City of Paducah July 27, 1976
At a Regular Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky, at 7: 30 p.m., on July 27, 1976, Mayor Murphy presided
and upon call of the Roll the following answered to their names: Commissioners Brumley,,
Grumley, , Hornsby, Puryear and Mayor Murphy (5) .
Mayor Murphy offered motion, seconded by Commissioner Hornsby, that the reading
of the Minutes for July 13 and 23, 1976 be waived and that the Minutes of said meetings prepared
by the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Grumley, , Hornsby, Puryear and Mayor Murphy (5) .
The next business to come before the Board was the hearing of the grievance filed
by Robert Cox, Jr . , a member of the Street Department. After hearing the evidence, Mayor
Murphy offered motion, seconded by Commissioner Hornsby, that the Board of Commissioners
sustain the reply, dated June 10, 1976, of J. William Howerton, City Manager, to the grievance
of Robert Cox, Jr. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, ,
Hornsby, Puryear and Mayor Murphy (5) .
Mayor Murphy made the following appointments:
The terms of office of members of the Human Rights Commission having
expired, I hereby appoint the following for terms of one year , said terms to expire
July 27, 1977.

Commissioner Grumley offered motion,, seconded by Commissioner Puryear , that
upon recommendation of the City Manager, the following personnel changes be made:
1. William Roy Stroup be employed as Switchboard Operator in the Fire Department
at a salary of $610.00 per month retroactive to July 19, 1976.
2. Kerry P. Warren be employed as Maintenance Man No. 2 in the Parks and Recreation
department at a salary of $4.10 per hour, retroactive to July 21, 1976.
3. Stephen LeNeave be employed as Maintenance Helper in the Maintenance
Department at a salary of $3.99 per hour retroactive to July 26, 1976.
4. Deborah L. McCann be employed as lifeguard in the Parks & Recreation
Department at a salary of $1.95 per hour retroactive to July 19, 1976.
5. The following be employed as Basketroom Attendants in the Parks and
Recreation Department at a salary of $1.50 per hour retroactive to July 19, 1976:

6. Shirley A. Winstead be employed as Special Recreation Assistant in Parks and
Recreation Department at a salary of $2.35 per hour retroactive to July 20, 1976.
7. Ricky Alan Felts, Basketroom Attendant in the Parks & Recreation Department
be terminated retroactive to July 16, 1976.
8. Michael Gary Tonnemacher, , Recreation Leader in the Parks & Recreation
Department be terminated retroactive to July 19, 1976.
9. The following be reclassified from Temporary Laborers in the Cemetery
Department to Temporary Truck Drivers in the Cemetery Department at a
salary of $2.35 per hour retroactive to July 5, 1976:

Commissioner Grumley offered motion, seconded by Commissioner Brumley, that
the "Report on Examination of Financial Statements of the Forest Hills Public Project" for the
Fiscal year ending May 31, 1976, be received and filed. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Grumley offered motion, seconded by Commissioner Brumley, that
the Board of Commissioners approve the sale by the City of Paducah to Mundy Funeral Home
for Cora Arnold of the Northeast corner of Lot No. 294 in Block No. 6 of the Rushing Addition
to Oak Grove Cemetery for the sum of $100.00 (Receipt No. 9369), and that the City Clerk be
authorized to execute a deed of conveyance to said cemetery grave. Adopted on call of the Roll,
Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Grumley offered motion, seconded by Commissioner Brumley, that the
executed copy of the contract between the City of Paducah and Wilkins Construction Company, Inc.
be received and filed . Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley,
Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
executed copy of the contract between the City of Paducah and Jimar Paving Company be received
and filed, and that the performance bond required by said contract, executed by said Company as
principal and Firemans Fund Insurance Company of San Francisco , California as surety,, be
received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
reports of the Paducah Water Works for the month of July, 1976, be received and filed. Adopted
on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor
Murphy (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that

the executed copy of the Excess Property Agreement between the City of Paducah and Jackson
Purchase Local Officials Organization, Inc. be received and filed. Adopted on call of the Roll,

Commissioner Brumley offered motion, seconded by Commissioner Grumley, that a
resolution entitled "A RESOLUTION CONCERNING THE ACCESS ROAD LOCATED WITHIN THE
COLEMAN ROAD INDUSTRIAL SITE" , be adopted. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .

Commissioner Brumley offered motion, seconded by Commissioner Grumley, as
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by the
reference to a summary thereof;
I therefore move that an ordinance which grants to Hueblien , Inc. a five (5) year
tax exemption pursuant to the provisions of KRS 92.300 (1) , and as appended in full hereto, be
adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley.
Hornsby, Puryear and Mayor Murphy (5) .
follows:
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, as
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance which approves the leasing by the City of Paducah
to the Paducah Community Center Corporation the premises known as 510 South 8th Street for
a term of seven years, as appended in full hereto, be adopted according to law. Adopted on call
of the Roll, Yeas, Commissioners Grumley , Hornsby,, Puryear and Mayor Murphy (4) ,
Commissioner Brumley "Passed".
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that an
ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY MANAGER AND CITY TREASURER
TO PAY THE SUM OF $2, 500.00 TO TARRANT TRANE SERVICE FOR THE PURCHASE AND
INSTALLATION OF A REBUILT COMPRESSOR AT THE CIVIC CENTER BUILDING", be adopted.
Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and
Mayor Murphy (5) .
Commissioner Puryear read in full, then offered motion, seconded by Commissioner
Hornsby, that an ordinance entitled "AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY
MANAGER TO ENTER INTO A CONTRACT WITH CREDIT BUREAU OF PADUCAH , FOR THE
COLLECTION OF DELINQUENT PERSONAL PROPERTY TAXES", be adopted. Adopted on call
of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF ALLAN RHODES , INC. FOR SALE TO
THE CITY OF ONE (1) NEW 1976 COMPACT AUTOMOBILE FOR USE BY THE INSPECTION DEPARTMENT,
AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE", be
adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear
and Mayor Murphy (5) .

Mayor Murphy offered motion, seconded by Commissioner Hornsby, as follows:
Extend time for Applicant -
Candidates in Fire Dept. WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by the reference
to 120 days
'to a summary thereof;
I therefore move that an Ordinance which extends the time for Applicant -Candidates
in the Paducah Fire Department to 120 days, and as appended in full hereto, be adopted according
to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, , Hornsby, Puryear and
Mayor Murphy (4) , Commissioner Brumley voted "No".
On motion the meeting adjourned.
