At a regular meeting of the Board of Commissioners held in the
Commission Chamber in the City Hall, Paducah, Kentucky, at 7:30 p.m. on Jan-
uary 25, 1977, Mayor Murphy presided and upon call of the Roll the following
answered to their names: Commissioners Brumley, Grumley, Hornsby, Puryear
and Mayor Murphy (5) .
Mayor Murphy offered motion, seconded by Commissioner Hornsby
that the reading of the minutes for January 11, 1977 be waived and that the Minutes
of said meeting prepared by the City Clerk be approved as written. Adopted on call
of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor
Murphy (5) .
Commissioner Brumley offered motion, seconded by Commissioner Grumley,
that a letter from St. Mary High School regarding a TIME CAPSULE buried on the
St. Mary campus on Columbus Day, October 11, 1976, and to be opened in 100 years,
2076, be received and filed. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Grumley offered motion, seconded by Commissioner Brumley,
that upon recommendation of the City Manager, I move that the following personnel
changes be made:
1. Linda Sue Oliver be employed as temporary stenographer in the
Parks and Recreation Department, at a salary of $2.25 per hour,
retroactive to January 10, 1977.
2. Robert Croom, assistant janitor in the maintenance department be
placed under civil service, effective January 25, 1977.
3. The following named laborers in the Street Department be placed
under civil service, effective January 25, 2977:
Hugh K. Arant
Larry Coleman Gary L. Culp

Puryear and Mayor Murphy (5) .
Commissioner Grumley offered motion, seconded by Commissioner Brumley,
that an executed copy of the Law Enforcement Assistance Administration application
for purposes of receiving a communications grant for the Paducah Police Department,
be received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Grumley offered motion, seconded by Commissioner Brumley,
that exonerations prepared and delivered by the City Treasurer (covering period
July 1, 1976 - December 31, 1976) numbered 23984 thru 24066 (City) and 85 thru
141 (County) be received and filed and that the amounts of same totaling
$35,337.47 be exonerated on tax bills shown and designated by said exonerations.

Commissioner Hornsby offered motion, seconded by Commissioner Puryear,
that the following executed contracts be received and filed:

I therefore move that an Ordinance accepting the bid of Stello Products,
Inc. for sale to the City of approximately 379 traffic sign posts and 1,056 traffic signs,
for the sum of $18,359.00, and as appended in full hereto, be adopted according to law;
this being the second and final reading. Adopted on call of the Roll, Yeas, Com-

Workmen's Compensation Insurance for employees of the City of Paducah, Kentucky, for
the year 1977, for a deposit premium of $97,786.00, and as appended in full hereto,
be adopted according to law; this being the second and final reading. Adopted on call
of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor
Murphy (5) .

as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance accepting the bid of Kentucky Machinery,
Inc. for sale to the City of a Etnyre Bituminous Distributor for use by the Street
Department, in the amount of $10,763.00, and as appended in full hereto, be adopted
according to law; this being the second and final reading. Adopted on call of the
Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .

I therefore move that an ordinance authorizing the City Manager to purchase
an AC Dozer from the Jackson Purchase Local Officials Organization, Inc . , for the
sum of $1,341.87 and as appended in full hereto, be adopted according to law. Adopted

as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
references to a summary thereof;
I therefore move that an ordinance accepting the bid of Kentucky Machinery,
Inc. for sale to the City of a 1900 Gallon Model NS Street Flusher for a net cost of
$9,184.00 and as appended in full hereto, be adopted according to law; this being the
second and final reading. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear,
as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance accepting the bid of Allan Rhodes, Inc.
for sale to the City of a 1977 Ford Truck, Model LN750, for use with the Street
Flusher, in the amount of $9,252.11, and as appended in full hereto, be adopted
according to law; this being the second and final reading. Adopted on all of the Roll,
Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear,
as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance accepting the bid of Allan Rhodes, Inc.
for sale to the City of a 1977 Ford, Model LN750, truck to be used with the bi-
tuminous distributor, for the sum of $9,252.11, and as appended in full hereto, be
adopted according to law; this being the second and final reading. Adopted on call
of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor
Murphy (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby,
as follows:
WHEREAS Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance fixing the apportionment of the public
funds of the City of Paducah, Kentucky, for the period from July 1, 1976 through
June 30, 1977, and appropriating the public revenue and income of the City of Paducah
for such purposes, and as appended in full hereto, be adopted according to law.

Commissioner Puryear offered motion, seconded by Commissioner Hornsby,
as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
references to a summary thereof;
I therefore move that an ordinance accepting the bid of John Ellis and wife,
Dorthea Ellis, to purchase the interest of the City of Paducah in the lot at 1009 South
Third Street, for the sum of $600.00, and authorizing the Mayor and City Clerk to
execute a quitclaim deed, be adopted according to law. Adopted on call of the Roll,
Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby
as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance accepting the proposal of Allen and Barnett,
Certified Public Accountants, for auditing services for the City of Paducah from
July 1, 1976 to June 30, 1977, and as appended in full hereto, be adopted according
to law; this being the second and final reading. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .

WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance approving the final report of the
Paducah Planning Commission respecting the rezoning of property located at 1401,
1407 and 1415 Lone Oak Road, and amending the Paducah Zoning Ordinance - 1976 so
as to effect such rezoning, and as appended in full hereto, be adopted according to
law. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby,
Puryear and Mayor Murphy (5) .
Mayor Murphy offered motion, seconded by Commissioner Hornsby, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance accepting the bid of Woodall Motor Sales
for sale to the City of two dump trucks to be used by the Street Department, in the
amount of $17,132.00, and as appended in full hereto, be adopted according to law.

Commissioner Brumley offered motion, seconded by Commissioner Grumley,
that the Board adjourn to executive session for the purpose of discussing the hiring
of a City Manager. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Grumley, Hornsby, Puryear and Mayor Murphy (5)
Upon conclusion of the executive session, the Board reconvened in the Com-
mission chamber, whereupon the Mayor announced there was no further business.
Upon motion the meeting adjourned.
