City of Paducah June 28, 1977
At a regular meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky, at 7:30 p.m. on June 28, 1977, Mayor Pro -tem Brumley
presided and upon call of the Roll the following answered to their names: Commissioners
Grumley, Hornsby, Puryear and Mayor Pro -tem Brumley (4) , Mayor Murphy was absent (1) .
Mayor Pro -tem Brumley offered motion, seconded by Commissioner Puryear, that
the reading of the minutes for June 14, 1977 be waived and that the Minutes of said meeting
prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas,
Commissioners Grumley, Hornsby, Puryear and Mayor Pro -tem Brumley (4) .
Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that the
letter dated June 20, 1977, from Mrs. Joe Armstrong and other persons under the
Appointive Employees' Pension Plan, addressed to the Mayor and Commissioners, be received
and filed. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear
and Mayor Pro -tem Brumley (4) .
Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that the
following deeds be received and filed:
1. Between the Paducah -McCracken County Riverport Authority and the
City of Paducah, which has been recorded in Deed Book 595, page 3,
in the McCracken County Court Clerk's office. (property for Southside
Fire Station) .
2. Between Charles E. Turner and the City of Paducah, which has been
recorded in Deed Book 594, page 523, in the McCracken County Court
Clerk's 'office.
Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor
Pro -tem Brumley (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that
upon recommendation of the City Manager, I move that the following personnel changes be
made:
1. T. J. Alexander, collector in the Refuse Department, be placed under
Civil Service, retroactive to June 21, 1977.
2. The following be employed in the Parks and Recreation Department, retro-
active to June 20, 1977:

9. The, retirement of Willie L. Hunt, captain in the Fire Department, be received and
accepted, effective July 5, 1977.
10. Oscar V. Woods, truck driver in the Refuse Department, be set back to,
collector. in said department, at a salary of $3.95 per hour, retroactive to
June 6, 1977.

and at no salary.
14. Hugh K. Arant, laborer in the Street Department, be promoted to truck
driver in said department, at a salary of $4.07, retroactive to June 202 1977.

Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
the following Certificates of Insurance be received, approved and filed:

Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
following reports be received and filed:
1. Report of the Electric Plant Board, dated June 16, 1977, pertaining
to the Schedule of Rates and Charges.
2. Report of Paducah Transit Company, for the month of May, 1977.

Mayor Pro -tem Brumley offered motion, seconded by Commissioner Hornsby, that
the following executed contracts be received and filed:
1. Between the City and Felean Motors, Inc . , for the purchase
of one 1977 Mercury Grand Marquis for use by the Mayor.
2. Between the City and IBM Corporation, for the purchase
of one Magnetic Typewriter to be used in the office of the
City Clerk.
3'. Between the" City and B &' B Construction Company, for the
construction of a new sidewalk on the east side of City Hall.

I therefore move that an ordinance authorizing the City Manager to enter into a
contract with Allie Morgan, in the amount of $2,400.00, for providing a telecommunication
study, and as appended in full

I therefore move that an ordinance repealing Section 2-51 entitled, "Special
Counsel to Legal Department" and as appended in full hereto, be adopted according to law.

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance accepting the proposal of HARTCO Contractors,
Inc . , to furnish all labor, materials, equipment, tools and services necessary for the
construction of the Paducah Riverfront Improvement Program L Phase III, -for .the sum. of
$165,133.84, and as appended in full hereto, be adopted according to law; this being the
second and final reading. Adopted on call of the Roll, Yeas, Commissioners Grumley,
Hornsby, Puryear and Mayor Pro -tem Brumley (4) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance accepting the bid of Gene Grief & Sons, Inc.,
for construction of a Southside Fire Station located on Yeiser Street at Bethel Street, for the
sum of $202,476.00, and as appended in full hereto, be adopted according to law. Adopted
on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Pro -tem
Brumley (4) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance accepting the bid of Allan Rhodes, Inc. for
sale to the City of a 1977 Ford truck to be used by the Paducah Dog Wardens, for the
sum of $3,687.15, and as appended in full hereto, be adopted according to law, this being
the second and final reading. Adopted on call of the Roll, Yeas, Commissioners Grumley,
Hornsby, Puryear and Mayor Pro -tem Brumley (4) .
Mayor Pro -tem Brumley offered motion, seconded by Commissioner Hornsby, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof:
I therefore move that an ordinance authorizing the City Manager to execute a contract
with Biagi -Hannan and Associates, Inc . ,
in the
amount of $8,780.90 for
engineering services
in relocating the transformer pad at the
Island
Creek substation in the
area of interference
with the proposed construction of the riverfront access road, and as appended in full hereto,
be adopted according to law; this being the second and final reading. Adopted on call of

Commissioner Grumley offeredmotion, seconded by Commissioner Hornsby, that the
Board retire to Executive Session for the purposes of discussing personnel, (wages, etc . )
in order to prepare the. 1977-78 budget. Adopted on call of the Roll, Yeas, Commissioners
Grumley, Hornsby, Puryear and Mayor Pro -tem Brumley (4) .
Upon conclusion of the Executive Session, the Board reconvened in the Commission
Chamber, whereupon Mayor Pro -tem Brumley announced there was no further business.
Upon motion the meeting adjourned.
