At a Regular Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky, at 7: 30 p.m. on September 28, 1976, Mayor Murphy
presided and upon call of the Roll the following answered to their names: Commissioners
Brumley, Grumley, Puryear and Mayor Murphy (4) , Commissioner Hornsby was absent.
Mayor Murphy offered motion, seconded by Commissioner Brumley, that the reading
of the Minutes for September 14, 1976 be waived and that the Minutes of said meeting prepared
by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Grumley, Puryear and Mayor Murphy (4) .
Commissioner Brumley offered motion, seconded by Commissioner Grumley, that
upon recommendation of the City Manager, the following personnel changes be made:
The following be employed as Patrolmen in the Police Department at a salary of
$722.00 per month effective October 4, 1976 , hour as shown:
Michael W. Ragsdale at 7: 59 A.M.
Daryl E. Stalls at 8: 00 A.M.

Murphy (4) .
Commissioner Brumley offered motion, seconded by Commissioner Grumley, that
the executed copy of the contract between the City of Paducah and Angels of Mercy, Inc . ,
dated September 20, 1976, be received and filed. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) .
Commissioner Brumley offered motion, seconded by Commissioner Grumley, that
the Board of Commissioners approve the sale by the City of Paducah to James Hamilton of the
Southwest corner of Lot No. 294 in Block 6 of the Rushing Addition to Oak Grove Cemetery
for the sum of $100.00 (Receipt No. 9390) , and that the City Clerk be authorized to execute a deed
of conveyance to said cemetery grave. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Grumley, Puryear and Mayor Murphy (4) .
Commissioner Brumley offered motion, seconded by Commissioner Grumley, that
the Board of Commissioners approve the sale by the City of Paducah to Mundy Funeral Home for
David Hamilton of the Southeast corner of Lot No. 294 in Block No. 6 of the Rushing Addition to
Oak Grove Cemetery for the sum of $100.00 (Receipt No. 9384) , and that the City Clerk be
authorized to execute a deed of conveyance to said cemetery grave. Adopted on call of the
Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) .
Commissioner Brumley offered motion, seconded by Commissioner Grumley, that
the Continuation Certificate issued by Western Surety Company continuing the $2, 000 Bond of
V. L. Chandler for an additional period of one year from October 29, 1976, be received,
approved and filed. Adopted on call of the Roll. Yeas , Commissioners Brumley, Grumley,
Puryear and Mayor Murphy (4) .

Commissioner Grumley offered motion, seconded by Commissioner Brumley, that
upon recommendation of the City Manager the following personnel changes be made:

1. Cecil Trail be employed as Equipment Operator B in the Cemetery Department Employ - Cemetery Dept. e
at a salary of $4.33 per hour retroactive to September 20, 1976. Cecil Trail -Equip. Opr. .
2. William L. Rickman be employed as Equipment Operator B in the Street Depart-
ment at a salary of $4.33 per hour retroactive to September 22, 1976,
3. Terry W. Riley be employed as Collector in the Refuse Department at a salary
of $3.62 per hour retroactive to September 21, 1976.
4. Robert L. Croom be employed as Assistant Janitor in the Maintenance Department
at a salary of $3.32 per hour effective October 1, 1976.
5. Earl L. Gregory be employed as Collector in the Refuse Department at a salary
of $3.62 per hour effective September 28, 1976.
6. The following be employed as Patrolmen in the Police Department at a salary
-of $722.00 per month effective October 4, 1976, hour as shown:

time Office Clerk in the Cemetery Department, at a salary of $435.00 per month
retroactive to September 27, 1976.
10. Janet Pierce, part-time clerk -stenographer in the office of the Planning & Zoning
Administrator, be transferred to Community Development Housing, Department of
Planning & Development, as a part-time clerk -stenographer at a base salary of $4.00
per hour, effective September 29, 1976; to work such hours as may be determined by the
Director of Planning & Development and the City Manager.
11. Charles Hobbs, Laborer in the Street Department be promoted to Truck
Driver in the Street Department at a salary of $3.88 per hour, retroactive
to September 13, 1976.
12. The retirement of Leon Perkins, Truck Driver in the Refuse Department,
be received, filed and accepted retroactive to September 13, 1976.
13. The resignation of Frank C. Still, Director of Civil Defense, be received,
filed and accepted effective September 30, 1976.
14. Mark Larsen, part-time supervisor for the Summer Youth Program in the
Inspection Department be terminated retroactive to August 18, 1976.

Commissioner Grumley offered motion, seconded by Commissioner Brumley,
that the Supplemental Agreement, dated September 27, 1976, supplementing and amending
the Agreement between the City of Paducah, Kentucky and the Electric Plant Board of the
City of Paducah, Kentucky, d/b/a Paducah Power System of March 29, 1976, be received
and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear
and Mayor Murphy (4) .
Commissioner Grumley offered motion, seconded by Commissioner Brumley,
that the Summary of income and expenses submitted by the Kelley Transportation Company,
Inc. , for bus service within the City of Paducah for the months of July and August, 1976,
be received and filed Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley,
Puryear and Mayor Murphy (4) .
Commissioner Grumley offered motion, seconded by Commissioner Brumley, that
the Board of Commissioners approve the sale by the City of Paducah to Cosmopolitan Mortuary
for Richard Abraham of the Southeast corner of Lot No. 293 in Block No. 6 of the Rushing
Addition to Oak Grove Cemetery for the sum of $100.00 (Receipt No. 9388) and that the City
Clerk be authorized to execute a deed of conveyance to said cemetery grave. Adopted on call of
the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) .
Commissioner Puryear offered motion, seconded by Mayor Murphy, that the
Agreement dated September 27, 1976 between the City of Paducah, Kentucky and Harper and
Arterburn , Inc. , pertaining to "Operation Townlift" , be received and filed. Adopted on call
of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) .
Commissioner Puryear offered motion, seconded by Mayor Murphy, that the claim

of William Pinnegar in the amount of $176.02 for damage to his 1976 Chevrolet one-half ton pickup
truck which was parked at 433 South 5th Street, when struck by a City of Paducah dump truck
driven by Anthony Herndon on August 27, 1976, be approved, and that the City Treasurer

be authorized to pay said claim after first obtaining a complete and final release. Adopted on

Commissioner Puryear offered motion, seconded by Commissioner Brumley , as
follows: I move that the Audit Report of the City of Paducah, Kentucky, prepared by Allen and
Barnett, Certified Public Accountants, for the year ending June 30, 1976, be received and filed,
and that the City Treasurer be directed to publish a condensed form of said Audit Report.
I further move that the Accountants' Report, Financial Statements and Supplemental
Data of the Revenue Sharing Funds for the year ending June 30, 1976, be received and filed.

Commissioner Puryear offered motion, seconded by Mayor Murphy, that a copy of the
motion adopted by the Paducah Planning Commission on September 20, 1976, recommending closing
of an alley bounded by 13th and 14th Streets and Clay Street and Park Avenue, be received and
filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor
Murphy (4) .
Commissioner Puryear offered motion, seconded by Commissioner Brumley, that the
Board of Commissioners receive and file a copy of a motion adopted by the Paducah Planning
Commission recommending the closing of an alley located between Afton Avenue and Friedman
Avenue, subject to the granting of easements for the passage of vehicles upon the easterly
end of the alleyway area of sufficient width for private driveways to the residences of
Sinquefield, Wurth and Walden. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Grumley, Puryear and Mayor Murphy (4) .

WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by the

I therefore move that a Resolution authorizing, adopting, approving, accepting and
ratifying the execution of Grant Agreement for Project No . 6-21-0043-07 between the United
States of America and City of Paducah and County of McCracken, Kentucky, and as appended
in full hereto, be adopted according to law.; Adopted on call of the Roll, Yeas, Commissioners

WHEREAS , Kentucky Revised Statutes permit the adoption of ordinance by reference
to a summary thereof;
I therefore move that an Ordinance which accepts the proposal of Scruggs and
Hammond, Inc. for the preparation of the Landscape, Street Furniture and Second Street Alley
Design for the Townlift Project, and as appended in full hereto, be adopted according to law.

$26, 000.00, and as appended in full hereto, be adopted according to law, this being the second

and Mayor Murphy (4) .

WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference

I therefore move that an Ordinance which accepts the bid of Allan Rhodes, Inc. for sale
to the City of a new 1977 LTD Station Wagon for use by the Assistant Chiefs in the Paducah Fire
Department for the total net price of $4 , 367.00 , and as appended in full hereto, be adopted
according to law, this being the second and final reading. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) .

Commissioner Puryear offered motion, seconded by Commissioner Grumley as follows:
WHEREAS , Kentucky Revised Statutes permit the adoption of ordinances by reference
to a summary thereof;
I therefore move that an Ordinance which accepts the offer of Charles B. Hays and
wife to purchase the interest of the City in Lot 9, Block "B" , Sowell's Addition (427 Hays Avenue)
for the sum of $350.00, and as appended in full hereto, be adopted according to law. Adopted
on call of the Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) .
Mayor Murphy offered motion, seconded by Commissioner Puryear, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference
to a summary thereof;
I therefore move that an ordinance amending Sub -section (a) of Section 2-47
"Noncivil service employees generally" and repealing Sub -section (g) of said section of the Code
of Ordinances of the City of Paducah, Kentucky, and as appended in full hereto, be adopted
according to law. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley , Puryear
and Mayor Murphy (4) .
Mayor Murphy offered motion seconded by Commissioner Puryear as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by reference
to a summary thereof;
I therefore move that an Ordinance approving the final report of the Paducah Planning
Commission on the "Comprehensive Plan" for the City of Paducah, Kentucky, and approving
said Plan, and as appended in full hereto, be adopted according to law. Adopted on call of the
Roll, Yeas, Commissioners Brumley, Grumley, Puryear and Mayor Murphy (4) .
On motion the meeting adjourned.
