HomeMy WebLinkAbout10/24/78No. 418 Proceedings of Board of Commissioners Cily of Paducah October 24, 1978 At a regular meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky, at 7:30 p.m. on October 24, 1978, Mayor Murphy presided and upon call of the Roll the following answered to their names: Com- missioners Coleman, Grumley, Meeks , Puryear and Mayor Murphy (5) . Mayor Murphy offered motion, seconded by Commissioner Grumley, that the reading of the minutes for October 14, at 4:30 and at 7:30 p.m. be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . Commissioner Coleman offered motion, seconded by Commissioner Grumley, that upon recommendation of the City Manager, I move that the following personnel changes be made in General Government: 1. George Lee Dupree be employed as dog warden at a salary of $693.00 per month , retroactive to October 16 , 1978. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . Commissioner Coleman offered motion, seconded by Commissioner Grumley, that the following documents be received and filed: 1. Executed contract between the City and Paducah Woodenware for the purchase of approximately 22,000 plastic bags. 2. Executed contract between the City and Wahl's Excavating Company for construction of Phase III of the Industrial Park Sewer Extension. 3. Executed contract between the City and B & B Construction Company for construction of 178 linear feet of sidewalk and to remove curb and gutter and replace with a concrete drive apron on South 12th Street. 4. Report of the Engineering Department pertaining to the con- struction of a sanitary sewer service for the Westend Annexation Area. 5. Memorandum from Mr. Fred L. Nagel, Chairman, Paducah Cable Communications Authority, notifying the Board that a demonstration project of a live telecast of the Board of Commissioners meeting on November 14, 1978 will be presented on the governmental access channel, channel 11, by the Kentucky Arts Commission. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . Commissioner Grumley offered motion, seconded by Commissioner Coleman, that upon recommendation of the City Manager, I move that the following personnel changes for the Parks & Recreation Department, as shown on the attached list be approved: 1. Roy Lofton, temporary laborer in the Cemetery Department, be transferred to the Civic Center as temporary laborer at a salary of $2.56 per hour, retroactive to October 9, 1978. 2. The following be employed as Gym Supervisors at a salary of $15.00 per session, retroactive to October 16, 1978: Sam Cain Don Smith Danny Puckett 3. James L. Burr be employed as a part-time patrolman at a salary of $3.74 per hour, retroactive to October 23, 1978. Geo. Commissioner Grumley offered motion, seconded by Commissioner Coleman, that upon recommendation of the City Manager , , I move that the following personnel changes be made in the Street Department: 1. The following temporary laborers be terminated, retroactive to October 20, 1978: James Jones Lowen Hughes 2. Mike Carbonell, collector in the refuse department, be promoted to truck driver in the Street Department, at a salary of $4.62 per hour, retro- active to October 9, 1978. 3. Gregory Shaw, laborer, be placed under Civil Service, effective October 26, 1978. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the following reports of the Paducah Planning Commission be received and filed: 1. To rezone from R-3, Medium Density Residential to B-3, General Business, property located at 720 Joe Bryan Drive, which request was unanimously denied. 2. To rezone from R-4, High Density Residential to M-2, Heavy Industrial, property on Bloom Avenue in Littleville , which request was unanimously approved. 3. To rezone from R-1, Low Density Residential to R-4, High Density Residential, property located on Pecan Drive 300 feet north of Blandville Road, which request was unanimously approved. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . Commissioner Meeks offered motion, seconded by Commissioner Puryear, that upon recommendation of the City Manager, I move that the following personnel changes be made in the Refuse Department: 1. Robert E. Diehl be employed as a collector at a salary of $4.35,, retroactive to October 11, 1978. 2. Charles Garrard,, collector, be placed under Civil Service, effective October 24, 1978. 3. The resignation of Culley Travis, collector, be received and accepted, retroactive to October 4, 1978. Commissioner Meeks offered motion, seconded by Commissioner Puryear, that upon recommendation of the City Manager, I move that the following personnel changes be made in the Cemetery Department: 1. Robert E. Diehl, temporary laborer, be terminated,, retroactive to October 11, 1978. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . No. 420 Proceedings of Board of Commissioners City of Paducah October 24, 1978 Commissioner Puryear offered motion, seconded by Commissioner Meeks, that the Board of Commissioners approve the sale by the City of Paducah of the following cemetery lot, and that the City Clerk be authorized to execute a deed of conveyance to said cemetery grave: 1. George Priddy of the southwest corner of Lot 298, Block 6, Rushing Addition, for the sum of $100.00 (Receipt No. 21467) . Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . Commissioner Puryear offered motion, seconded by Commissioner Meeks, that the Mayor be, and he is hereby, authorized to enter into a lease agreement with Andrew H. Avedisian, to construct two ornamental pillows on City right of way at 138 Idlewild Drive, Paducah, Kentucky, and that said executed lease be received and filed. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . Commissioner Puryear offered motion, seconded by Commissioner Meeks, as follows: WHEREAS, a Model B-3, Municipal Striper was purchased by the City in 1953, and WHERAS , said item and equipment has been surplus since 1976 and is now in storage , and WHEREAS, the City contemplates no further use of said item and a notice for bids was advertised in the Paducah Sun and a bid was received at the office of the City Manager, I therefore move that said Municipal Striper and accessories be sold to the sole bidder, Mr. Cecil L. Trimble of the City Maintenance De- partment, for the sum of $50.00. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . Mayor Murphy offered motion; seconded by Commissioner Grumley, that Carl G. Holder, Jr. be employed to fill the newly created position of assistant city manager, at a salary of $18,500 per year, effective November 13, 1978. Commissioner Meeks offered motion, seconded by Commissioner Puryear, as follows: WHEREAS,, Kentucky Revised Statutes permit the adoption of resolutions by reference to a summary thereof; I therefore move that a resolution designating signatories for Section 8 Existing Housing Program Checking Account No. 01-7370-3 and as appended in full hereto be intro- duced and adopted according to law. Commissioner Coleman offered motion, seconded by Commissioner Grumley, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance amending the existing water -rate ordinance of the Code of Ordinances to increase water rate and minimum charges for water service to customers of the Paducah Water Works both inside and outside the Corporate limits of the City, and as appended in full hereto be introduced and adopted according to law. Commissioner Coleman offered motion, seconded by Commissioner Grumley, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance amending Section 20-77,, Speed Limit in School Zones, of the Code of Ordinances be amended to establish the times the flasher lights shall operate, and as appended in full hereto be introduced and adopted according to law. -Adopted on call of the Roll, Yeas, Commissioners Coleman,, Grumley,, Meeks,, Puryear and- Mayor Murphy (5) . Commissioner Coleman offered motion, seconded by Commissioner Grumley, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance approving the final report of the Paducah Planning Commission, rezoning property on Bloom Avenue from R-4, High Density Residential to M-2, Heavy Industrial and as appended in full hereto be introduced and adopted according to law. Hendron Water District to a sum of $1.16 per 1,000 gallons of- water per month and as appended in full hereto be introduced and adopted according to law. Commissioner Meeks offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance amending Ordinance No. 78-10-1618, changing from $1,175.00 to $2,675.00 the amount to be paid to the City of Paducah by the Commonwealth of Kentucky, for sale of right of way for construction of the Riverfront access road on Park Avenue. Commissioner Meeks offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the bid of Todd Uniform Service Company for furnishing the City of Paducah with uniforms for employees in various de- partments, and as appended in full hereto be introduced and adopted according to law. Commissioner Puryear offered motion, seconded by Commissioner Meeks, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance amending the existing water rate ordinance of the Code of Ordinances to modify the water rates for water service to Massac Water Associ- ation, Inc., to the amount of $0.66 per 1,000 gallons of water per month, and as appended in full hereto be introduced and adopted according to law. Commissioner Puryear offered motion, seconded by Commissioner Meeks, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance fixing the apportionment of the public funds of the City of Paducah, Kentucky,, for the period from July 1, 1978 through June 30, 1979, and appropriating the public revenue and income of the City of Paducah for such purposes, and as appended in full hereto be introduced and adopted according to law; this being the second and final reading. Mayor Murphy offered motion, seconded by Commissioner Grumley, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance amending the existing water rate ordinance of the Code of Ordinances to modify the water rates for water service to Lone Oak Water District to $1.43 per 1,000 gallons of water for the first million gallons per month and $1.03 per 1,000 gallons for all water over one million gallons per month, and as appended in full hereto be introduced and adopted according to law. Mayor Murphy offered motion, seconded by Commissioner Coleman, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance amending Section 2-47(a) "Non Civil Service Employees Generally" by adding. the new position of Assistant City Manager, at a salary of $1,541.67 per month, and as appended in full hereto be introduced and adopted according to law. Commissioner Puryear offered motion, seconded by Commissioner Meeks, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the offer of the Board of Trustees , Lincoln Heights Missionary Baptist Church, to purchase the interest of the City in property known as Lots 27 and 28 in Block 1 of Lincoln Heights Addition, for the sum of $100.00 and as appended in full hereto be introduced and adopted according to law.
