivers how to drive. KACO has bought into this and now the state has applied for two more units so that PATS can provide training for transit system drivers in counties all across Kentucky. Gary has also received calls from other states wanting the training for their system employees. This will be a revenue source for PATS. This training will reduce accidents, which in turn would keep insurance rates from rising. Senator McConnell will also announce within the next few months that funds will be provided to allow PATS to purchase additional cars and minivans, which will help them to do a better job than what they have been doing. Keeping the customers happy is his main goal. A for-profit taxi service has filed papers for a state license to open in Paducah and the PATS Board had decided not to protest this new company. Mayor Paxton asked that Mr. Kitchin provide a report to the Commission every 90 days. JETTON GYM REPAIRS Mark Thompson, Parks Services Director, reported on the status of Jetton Gym and provided a cost/use analysis spreadsheet to the Commission. The analysis shows the current expenditures and revenues. Current repairs required at this time will cost approximately $5,000. This gym is used five months during the year for adult basketball, volleyball: and indoor soccer. From the 2004 fall season through the 2005 spring season a total of 10,670 visits were made to the gym. A few other entities also use the facility for some of their events. The Parks staff is currently looking at churches and the Salvation Army for the possibility of renting their gyms for Parks programs. CITIZEN COMPLAINT Reverend Calvin Cole who lives at 1455 Reed Avenue expressed his concern for the need of the fence to be replaced along the properties bordering Noble Park from Park Avenue to the new back entrance into Noble Park. Mr. Cole stated that people are walking across his property to get into the park. Mark Thompson explained that a fence used to be along this area but was taken down a couple years ago due to its age and decline in appearance. Mayor Paxton stated that a fence did need to be installed and asked Mr. Thompson to bring a proposal back to the Commission covering the cost to install a 5'-6'chain-link fence along the Noble Park property. 617 SEPTEMBER 20, 2005 Rev. Cole also asked that Reed Avenue be resurfaced. Mayor Paxton replied that any needed pothole repairs in the Street would be made, but that resurfacing priority would probably go to streets in other neighborhoods that are in worse condition than Reed Avenue. ORDINANCE - ADOPTION REPLACEMENT FOR PLUMBING AND PIPING ON LADDER TRUCKS IN FIRE DEPARTMENT Commissioner Coleman offered motion, seconded by Commissioner Sirk, that the Board of Commissioners adopt an ordinance entitled, "AN ORDINANCE ACCEPTING THE BID OF WSF FLEET SERVICE FOR SALE TO THE CITY OF PLUMBING AND PIPING REPLACEMENT FOR TWO LADDER TRUCKS, AND AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT FOR SAME." This ordinance is summarized as follows: The City of Paducah accepts the bid of WSF Fleet Service in the amount of $29,750.00, for sale to the City of plumbing and piping replacement for two ladder trucks, for use by the Fire Department, and authorizing the Mayor to execute a contract for same. ORD. 2005-9-7016; BK 30; PG CITY MANAGER REPORT • Calendar Items EXECUTIVE SESSION Commissioner Coleman offered motion, seconded by Commissions; Sirk, that the Board go into closed session for discussion of matters pertaining to the following topics: A specific proposal by a business entity where public discussion of the subject matter would jeopardize the location, retention, expansion or upgrading of a business entity, as permitted by KRS 61.810(1)(k).
