HomeMy WebLinkAbout12/28/78No. 449 Proceedings of Board of Commissioners City of Paducah n1:eember 28. 1978 i At a Called Meeting of the Board of Commissioners held on December 28, 1978, Mayor Murphy presided and upon call of the Roll the following answered their names: Com- missioners Coleman, Grumley , Meeks, Puryear and Mayor Murphy (5) . The first business to come before the Board was the Greivance Hearing, Step #4, filed by James Terry Skabo, sewerman in the Street Department. Mr. Skabo was requesting payment for overtime denied him on November 22, 1978, when Foreman L. C. Chism took a couple of laborers and unstopped a sewer without calling the duly qualified sewermen in to do the job. After hearing Mr. Skabo's testimony, Com- missioner Grumley offered motion, seconded by Commissioner Meeks, that the grievance filed by James Terry Skabo and Local 1586 be denied and that the response filed by James Tidwell on December 8 , 1978 be amended to provide that the next available overtime will be offered to the properly scheduled employee. Adopted on call of the Roll, Yeas, Com- missioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . Mayor Murphy offered motion, seconded by Commissioner Coleman, that the executed copies of the Notice of Called Meeting to be held at 6: 45 P.M. on Thursday, December 28, 1978, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the Board of Commissioners approve the sale by the City of Paducah of the following cemetery lots , and that the City Clerk be authorized to execute a deed of conveyance to said cemetery graves: 1. To Herbert L. Crumbaugh , Grave No. 7 in Lot 43, Block 6, Rushing Addition to Oak Grove Cemetery, for the sum of $100.00 (Receipt No. 21491) . 2. To Charlie S. Ingram, the southwest corner of Lot No. 42, Block 6, Rushing Addition to Oak Grove Cemetery, for the sum of $100.00 (Receipt No. 21493) . 3. To William Simms, Jr . , Grave No. 4 in Lot 43, Block 6, Rushing Addition to Oak Grove Cemetery, for the sum of $100.00 (Receipt No. 24001). Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners go into Executive Session for the purpose of discussing recommendations for the promotion of three (3) persons to fill the positions of Assistant Chief, Captain and Sergeant in the Paducah Police Department. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . After a 45 minutes executive session the Board reconvened in the Commission Chamber whereupon Commissioner Grumley offered motion, seconded by Commissioner Cole- man, that upon recommendation of the City Manager, I move that the following personnel changes be made: 1. The retirement of William E. Atkinson, Assistant Chief of Police, be received and accepted, effective December 31, 1978. 2. The retirement of Charles Young, Sergeant, be received and accepted, retro- active to November 1, 1978. Step #4, Grievance Hearing - James Terry Skabo - Street Dept. Commissioner Grumley offered motion, seconded by Commissioner Coleman, that upon recommendation of the City Manager, I move that the following personnel changes be made in the Street Department: 1. The resignation of Charles Evans,, truck driver, be received and accepted, retroactive to December 18, 1978. 2. The resignation of Barbara Agent, laborer, be received and accepted, retro- active to December 18, 1978. Commissioner Grumley offered motion, seconded by Commissioner Coleman, that upon recommendation of the City Manager, I move that the following personnel changes be made in the Parks & Recreation Department: 1. Steve Shidal be employed as Basketball Supervisor, at a salary of $15.00 per session, retroactive to December 16, 1978. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . Commissioner Meeks offered motion, seconded by Commissioner Puryear, that upon recommendation of the City Manager, I move that the following personnel changes be made in the Floodwall Department: 1. John Edwards be promoted from Maintenance Foreman to Superintendent, at a salary of $1,240.00 per month, effective January 1, 1979. 2. Carl Crafton be .promoted from Maintenance Man A to Foreman, at a salary of $1,073.00 per month, effective January 1, 1979. 3. The following be employed as Temporary Pump Operators, at a salary of $2.56 per hour: Alexander F. Winstead,, retroactive to December 10, 1978. Ronald D. Barnhart, retroactive to December 10, 1978 Ira Riley, retroactive to December 11, 1978 Rex Bell, retroactive to December 12, 1978 Paul F. Scott, retroactive to December 11, 1978 Gayland L. Clark, retroactive to December 10, 1978 Jimmy S. Lofton, retroactive to December 10, 1978. 4. Harold R. Newton, Maintenance Operator, be placed under Civil Service, effective January 4, 1979. Commissioner Puryear- offered motion, seconded by Commissioner Meeks, that the following documents be received and filed: No. 451 Proceedings of Board of Commissioners City of Paducah December 28, 1978 1. Amendment No. 1 of Grant Agreement for Project No. 6-21-0043-08 (Airport) . 2. Report of Electric Plant Board pertaining to its schedule of Rates and Charges. 3. Agreement of Participation between the City of Paducah and Kentucky Municipal League Unemployment Compensation Insurance Trust. 4. Report of the Paducah Planning Commission respecting the rezoning of property at 11th and Monroe Streets. 5. Bid of Allan Rhodes Ford and Honda for four 1979 automobiles for use by the Paducah Police Department. Mayor Murphy offered motion, seconded by Commissioner Coleman, that upon recommendation of the City Manager, I move that the following personnel changes be made in the Finance Department: 1. Commissioner Coleman offered motion, seconded by Commissioner Grumley, , as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance authorizing the City Manager and City Treasurer to pay the sum of $2500.00 as settlement of all claims arising out of a lawsuit known as Civil Action No. 13400, McCracken Circuit Court, Division No. IT, and as appended in full hereto be introduced and adopted according to law; this being the second and final reading. Commissioner Meeks offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance authorizing the City of Paducah to guarantee, as surety for the Paducah Golf Commission, all payments in lieu of contributions to the Commonwealth of Kentucky for unemployment insurance, and as appended in full hereto be introduced and adopted according to law. Commissioner Meeks offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance amending Sections 20-53, 20-54 and 20-55 of Article III, Vehicle License, of the Code of Ordinances of the City of Paducah, and as append- ed in full hereto be introduced and adopted according to law. Commissioner Puryear offered motion, seconded by Commissioner Grumley, as follows: WHEREAS,, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance establishing the amount of $3,800.00 to be charged for connecting to the city sanitary sewers constructed by the City on Coleman Road from Charter Oak Drive North a distance of approximately 1,000 feet, providing for the issuance of connection permits, and as appended in full hereto be introduced and adopted according to law. Commissioner Puryear offered motion, seconded by Commissioner Meeks, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance authorizing the City Manager to enter into a contract with Meidinger & Associates, in an amount not to exceed $4,000.00, for professional services in performing an actuarial study for the police and firemen's retirement fund, and as appended in full hereto be introduced and adopted according to law. Mayor Murphy offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the proposal of Whayne Supply Company, in the amount of $3,694.96, for repairs to the #613 Scraper used on the landfill, and as appended in full hereto be introduced and adopted according to law; this being the second and final reading. Mayor Murphy offered motion, seconded by Commissioner Grumley, , as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance amending subsection (c) of Section 10-56, Sewage Disposal Department, of the Civil Service Ordinance, granting step increases to operator trainees, and as appended in full hereto be introduced and adopted according to law.
