HomeMy WebLinkAbout10/25/77Proceedings of Board of Commissioners City of Paducah No. October 25, 1977 At a regular meeting of the Board of Commissioners held in the Commission Chamber in the City Hall, Paducah, Kentucky, at 7:30 p.m. on October 25, 1977, Mayor Murphy presided and upon call of the Roll the following answered to their names: Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) , Commissioner Brumley was absent (1) . Mayor Murphy offered motion, seconded by Commissioner Hornsby, that the reading of the minutes for October 11, 1977, be waived and that the Minutes, of said meeting prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Grumley offered motion, seconded by Commissioner Puryear that upon recommendation of the City Manager, I move that the following personnel changes be made: 1. The City's compulsory retirement provisions be waived as to Gene G. Ruoff, Director of Public Services, and that his period of employment be extended for a period of one year from November 12, 1977 to November 12, 1978. 2. The following be employed as collectors in the Refuse Department at a salary of $3.80 per hour: Vince Engel, retroactive to October 19, 1977 Mark Strittmatter, retroactive to October 19, 1977 Jimmy D. Gipson, effective October 25, 1977. 3. Ray L. Riley be employed as laborer in the Refuse Department at a salary of $3.80 per hour, retroactive to October 14, -1977.- 4. David S. Funk be employed as laborer in the Street Department at a salary of $3.80 per hour, retroactive to October 18, 1977. 5. Earl Gregory, truck driver in the Street Department, be promoted to sewerm in the. Street Department, at a salary of $4.31 per hour, retroactive to October 10, 1977. 6. Dennis Watkins, collector in the Refuse Department, be promoted to truck driver in the Street Department, at a salary of $4.07 per hour, retroactive to October 24, 1977. 7: The following employees be placed under Civil Service: Robert Middleton, collector, Refuse Department, effective October 25, 1977. Ralph Mitchell, collector, Refuse Department, effective October 26, 1977. Michael Smith, laborer, Cemetery Department, effective October 26, 1977 Morris Hester, Class B Mechanic, Street Department, effective October 26, 1977. 8. The resignation of Clifton F. Buchanan, operator trainee in the Sewage Treat- ment Plant, be received and accepted, retroactive to October 7, 1977. 9. Robert Keith Montgomery, temporary laborer in the Civic Center, be termina retroactive to October 10, 1977. 10. Mike Anthony Hayden be employed as temporary laborer in the Civic Center, at a salary of $2.30 per hour, retroactive to October 10, 1977. 11. James D. Howard, labor leader in the CETA Title VI Project, be terminated, retroactive to October 4, 1977. 12. The resignation of Walker G. Jones, laborer in the CETA Title VI Project, be received and accepted, retroactive to October 24, 1977. No. City of Paducah October 25, 1977 Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the following documents be received and filed: 1. Report of Paducah Planning Commission respecting' the proposed re- subdivision of property of GPIDA and the dedication of a 60 foot right-of-way to be know as "Charter Oak Drive", located in the Coleman Road Industrial site between Coleman Road and I-24, south of Cairo Road.' 2. Report of Paducah Planning Commission regarding an amendment to The Paducah Zoning Ordinance - 1976, to include townhouses in residential zones. 3. Agreement between Lawrence Hammet, et al and the' City to con- struct a private sewer line in the City of Paducah. 4. Certificate of Insurance covering Mathis Plumbing & Heating, issued by United 'States Fidelity & Guaranty Company. 5. For the gymnasium floor to be installed in the Boys' Club of Paducah, Inc . : Standard form of agreement between Gary E. Peck, Architect and Lusk Acoustical & Supply Company, Inc.; Certificate of Insurance covering Lusk Acoustical & Supply Company, Inc . , issued by St. Paul Insurance Company and Mission Insurance Company; Labor and Material Payment Bond and Performance Bond, issued by St. Paul Fire and Marine Insurance Company. Commissioner Puryear offered motion, seconded by Commissioner Grumley, that the Board of Commissioners approve the sale by the City of Paducah of the following cemetery lots and that the City Clerk be authorized to execute a deed of conveyance to said cemetery graves: 1. To C. D. Ledford of the southeast corner of Lot No. 343, Block 6, Rushing Addition, for the sum of $100.00, (Receipt No. 17939) . 2. Hamock Funeral Home for Thomas E. Anderson, of the southwest corner of Lot No. 124, Block No. 9, Rushing Addition, for the sum of $100.00 (Receipt No. 17941) . Commissioner Hornsby offered motion, seconded by Commissioner Puryear, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by reference to a summary' thereof; I therefore move that a resolution requesting the City Manager to advertise for bids for a rubber tired tractor for use by the Parks & Recreation Department, and for a rubber tired low center of gravity tractor to be used by the Flood Control Department, and as appended in full hereto, be adopted according to law. Commissioner Puryear offered motion, seconded by Commissioner Hornsby as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by reference to a summary thereof; i Proceedings of Board of Commissioners City of Paducah I therefore move that a resolution authorizing the Mayor to execute all necessary documents for the City of Paducah to apply and participate in the Federal Property As Program and as appended in full hereto, be adopted according to law. Mayor Murphy offered motion, seconded by Commissioner Hornsby, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by reference to a summary thereof; No. October 25, 1977 I therefore move that a resolution requesting the City Manager to advertise for bids the purchase of exercise equipment and supervised instructions , in the use of said equipment for the Police and Fire Departments in a physical fitness program and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . follows: Commissioner Grumley offered motion, seconded by Commissioner Hornsby, as WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance accepting the proposal of West Kentucky Equipment Company in the amount of $3,039.96 and the proposal of Jasper Engines in the amount of $5,136.00 for repairs to the International 250-C tractor used on the Refuse De- partment landfill, and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) follows: Commissioner Grumley offered motion, seconded by Commissioner Puryear, as WHEREAS, Kentucky "Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance amending sub -section (a) of Section 10-61 "Civil Service" of the Code of Ordinances of the City of Paducah', to amend and increase the salary of the Director of Public Services and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, Puryear and Mayor Murphy (3) , Commissioner Hornsby voted "Nay". Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . follows: Commissioner Puryear offered motion, seconded by Commissioner Hornsby, as WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance approving the final report of the Paducah Planning Commission for the resubdivision of the Coleman Road Industrial site owned by Greater Paducah Industrial Association and establishing and accepting the dedication of Charter Oak Drive and other ; public rights-of-way and utility easements, and as appended in full hereto, be adopted according to law. Commissioner Puryear offered motion, seconded by Commissioner Hornsby, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance fixing the levies and rates of taxation on all property in the City of Paducah, Kentucky, subject to taxation for municipal purposes and for school purposes for the period from July 1, 1977 through June 30, 1978, and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Mayor Murphy offered motion, seconded by Commissioner Grumley, as follows: WHEREAS,Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance authorizing the Mayor and City Clerk to execute 'to Commonwealth of Kentucky for the use and benefit of, the Department of Transportation, a quitclaim deed conveying the interest of the City of Paducah in and to a lot in the rear of 1721. Meyers Street, and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Mayor Murphy offered motion, seconded by Commissioner Grumley, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance authorizing the City Manager to execute an agreement between the City of Paducah and Woodlawn, Oakdale and Husband Road Water District, providing compensation to the District in consideration of the District providing sewer services to southside residents of the City of Paducah, and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Proceedings of Board of Commisioners No. City of Paducah October 25, 1977 Mayor Murphy offered motion, seconded by Commissioner Grumley, as follows: WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference to a summary thereof; I therefore move that an ordinance amending Section 2 and Section 3 of Ordinance No. 75-9-1172, changing the date for payment of city taxes to November and April in each fiscal year, and prescribing that the annual levy for city taxes be made before November 1 in each fiscal year, and as appended in full hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that the Board retire to Executive Session for the purposes of discussing the Firemen's contract and the settlement of a lawsuit. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Upon conclusion of the Executive Session, the Board reconvened in the Commission Chamber, whereupon the Mayor announced there was no further business. Upon motion the meeting adjourned.
