HomeMy WebLinkAbout11/08/77Proceedings of Board of Commissioners City of Paducah At a Called meeting of the Board of Commissioners .held in the Commission Chamber in the City Hall, Paducah, Kentucky, at 4:30 p.m. on November 8, 1977, Mayor Murphy presided and upon call of the Roll the following answered to their names: Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4), , Com- missioner Brumley was absent (1) . Mayor Murphy offered motion, seconded by Commissioner Hornsby, that the reading of the minutes for October 25 and 27, 1977, be waived and that the Minutes of said meetings prepared by the City Clerk be approved as written.. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Mayor Murphy offered the following motion: WHEREAS, Ray Black, a member of the Paducah Planning Commission, whose term expires August 31, 1981 has resigned said membership, I hereby, subject to the approval - of the. Board of Commissioners appoint Richard P. Sutton as a member of said Planning Commission to fill the unexpired term of Ray Black, so that said Commission shall be composed of the following, members: Mrs. Irene Keiler, , whose term expires August 31, 1978 Mrs. Walter Penny, whose term expires August 31, 1978 Miss Joaquin Seltzer, whose term expires August 31, 1979 Nick Warren, whose term expires August 31, 1979 Wilber M. Lee, whose term expires August 31, 1980 Andrew S. Wood, whose term expires August 31, 1981 Richard P. Sutton, whose term expires August 31, 1981. Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the action of Mayor William S. Murphy appointing Richard P. Sutton as a member of the Paducah Planning Commission, be approved Adopted on. call . of the Roll, Yeas, Com- missioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Grumley ,offered motion, seconded by -Mayor Murphy, that upon recommendation of the City Manager, I move that the following personnel changes be made: 1. Jewell W;. Halley be employed as sewage treatment plant operator trainee in the Sewage Treatment Plant, at a salary of $680.00 per month, retroactive to November 1, 1977. 2. Robert E. Crocker be employed as maintenance man No. 2 in the Parks and Recreation Department, at a salary of $4.31 per hour, retroactive to November 1, 1977. 3. The following be employed as gym supervisors in the Parks & Recreation Department, at a salary of $15.00 per session: Sam Cain, retroactive to October 31, 1977 James R. Petty, retroactive to October- 31, 1977 Donald R. Smith, retroactive to November 2, 1977. 4. Mark Strittmatter, temporary laborer in the Cemetery Department, be terminated, retroactive to October 19, 1977. . No. 267 November 8, 1977 Richard P. Hicks, laborer under the CETA Title VI Project, be promoted to labor leader at a salary of $4.12 per hour, retroactive to November 7, 1977. 6. The resignation of Lawrence E. Murff, labor leader under the CETA Title VI Project, be received and accepted, retroactive to October 28, 1977. Mayor Murphy offered motion, seconded by Commissioner Hornsby, that the executed copies of the Notice of Called Meeting to be held at 4:30 P.M. on November 8, 1977, be received and filed. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the following documents be received and filed: 1. Executed contract between the City and Guaranteed Maintenance Corporation for the renovation of the roof section of the Barkley Museum. 2. Certificate of Insurance covering Guaranteed Maintenance Corp., issued by Bituminous Insurance Company. 3. Performance and Labor and Material Payment Bond covering Guaranteed Maintenance Corporation, issued by American States Insurance Company. 4. Reports of the Paducah Water Works for the month of October, 1977. 5. Report of the Electric Plant Board, dated October 26, 1977, pertaining to its schedule of rates and charges. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners approve the sale by the City of Paducah of the following cemetery lot and that the City Clerk be authorized to execute a deed of conveyance to said cemetery grave: 1. To Rev. W. G. Harvey of the southeast corner of Lot No. 303, Block No. 6, Rushing Addition, for the sum of $100.00 (Receipt No. 17951) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the following bids be received and filed: 1. Bid of Allan Rhodes, Inc . , for sale to the City of a 1978 Van for use by the Paducah Police Department. 2. Bid of Gene Grief and Sons for the repair and painting of the outer parapet roof wall of the City Hall Building. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . No. Proceedings of Board of Commissioners City of Paducah November 8- 1977 Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that the letter of David Whitehead, Superintendent of Paducah Public Schools dated P October 20, 1977 with enclosures (a) Resolution of Paducah Board of Education concerning tax levy for 1977-78 school year, (b) Resolution of said Board concerning special voted building fund rate, (c) copy of the certified assessment by the Kentucky Commissioner of Revenue, and (d) copy of the Department of Education form showing school tax rates, which were received by the City Manager and City Clerk on October 24, 1977 and dis- cussed with this Board on October 25, 1977, be now ordered to be filed by the City Clerk. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Mayor Murphy offered motion, seconded by Commissioner Grumley, that the City Manager and City Treasurer be authorized and directed to pay the sum of $500.00 as full and complete settlement of all claims arising out of a lawsuit entitled, "City of Paducah v. James C. Johnson, McCracken Circuit ,Court, Civil Action No. 13,537. Adopted on call of, the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor, Murphy. (4) . follows: Commissioner Hornsby offered motion, seconded by Commissioner Puryear, as WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by reference to a summary thereof; I therefore move that a resolution requesting the City Manager -to advertise for bids for the purchase of two diesel ,powered . cabs and chassis to be used with the front loading. refuse trucks, .and,,as .appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear' and Mayor Murphy (4), Commissioner Grumley offered motion., seconded by Commissioner Hornsby, as follows: WHEREAS, Kentucky Revised Statutes permit .the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the proposal of . West Kentucky Equipment Company in the amount of $3,039.96 and the proposal of Jasper Engines in the amount of .$5,136.00 for repairs to the International 250-C tractor used on the Refuse Department landfill,, and as appended in full . hereto, be adopted according to law; this being the second and final reading. Adopted on call of the Roll; Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) follows: Commissioner, Grumley offered motion, 'seconded by Commissioner Hornsby, as WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore, move that an ordinance repealing Ordinance No. 77-2-1385 entitled, "AN ORDINANCE ACCEPTING THE OFFER OF LONNIE CROWDUS, 627 SOUTH 12TH STREET, TO PURCHASE ' THE INTEREST OF THE , CITY IN A LOT ON THE NORTH SIDE OF JACKSON STREET BETWEEN 12TH AND 13TH STREET, FOR THE SUM OF $900.00, AND AUTHORIZING THE MAYOR � AND CITY CLERK TO EXECUTE A, QUITCLAIM DEED" . and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryeat and Mayor Murphy (4)-. follows: Commissioner Grumley offered motion, seconded by Commissioner Puryear, as WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference toa summary thereof; I therefore move that an ordinance authorizing 'the Mayor to execute the Annual Contributions Contract for Program No. Ky 36-E137-001 and 002 with the United States Department of Housing and Urban Development to provide housing assistance payments for eighty units of existing Section 8 Housing and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a ; summary thereof; I therefore move' that an ordinance amending sub -section (a) of Section 2-54 "Automatic and ' Progressive Increase for Appointive Employees" of the Code of Ordinances, adding the director of Public Services to the list of employees excluded for automatic pay increases, and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, as follows: No. Proceedings of Board of Commissioners City of Paducah November 8, 1977 WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the bid of Allan Rhodes, Inc. in the amount of $5,589.00, for the purchase of one 1978 Ford Van for use by the Paducah Police Department and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Puryear offered motion, seconded by Commissioner Hornsby, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the bid of Gene Grief and Sons for the repair and painting of the outer parapet roof wall of the City Hall, in the amount of $12,660.00, and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioners Grumley, Hornsby, and Puryear then presented a joint motion, seconded by each of them, that the City take all reasonable steps to relieve citizens of the burden of leaf disposal. Many methods were discussed, including burning and purchasing new equipment. At the conclusion of the discussion the aforesaid motion was unanimously adopted. Upon motion the meeting adjourned.
