At a called meeting of the Board of Commissioners held in the Commission
Chamber in the City Hall, Paducah, Kentucky, at 4:30 p.m. on May 25, 1977, Mayor
Murphy presided and upon call of the Roll the following answered to their names: Com-
missioners Grumley, Hornsby, Puryear and Mayor Murphy (4) . Commissioner Brumley
was absent (1) .
Mayor Murphy offered motion, seconded by Commissioner Hornsby, that the read-
ing of the minutes for May 10, 1977 be waived and that the Minutes of said meeting pre-
pared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Com-
missioners Grumley, Hornsby, Puryear and Mayor Murphy (4) .
Mayor Murphy offered motion, seconded by Commissioner Hornsby, that the
executed copies of the Notice of Called Meeting, to be held at 4:30 p.m., on May 25, 1977
be received and filed. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby,
Puryear and Mayor Murphy (4) .
Mayor Murphy offered motion, seconded by Commissioner Hornsby, that
The terms of office of H. C. Mathis and Betty Whitlow as members of
the Board of Trustees of the Paducah Public Library will expire on June 14, 1977,
I hereby reappoint the said H. C. Mathis and Betty Whitlow as members of said
Board of Trustees for a further term of four (4) years, so that said Board shall
be composed of the following members:
Lionel Minnen, whose term expires June 14, 1978
Mrs. Malcolm Jones, whose term expires June 14, 1978
Dr. C. P. Orr, whose term expires June 14, 1979
John D. Williams, whose term expires June 14, 1980
Mrs. Nedra Davis, whose term expires June 14, 1980
H. C. Mathis, whose term expires June 14, 1981
Betty Whitlow, whose term expires June 14, 1981.

Commissioner Grumley offered motion, seconded by Commissioner Puryear, that
I move that the following claims be approved, and that the City
Treasurer be authorized to pay said claims after first obtaining a complete
and final release:
1. The claim of Claude Smith in the amount of $40.00 for damage
to his camper truck which was struck by a leaf machine
operated by Edward Wade, on April 8, 1977;, and
2. The claim of Sam McManus in the amount of $131.40 for damage
to his 1972 Cheville which was struck by a refuse truck operated
by James E. Clayton, on March 11, 1977.

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, as
WHEREAS, by mistake a motion adopted at the meeting of February 8, 1977
pertaining to the following matter contained an incorrect date, and
WHEREAS, by this motion the aforesaid mistake is hereby corrected.
I therefore move that the following motion be adopted:
"The following applicant - candidates in the Paducah Fire Department,
having satisfactorily completed a training program and probationary period of
120 days as of January 17, 1977, are hereby appointed firefighters in said
department, at a base hourly rate of $2.48 per hour, effective January 17, 1977:
Barry L. Arant at 7: 00 a.m.
Charles F. Leath at 7:02 a.m.
James A. Glore at 7:04 a.m.
John M. Starks at 7:06 a.m.
Joseph P. Smith at 7:08 a.m."

in the Paducah Fire Department, effective May 30, 1977, at Employ - firemen:
a salary of $395.00 per month, provided by such time they
furnish at their expense, a satisfactory medical report as to
their physical condition, including an electrocardiogram and

10. Leslie Kim Grumbach be employed as temporary stenographer in the
Parks and Recreation Department, at a salary of $2.25 per hour,
retroactive to May 24, 1977.

Commissioner Puryear offered motion, seconded , by Commissioner Hornsby, that
the Board of Commissioners approve the sale by the City of Paducah of the following
cemetery lot, and that the City Clerk be authorized ,to execute a ,deed of conveyance to
said cemetery grave:
Hamock Funeral Home for Stephen Jerome Brown, of the southwest corner
of Lot No. 307 in Block 6, Rushing Addition, for the sum of $100.00
(Receipt No. 15727) .

I move that the following documents be received and filed:

2. A copy of the "Municipal Fire Protection Study" made by National
Loss Control Service Corporation.
3. Certificates of Insurance as follows:
Roy Amis, issued by Aetna .Casualty & Surety Company, for a
period expiring April 3,. 1978
Ninth Street Church of Christ, Certificate of Insurance and Bond
No. LSC 265453, for a period expiring September 16, 1977.
4. Report of the Electric Plant Board pertaining to its schedule of
rates and charges, dated May 6, 1977.

Commissioner Brumley offered motion, seconded by Commissioner Grumley ' as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by
reference to a summary thereof;
I therefore move that a resolution approving and ratifying the execution of an
agreement between the Commonwealth of Kentucky, acting by and through the Kentucky
Department of Parks and the City of Paducah, Kentucky, for construction of two restroom
facilities in Bob Noble Park, and as appended in full hereto, be adopted according to,
law. Adopted on call of the Roll, Yeas, Cmmissioners Brumley, Grumley, Hornsby,
Puryear and Mayor Murphy (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby,
as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by
reference to a summary thereof;
I therefore move that a resolution requesting the City Manager to advertise
for bids for the purchase of one new pickup truck to be used by the Dog Wardens and
as appended in full hereto, be adopted according to law. Adopted on call of the Roll,
Yeas, Commissioners Brumley, Grumley,, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby,
as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of 'resolutions by
reference to a summary thereof;
I therefore move that a resolution approving the :application of the Pines
Subdivision for permission to connect to the City sewer system and determining the rates
therefor, and as appended in full hereto, be adopted according to law. Adopted on call
of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Mayor Murphy offered motion, seconded by Commissioner Hornsby, as follows:
WHEREAS, Kentucky Revised Statutes permit- the adoption of resolutions by

I -therefore move, that - a resolution reciting the need for acquiring certain
parcels of land -to be used for the construction and development ,of Paducah -McCracken
County Riverport Authority, and as appended in full hereto, be adopted according to law.

I therefore move that an ordinance amending sub -section (b) of Section
17-89 "Insurance Companies" of the Code of Ordinances and as appended in full hereto,

I therefore move that an ordinance authorizing and directing the City Manager
to exercise the City's option with Angels of Mercy, Inc . , for ambulance service for twelve
(12) months beginning June 1, 1977, for a $15,000.00 annual payment as as appended in
full hereto, be adopted according to law; this being the second and final reading. Adopted
on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor

Commissioner Puryear offered motion, seconded by Commissioner Hornsby,
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance approving a contract between the City
of Paducah and Paducah Water Works providing for the discharge of Paducah Water
Works' sludges and the treatment of same, for the sum of five cents per one thousand
gallons, and as appended in full hereto, be adopted according to law. Adopted on call
of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor
Murphy (5) .
Commissioner Brumley offered motion, seconded by Commissioner Grumley,
that the Board retire to executive session for the purpose of discussing real estate and
personnel matters. Adopted on call of the Roll Yeas, Commissioners Brumley, Grumley,
Hornsby, Puryear and Mayor Murphy (5) .
Upon conclusion of the executive session, the Board reconvened in the
Commission Chamber, whereupon the Mayor announced them was o futher business.
Upon motion the meeting adjourned.
