At a Regular Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky, at 7: 30 P.M. on September 14, 1976, Mayor Murphy presided
and upon call of the Roll the following answered to their names: Commissioners Brumley, Grumley,
Hornsby, Puryear and Mayor Murphy (5) .
Mayor Murphy offered motion, seconded by Commissioner Hornsby, that the reading
of the Minutes for August 24, 1976 be waived and that the Minutes of said meeting prepared by the
City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Mayor Murphy made the following appointments:
Pursuant to the authority vested in me under the provisions of Section 107
of the 1976 Edition of the National Building Code, which was adopted by the Board of
Commissioners of the City of Paducah, Kentucky,, on June 22, 1976, I hereby appoint
the following members to the National Building Code "Board of Appeal":
John W. "Jack" Bradley, Jr. whose term expires September 14, 1977
Bill Marcum whose term expires September 14, 1978
Billy Harper whose term expires September 14, 1979
Bill Hudson whose term expires September 14, 1980
Elmer Crouch whose term expires September 14, 1981
I further designate Billy Harper to serve as Chairman of said Board
of Appeal. Adopted on call of the Roll, Yeas, Commissioners Brumley , Grumley, Hornsby, Purye
and Mayor Murphy (5) .
Commissioner Grumley offered motion, seconded by Commissioner Puryear, that
upon recommendation of the City Manager, the following personnel changes be made:
1. Greg Nelson Marion be employed as Basketroom Attendant in the Parks &
Recreation Department at a salary of $1.50 per hour, retroactive to August 26, 1976.
2. Douglas Painter be employed as Part-time Laborer in the Civic Center
at a salary of $2.20 per hour retroactive to September 13, 1976.
3. The following persons be employed as applicant -candidates in the Paducah Fire
Department, effective September 20, 1976, at a salary of $395.00 per month provided
by such time they furnish at their expense, a satisfactory medical report as to their
physical condition, including an electrocardiogram and back X-rays:
Barry Lewis Arant at 7: 00 a.m.
Charles Franklin Leath at 7: 02 a.m.
James Alvin Glore , Jr. at 7: 04 a.m.
John Michael Starks at 7: 06 a.m.
Joseph Preston Smith at 7: 08 a.m.
4. James Skabo, Truck Driver in the Street Department, be reclassified as a Sewer
Maintenance Man in the Street Department at a salary of $4.10 per hour retro-
active to August 30, 1976.
5. James T. Chatellier, Part-time Laborer in the Civic Center, be terminated
retroactive to September 13, 1976.
6. The following Water Treatment Men in the Parks & Recreation Department
be terminated retroactive to September 10, 1976:

12. The City's compulsory retirement provisions be waived as to B. Corbin Meriwether, ,
Inspector A in the Inspection Department, and that his period of employment be
extended for a period of 18 months from September 13, 1976 through March 12, 1978.
13. The resignation of W. E. Collier from the Street Department of the City of Paducah
be accepted, retroactive to August 30, 1976.
Adopted on call of the Roll, Yeas , Commissioners Grumley , Hornsby and Puryear (3) ,
Commissioner Brumley and Mayor Murphy voted "No".
Commissioner Grumley offered motion, seconded by Commissioner Brumley, that
the Certificate of Insurance issued by United States Fidelity and Guaranty Company to B & B
Construction Company for a period of one year from July 27, 1976, be received, approved and
filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear
and Mayor Murphy (5) .
Commissioner Grumley offered motion, seconded by Commissioner Brumley, that the
Certificate of Insurance issued by Commercial Union Assurance Companies to Malloy Marine
Service, Inc . , for a period of one year from July 3, 1976, be received, approved and filed.

Mayor Murphy (5) .
Commissioner Grumley offered motion, seconded by Commissioner Brumley, that
the reports of the Paducah Water Works for the month of August , 1976 , be received and filed.

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the
bid submitted by Allan Rhodes , Inc. for sale to the City of a new 1977 Ford Station Wagon to be
used by the assistant chiefs in the Paducah Fire Department, be received and filed. Adopted
on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor
Murphy (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear that
the Board of Commissioners approve the sale by the City of Paducah to Hamock Funeral Home for
Thad Powell of the Northeast corner of Lot No. 296 in Block No. 6 of the Rushing Addition to Oak
Grove Cemetery for the sum of $100.00 (Receipt No. 9382) , and that the City Clerk be authorized
to execute a deed of conveyance to said cemetery grave. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
following bids for construction of the South 28th Street Culvert and Street Improvement Project,
be received and filed:

Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
Certificate of Insurance issued by United States Fidelity and Guaranty Company to the City of
Paducah, covering work done by Herbert L. Mathis d/b/a Mathis Plumbing and Heating, for
a period of one year from August 21, 1976, be received, approved and filed. Adopted on call
of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
Board of Commissioners receive and file a copy of the budget prepared by J. William Howerton ,
City Manager , for the period from July 1, 1976 through June 30, 1977 , and I further move that
copies of the budget, which have been printed, be made available for distribution, and that a
public hearing on said budget be held at the meeting of the Board of Commissioners to be held at
7: 30 p.m. on September 28, 1976. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that a
copy of the resolution adopted by the Electric Plant Board on August 26, 1976, pertaining to the
Schedule of Rates and Charges, be received and filed. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Brumley offered motion, seconded by Commissioner Grumley , as follows:
WHEREAS , Kentucky Revised Statutes permit the adoption of resolutions by the
reference to a summary thereof;
I therefore move that a resolution authorizing the City Manager to advertise for bids
for renovation work to be done on the Alben Barkley Museum, and as appended in full hereto, be
adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley,
Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Brumley offered motion, seconded by Commissioner Grumley, as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by the
reference to a summary thereof;
I therefore move that a resolution authorizing the City Manager to advertise for bids
for sale to the City of a sewer cleaning machine for use by the Street Department, and as appended
in full hereto, be adopted according to law : Adopted on call of the Roll , Yeas, Commissioners

I therefore move that an Ordinance which releases certain covenants, conditions
and restrictions previously retained in a deed from the City of Paducah, Kentucky, to the
Paducah McCracken Riverport Authority, and as appended in full hereto, be adopted according

I therefore move that an Ordinance which increases the annual fee for a trailer park
permit from $5.00 to $6.00, and as appended in full hereto., be adopted according to law.

I therefore move that an Ordinance which amends Section 10-61 (a) "Unassigned
positions: of the Code of Ordinances of the City of Paducah, Kentucky, and as appended in full
hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Grumley, Hornsby, Puryear and Mayor Murphy (5) .

WHEREAS , Kentucky Revised Statutes permit the adoption of ordinances by the
reference to a summary thereof;
I therefore move that an Ordinance which: -provides for the closing of that portion of
Rustic Avenue (formerly North Central Avenue) lying between Country Club Lane and Woodland
Drive, and as appended in full hereto, be adopted according to law. Adopted on call of the Roll,
Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .

I therefore move that an Ordinance which authorizes the execution of a contract with
Angels of Mercy, Inc. for emergency ambulance service in Paducah, Kentucky, and as appended
in full hereto, be adopted according to law; this being the second and final reading. Adopted on
call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .

I therefore move that an Ordinance which authorizes payment to Leake Printing
Company of the sum of $1,623.50 for the printing of 1977 license stickers, and as appended in full
hereto,, be adopted according to law; this being the second and final reading. Adopted on call of
the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .

WHEREAS , Kentucky Revised Statutes permit the adoption of ordinances by the
reference to a summary thereof;
I therefore move that an Ordinance which accepts the bid of Allan Rhodes, Inc . for
sale to the City of a new 1977 LTD Station Wagon for use by the Assistant Chiefs in the Paducah
Fire Department for the total net price of $4,367.00, and as appended in full hereto, be adopted
according to law. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby,
Puryear and Mayor Murphy (5) .
Mayor Murphy offered motion, seconded by Commissioner Hornsby, as follows:
WHEREAS , Kentucky Revised Statutes permit the adoption of ordinances by the
reference to a summary thereof;
I therefore move that an Ordinance which accepts the proposal of Florence &
Hutcheson, Inc. for preparation of the Eighth Street Sanitary Sewer Design in an amount not
to exceed $26, 000.00, and as appended in full hereto, be adopted according to law. Adopted on
call of the Roll, Yeas , Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor
Murphy (5) .

WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by the
reference to a summary thereof;
I therefore move that an Ordinance which directs the City Manager to enter into
agreements by and on behalf of the City of Paducah with Harper & Arterburn , Inc. and the
Electric Plant Board of the City of Paducah, Kentucky, pertaining to additional costs claimed
by Harper & Arterburn, Inc. in connection with Operation Townlift , and as appended in full
hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Grumley , Hornsby. Puryear and Mayor Murphy (5) .

WHEREAS , Kentucky Revised Statutes permit the adoption of ordinances by the
reference to a summary thereof;
I therefore move that an Ordinance which amends Section 17-89 "Insurance Companies"
of the Code of Ordinances of the City of Paducah. Kentucky, and as appended in full hereto, be
adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley,
Hornsby, Puryear and Mayor Murphy (5) .
