HomeMy WebLinkAbout06/21/05572 JUNE 21, 2005 At a Regular Meeting of the Board of Commissioners, held in the Commission Chambers of City Hall at 5:00 p.m., Tuesday, June 21, 2005, Mayor Paxton presided, and upon call of the roll by the City Clerk, the following answered to their names: Commissioners Guess, Sirk, Smith and Mayor Paxton (4). Commissioner Coleman was absent (1). WORKSHOP STATE HIGHWAY SIGNAGE PACKAGE FOR PADUCAH Tom Barnett, Director of Planning and Ben Petersen, Planner I, explained to the Board that the State has been contacted regarding a sign package that would allow signs to be placed along Interstate 24/US 60 Business Loop showing drivers where to exit for area attractions and how to get to them. There are 3 different types of signs that can be used: Post Interchange; Limited Supplemental Guide Signs and Cultural Recreational Trailblazing Signs. These signs will have to be in compliance with state law. The City and State will share the cost equally. As of right now 29 signs will cost approximately $35,000. METROPOLIS WATERFRONT PLAN Tom Barnett provided a copy of the plan that is posted on the Metropolis web site to the Board. He hit the highlights and asked the Board to review the plan to see where its going. He recommends the City move forward as soon as it can. CITY EMPLOYEE/PARKS SERVICES DISCOUNT POLICY Trace Stevens, Athletic and Aquatics Supervisor of the Parks Services Department, proposed an employee benefit of a $50 annual credit for full-time employees to be used for family access to Parks programs and facilities. The proposed program would be an extension of the City's Wellness Program and he feels it would encourage employees to become more active. The Board concurred that the timing to implement this discount is not good. Mayor Paxton said it was a good idea and could be something the City could look at in the future. BRIEFING OF OCCUPATIONAL LICENSE SIMPLIFICATION ORDINANCE & CURRENT ACTIVITIES Jon Perkins, Finance Director and Natalie Massa, Revenue Coordinator, discussed the issues of simplifying the process for business license. Instead of a restaurant owner maybe having to have 2 to 3 different license (based upon if they sell candy or sodas) they would only have one license and it would be figured on their total gross receipts. Commission and staff discussed gross receipt versus net profit systems. A majority of the Commission concurred with staff that Paducah should continue to use a gross receipt system. The gross receipts approach helps to keep the tax rate lower. They will be bringing an amendment to an ordinance to create a "General Classification" at the June 28th commission meeting. This amendment will create a classification for businesses that do not fall under existing classifications so a business license tax can be applied. Also, on June 28`h they will recommend a change to an existing ordinance for flea market owners and booth owners. Currently, flea market owners annual business license is figured by how many booths have been rented on a daily basis or they have to purchase a trade show license for $300. The proposed change will allow owners to be treated as a retail merchant and pay a minimum of $75 for an annual license or the license will be based upon their gross receipts. The booth owner currently pays for a business license if they show sales for over $500. The proposed change will allow the booth owner to be treated like a retail merchant and require the booth owner to purchase a retail license that is figured on gross receipts with a minimum annual license fee of .$75. CITY MANAGER REPORT • Ozean Dodd, retired Asst. Police Chief, passed away on June 20th. • Calendar Items The Inspection Department will be going through an ISO rating process which will focus on administration of codes, review of building plans, and review of field inspections. 573 JUNE 21, 2005 • On June 20th, Rick Murphy, City Engineer, held an informational meeting for residents who live along the route of the construction of Pecan Drive. COMMISSIONER CONCERNS Commissioner Smith wants to meet with the Mayor to discuss the Fire Dept. Task Force and membership on the task force. Commissioner Guess addressed the residents of the City to let them know where he stands on the issue of the employee payroll tax rate increase since he will not be able to attend the commission meeting on June 28th. He reiterated that he hasn't changed his mind in the last 12 months and he is not for the payroll tax increase. Upon motion the meeting adjourned. ADOPTED: June 28, 2005 WAI
