At a Regular Meeting of the Board of Commissioners held in the Commission
Chamber in the City Hall, Paducah, Kentucky, at 7: 30 p.m. on October 12, 1976, Mayor
Murphy presided and upon call of the Roll the following answered to their names:
Commissioners Brumley, Puryear and Mayor Murphy (3) , Commissioners Grumley and
Hornsby were absent (2) .
Mayor Murphy offered motion, seconded by Commissioner Brumley, that the
reading of the Minutes for September 28, 1976 be waived and that the Minutes of said meeting
prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Puryear and Mayor Murphy (3) .
Commissioner Brumley offered motion, seconded by Commissioner Puryear, that
upon recommendation of the City Manager the following personnel changes be made:
1. Hugh K. Arant be employed as a Laborer in the Street Department at a salary
of $3.62 per hour retroactive to October 8, 1976.
2 Warren E. Pickering be employed as a Laborer in the Street Department at a
salary of $3.62 per hour retroactive to October 8, 1976.
3. Larry G. Coleman be employed as a Laborer in the Street Department at a
salary of $3.62 per hour retroactive to October 11, 1976.
4. Mona R. Lawrence be employed as Executive Secretary in General Government
at a salary of $590.00 per month retroactive to October 11, 1976.
5. Gary Culp be employed as a Laborer in the Street Department at a salary of
$3.62 per hour effective October 13, 1976.
6. Charles Whited, Laborer in the Street Department, be promoted to Truck Driver
in the Street Department at a salary of $3.88 per hour retroactive to October
11, 1976.
7. The resignation of John Holt, Patrolman in the Police Department, be received
and accepted retroactive to October 6, 1976.
8. The resignation of Jimmie L. Irvan, Truck Driver in the Street Department, be
received and accepted retroactive to September 20, 1976.
9. The resignation of Robert L. Hill, Sewerman in the Street Department, be
received and accepted retroactive to September 20, 1976.
10. The following Softball Supervisors in the Parks and Recreation Department be
terminated retroactive to September 27, 1976:

11. Kenneth E. Johnson, Maintenance Helper in the Maintenance Department, be
placed under Civil Service retroactive to September 13, 1976.
12. Velva Jean Bristow, Assistant License Inspector in the Finance Department, be
placed under Civil Service retroactive to September 13, 1976.
13. Bobby Johnson, Collector in the Refuse Department, be placed under Civil Service
retroactive to October 10, 1976.
14. The following Temporary Truck Drivers in the Parks & Recreation Department
be terminated retroactive to October 11, 1976:

Commissioner Brumley offered motion, seconded by Commissioner Puryear,
that a copy of the motion adopted by the Paducah Planning Commission on September 20, 19769
recommending closing of a portion of North 31st Street between Clay Street and Trimble Street, be
received and filed. Adopted on call of the roll yeas Commissioners Brumley, Puryear and
Mayor Murphy (3) .
Commissioner Brumley offered motion, seconded by Commissioner Puryear,
that the sale by the City of Paducah to Hamock Funeral Home for Birdie Redmon of the South-
west corner of Lot No. 291, in Block 6 of the Rushing Addition to Oak Grove Cemetery for the
sum of $100.00 (Receipt No. 13004), and that the City Clerk be authorized to execute a deed
of conveyance to said cemetery grave. Adopted on call of roll yeas Commissioners Brumley,
Puryear and Mayor Murphy (3) .
Commissioner Brumley offered motion, seconded by Commissioner Puryear,
that the sale by the City of Paducah to Cosmopolitan Mortuary for Robert Hunter of the south-
west corner of Lot No. 293 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery,
for the sum of $100.00 (Receipt No. 13008) , and that the City Clerk be authorized to execute
a deed of conveyance to said cemetery grave. Adopted on call of roll yeas Commissioners
Brumley, Puryear and Mayor Murphy (3) .
Commissioner Brumley offered motion,, seconded by Commissioner Puryear,
that the sale by the City of Paducah to Cosmopolitan Mortuary for Curtis Cork, of the
Southwest corner of Lot No. 292 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery,
for the sum of $100.00 (Receipt No. 13006) , and that the City Clerk be authorized to execute
a deed of conveyance to said cemetery grave. Adopted on call of roll yeas Commissioners
Brumley, Puryear and Mayor Murphy (3) .
Commissioner Brumley offered motion, seconded by Commissioner Puryear,
that the following bids for a sewer cleaning machine to be used in the Street Department be
received and filed:

Commissioner Puryear offered motion, seconded by Commissioner Brumley, that
the executed copy of the contract between the City of Paducah and Allan Rhodes, Inc. for sale
of one new LTD Station Wagon for use by the Fire Department be received and filed. Adopted

Commissioner Puryear offered motion, seconded by Commissioner Brumley, that
the executed copy of an Agreement between the City of Paducah and Florence & Hutcheson, Inc . ,
for engineering service for an extension to the sanitary sewer system along North Eighth Street,
be received and filed. Adopted on call of roll yeas Commissioners Brumley, Puryear and Mayor
Murphy (3) .
Commissioner Puryear offered motion, seconded by Commissioner Brumley,
that a copy of the Resolution adopted by the Electric Plant Board on September 22, 1976,
pertaining to the Schedule of Rates and Charges, be received and filed. Adopted on call
of roll yeas Commissioners Brumley, Puryear and Mayor Murphy (3) .
Commissioner Puryear offered motion, seconded by Commissioner Brumley, that
a copy of the motion adopted by the Paducah Planning Commission recommending acceptance
of the proposal of National Loss Control Service Corporation for the preparation of a "Municipal
Fire Protection Study", for the City of Paducah, Kentucky, be received and filed. Adopted on
call of roll yeas Commissioners Brumley, Puryear and Mayor Murphy (3) .
Commissioner Puryear offered motion, seconded by Commissioner Brumley, that
the reports of the Paducah Water Works for the month of September, 1976, be received and filed.

Mayor Murphy offered motion, seconded by Commissioner Brumley, that
a copy of the motion adopted by the Paducah Planning Commission recommending closing
of a portion of an alley located between North 8th Street and Oak Street and between Olive
Street and Pine (Cole) Street, be received and filed. Adopted on call of roll yeas Commis-
sioners Brumley, Puryear and Mayor Murphy (3) .
Mayor Murphy offered motion, seconded by Commissioner Brumley, that the
liability insurance policy issued by Commercial Union Insurance Company covering work
done by Alexander -Crenshaw , Inc. for a period of one year from July 9, 1976, be received ,
approved and filed. Adopted on call of roll yeas Commissioners Brumley, Puryear and Mayor
Murphy (3) .
Commissioner Puryear offered motion, seconded by Commissioner Brumley, as
follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by
reference to a summary thereof;
I therefore move that a Resolution requesting the City Manager to advertise
for bids for the purchase of one new pickup truck for use in the Paducah Parks and
Recreation Department and as appended in full hereto, be adopted according to law. Adopted

as follows:
WHEREAS , Kentucky Revised Statutes permit the adoption of resolutions by
reference to a summary thereof;
I therefore move that a Resolution authorizing the city manager to advertise
for bids for a current model pickup truck to be used at the Sewage Treatment Plant, and

The following motion was introduced by Mayor Murphy and seconded by
Commissioner Puryear:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances
by references to a summary thereof;
I therefore move that an ordinance providing for the closing of a portion of an
alley lying between North 8th Street and Oak Street and between Olive Street and Pine (Cole)
Street, and as appended in full hereto, be adopted according to law.
No vote was taken after said motion and Commissioner Puryear offered the fol-
lowing motion, seconded by Commissioner Brumley, "I move that an ordinance providing
for the closing of a portion of an alley lying between North 8th Street and Oak Street and
between Olive Street and Pine (Cole) Street be tabled for further study" which upon call of
roll yeas Commissioners Brumley, Puryear and Mayor Murphy. (3)

WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an Ordinance amending Section 2-106 of Article V "Meet-
ings of Board of Commissioners" and Section 2-128 of Article VI "Legal Department", of the
Code of Ordinances of the City of Paducah, and as appended in full hereto, be adopted
according to law. Adopted on call of roll yeas Commissioners Brumley, Puryear and Mayor

Mayor Murphy offered motion, seconded by Commissioner Puryear, as
follows:
WHEREAS , Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an Ordinance amending Sub -section (a) of Section 10-
54 "Cemetery Department" of the Code of Ordinances, which ordinance decreases the
number of positions of truck drivers and laborers in said department from 3 positions
to 2 positions, and as appended in full hereto, be adopted according to law. Adopted
on call of the Roll, Yeas, Commissioners Brumley, Puryear and Mayor Murphy (3) .
On motion the meeting adjourned.
