Cemetery Lots: JLudie Lillard - Rushing Addition At a regular meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky, at 7:30 p.m. on January 24, 1978, Mayor Murphy presided and upon call of the Roll the following answered to their names: Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . Mayor Murphy offered motion, seconded by Commissioner Puryear, that the reading of the minutes for January 10, 1978 be waived and that the Minutes of said meeting prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . Commissioner Coleman offered motion, seconded by Commissioner Grumley, that upon recommendation of the City Manager, I move that the following personnel changes be made: 1. Robin B. Arnzen be employed as clerk -typist in the Fire Marshall's office, at a salary of $550.00 per month, retroactive to January 16, 1978. 2. The following be employed as collectors in the Refuse Department, at a salary of $3.80 per hour, retroactive to January 16, 1978: Marvin J. King, 6:30 a.m. David L. Wheatley, 6:31 a.m. 3. William L. Holloway, Jr . , be employed as Dog Warden under General Government, at a salary of $660.00 per month, retroactive to January 16, 1978. 4. Maggie Park be employed as temporary clerk in the Finance Department, at a salary of $350.00 per month, retroactive to January 23, 1978. 5. Marjorie Lowry, temporary clerk in the Finance Department, be terminated, retroactive to January 23, 1978. 6. The hourly wage of Martha Nickols, .temporary clerk -typist in the Street Department, be changed from $2.30 per hour to $2.44 per hour, retroactive to January 2, 1978. 7. Reid Kennedy Jr., firefighter in the Fire Department, be reclassified as alarm room technician in same department, at a salary of $879.00 per month, retroactive to December 27, 1977. 8. The resignation of Reid Kennedy, fire alarm technician in the Fire Depart- ment, be received, filed and accepted, retroactive to January 23, 1978. 9. T. J. Alexander, collector in the Refuse Department, be promoted to truck driver in the Street Department, retroactive to January 16, 1978, at a salary of $4.07 per hour. 10. Edward A. Clark, collector in the Refuse Department, be promoted to Class 'B' Mechanic in the Street Department, at a salary of $4.42 per hour, retroactive to January 16, 1978. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the Board of Commissioners approve the sale by the City of Paducah of the following cemetery lots and that the City Clerk be authorized to execute a deed of conveyance to said cemetery graves: 1. Commissioner Grumley offered motion, seconded by Commissioner Coleman, that the following bids for a street sweeper for use by the Street Department, be received and filed: James Municipal Equipment Company Rudd Equipment Company Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . Commissioner Meeks offered motion, seconded by Commissioner Puryear, that the following documents be received and filed: 1. The following bids for three riding mowers for use by the Cemetery Department: J. R. Sullivan's Lawn & . Garden Equipment Rasche Cycle Company 2. Report of Paducah Transit Company, Inc . , for the month of November, 1977. 3. Performance Bond of Dan Hall Excavating Company, issued by Great American Insurance Company. 4. Executed contract between the City and Erb Industrial Equipment Company, for the purchase of a hydraulic impactor for use, by the Street Department. 5. Executed contract between the City and K & K Office Equipment - for the purchase of tables and chairs for use at the Jaycee Civic Center building. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley Meeks, Puryear and Mayor Murphy (5) . Commissioner Puryear offered motion, seconded by Commissioner Meeks, that the bid of Ligon Repair Shop, in the amount of $300.00 for the purchase of the City's obsolete leaf machine and asphalt mixer, be received, filed and accepted. Adopted- on call of the Roll, Yeas, Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . Mayor Murphy offered motion; seconded by Commissioner Puryear, that the claim of William Gholson 3n the amount of $39-9.00' for damage -to his Datsun camper topper which was struck by a refuse cushman driven by -Conn L. Watts, on Jan- uary 9, 1978, be approved, and that the City Treasurer be authorized to pay said claim after .first -obtaining- a 7 complete'i and ifinal release 299 No. 300 Proceedings of Board of CommissionersCity of Paducah January 24, 1978 Mayor Murphy offered motion, seconded by Commissioner Grumley, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by reference to a summary thereof; I therefore move that a resolution accepting from the United States Depart- ment of Commerce, Economic Development Administration, an offer of Grant in an amount not to exceed One Million Dollars for construction by the Paducah Water Works of water transmission mains and a water storage tank, and: as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . Commissioner Coleman offered motion, seconded by Commissioner Grumley, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance amending Section 7-28 "Electrical Code Adopted", adopting the 1978 Electrical Code, as prepared by National Fire Protection Association, and as appended in full hereto be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . follows: Commissioner Coleman offered motion, seconded by Commissioner Grumley, as WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance amending Section 20-118, "Standing Prohibited in Certain Areas", and Section 20-122 "Penalty for violation of Sections 20-120 and 20-121", of the Code of Ordinances of the City of Paducah, as appended in full hereto, be adopted according to 'law . Commissioner Grumley offered motion, seconded by Commissioner Coleman, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance amending Section 20-54, redesignating the time whereby persons are required to obtain a motor vehicle license under the laws of the City of Paducah, and as appended in full hereto be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . follows: Commissioner Meeks` offered motion, seconded by Commissioner Puryear, as WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance authorizing a contract change, not to exceed the sum of $13, 000.00 between Mathis Plumbing and Heating Company and the City, for construction of Phase I , of the Industrial Park Sewer Extension and as appended in full hereto, be adopted according to law. After much discussion, the consensus was this was more of a new job and should be advertised. Whereupon Commissioner Meeks Accept from U S. Pay Morton Salt Co. $3,816.51 - stalt for snow removal Pay Paducah Transit Co. an additional $611.00 per month - Bus service Board of Commissioners CAY of Paducah withdrew his motion, and Commissioner Puryear withdrew his second. follows: No. 301 January 24, 1978 Commissioner Meeks offered motion, seconded by Commissioner Puryear, as WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the bid of Rasche Cycle Company for sale to the City of three riding mowers to be used by the Cemetery Department, for the sum of $1,907.88, and as appended in full hereto be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . follows: Commissioner Puryear offered motion, seconded by Commissioner Grumley, as WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the bid of James Municipal Equipment Company for sale to the City of a street sweeper to be used by the Street Department, for the sum of $30,,235.00, and as appended in full hereto be adopted according to law. Commissioner Puryear offered motion, seconded by Commissioner Coleman, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance authorizing the payment of $3,816.51 to Morton Salt Company for the purchase of salt to be used in snow removal and as appended in full hereto, be adopted according to law. Commissioner Puryear offered motion, seconded by Commissioner Grumley, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance amending Ordinance No. 77-3-1395, authorizing an additional $611.00 per month payment by the City of Paducah to Paducah Transit Company, Inc . , for the establishment, maintenance and operation of a motor transportation system in the City of Paducah and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . No. 302 Proceedings of Board of Commissioners City of Paducah January 24, 1978 follows: Mayor Murphy offered motion, seconded by Commissioner Puryear, as WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance amending Section 32-21 -Terms of Office of the Commissioners of Water Works and as appended in full hereto, be adopted ac- cording to law. Adopted on call of the Roll, Yeas, Commissioners Coleman, Grumley, Meeks, Puryear and Mayor Murphy (5) . Mayor Murphy offered motion, seconded by Commissioner Grumley, that the Board retire to Executive Session to discuss personnel matters: applicants for City Treasurer and disciplinary action for the three street department employees who recently accepted a suspension in lieu of charges before the Civil Service Board. Upon conclusion of the Executive Session, the Board reconvened in the Commission Chamber, whereupon the Mayor announced there was no further business.
