At a Regular Meeting of the Board of Commissioners held in the Commission
Chamber in the City Hall, Paducah, Kentucky, at 7: 30 P.M. on July 13, 1976, Mayor Protem
Brumley presided in the absence of Mayor Murphy, and upon call of the Roll the following
answered to their names: Commissioners Grumley, Hornsby, Puryear and Mayor Protem
Brumley (4) .
Mayor Protem Brumley offered motion, seconded by Commissioner Hornsby,
that the reading of the Minutes for June 22, 1976 be waived and that the Minutes of said meeting
prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas,
Commissioners Grumley, Hornsby, Puryear and Mayor Protem Brumley (4) .
Mayor Protem Brumley made the following appointments:
The terms of office of members of the Civic Beautification Board having
expired, I hereby, subject to the approval of the Board of Commissioners, appoint

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the
action of Mayor Protem Brumley appointing members of the civic Beautification Board, be approved.
Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Protem

Commissioner Grumley offered motion, second sed by Commissioner Hornsby, as follows:
Upon recommendation of the City Manager, I move that the following
personnel changes be made:
1. The resignation of Gary Mac Harrod, Patrolman in the Police Department
be received, filed and accepted, retroactive to June 27, 1976.
2. The retirement of Amil Blair, Collector in the Refuse Department be
received, filed and accepted retroactive to June 28, 1976.
3. The retirement of David Jeffords , Truck Driver in the Street Department
be received, filed and accepted retroactive to July 9, 1976.
4. Jack Richard Baker be employed as Swim School Instructor in the Parks
& Recreation Department at a salary of $1.60 per hour, retroactive to
June 21, 1976.

5. The following be employed as Basketroom Attendants in the Parks &
Recreation Department at a salary of $1.50 per hour:
Donald Frank Bock, retroactive to June 28, 1976.
Charles Kenneth Whitehead, retroactive to July 5, 1976
Ricky Alan Felts, retroactive to July 7, 1976

6. Linda C. Bradshaw be employed as Clerk -typist in the Community
Development Department at a salary of $490.00 per month retroactive
to July 12 , 1976
7. Bobby Johnson be employed as collector in the Refuse Department at
a salary of $3.62 per hour, retroactive to July 12, 1976.
8. James W. Holland be employed as Part-time Recreation Leader in the
Parks & Recreation Department at a salary of $2.00 per hour, retro-
active to June 21, 1976.
9. The following Basketroom Attendants in the Parks & Recreation Department
be terminated:
Donald Frank Bock, retroactive to July 5, 1976.
William Floyd Beard, retroactive to July 5, 1976.
Kenneth Lee Jones, retroactive to June 28, 1976.
10. Dorothy Painter, Clerk -typist in the Engineering Department be
transferred to Clerk -typist in the Planning and Development Department
effective July 19, 1976.
11. James Skabo, Equipment Operator "B" in the Street Department be
reclassified as Truck Driver in the Street Department at a salary of $3.93
per hour retroactive to July 5, 1976
12. Jimmy D. Mills, Sewer Maintenance Man in the Street Department be
reclassified as an Equipment Operator "B" in the Street Department at a
salary of $4.33 per hour retroactive to July 5, 1976
13. The salary of the following lifeguards in the Parks & Recreation Department
be changed retroactive to May 29, 1976:
Verna K. Murphy - change from $1.75 per hour to $1.85 per hour
James Patrick Wathen - change from $1.95 per hour to $2.05 per hour
14. James A. Hodge, Assistant Janitor in the Maintenance Department be placed
under Civil Service effective July 19, 1976.

Brumley (4) .
Commissioner Grumley offered motion, seconded by Commissioner Puryear, that
the Certificate of Insurance issued by General Accident Group, Fire & Life Assurance Corporation,
Limited, to the City of Paducah covering work done by Wilkins Construction Company, Inc. for a
period of one year from April 24, 1976, be received, approved and filed. Adopted on call of the
Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Protem Brumley (4) .
Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that
the claim of Charles E. Ellis, Box 392, LaCenter, Kentucky, in the amount of $175.00 for damage
to his 1967 Plymouth caused by a City of Paducah Fire Department vehicle, being operated by
Freddie J. Keeling near 11th & Madison Streets on May 25, 1976, be allowed, and that the City
Treasurer be authorized to pay said claim after first obtaining a complete and final release.

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the
executed copy of the contract between the City and Kentucky Machinery, Inc. , for sale to the city
of various parts to be used in repair of the City's 250 International Tractor, be received and filed.

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the
Board of Commissioners approve the sale by the City of Paducah to J. B. Sanderson and Dorothy D.
Sanderson of Graves Nos. 292J-1 and 292J-2 in Section 19 of Oak Grove Cemetery for the sum of
$250.00 (Receipt No. 9360) and that the City Clerk be authorized to execute a deed of conveyance
to said cemetery graves. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby,
Puryear and Mayor Protem Brumley (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the

liability insurance policy issued by The Aetna Casualty and Surety Company to Paul Duncan for a
period of one year from April 30, 1976, be received, approved and filed. Adopted on call of the
Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Protem Brumley (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the
executed copy of the contract between the City of Paducah and Cole Lumber Company for furnishing
roofing and other material to be used in construction of the Community Center, be received and
filed. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby and Puryear (3), Mayor
Protem Brumley "Passed".
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that a

copy of the motion filed in McCracken Circuit Court, Civil Action No. 13126 (Bartholomew,, et al
vs. City of Paducah, et al) by the County of McCracken stating that it has no objection to the
proposed annexation of the County Park property as proposed in Ordinance No. 76-6-1289, be
received and filed. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear
and Mayor Protem Brumley (4) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
Board of Commissioners approve the sale by the City of Paducah to Tony Mackey of Graves Nos.
1, 2 and 3 in Lot No. 134, Block No. 6 of the Rushing Addition to Oak Grove Cemetery for the
sum of $300.00 (Receipt Nos. 9361, 9362 and 9363) , and that the City Clerk be authorized to execute
a deed of conveyance to said cemetery graves. Adopted on call of the Roll, Yeas, Commissioners
Grumley, Hornsby, Puryear and Mayor Protem Brumley (4) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
executed copy of the contract between the City of Paducah and Sutton Heating & Air Conditioning
be received and filed, and that the performance bond required by said contract, executed by said
Company as principal and United States Fidelity & Guaranty Company of Baltimore, Maryland as
surety, be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners
Grumley, Hornsby and Puryear (3) , Mayor Protem Brumley "Passed".
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
the reports of the Paducah Water Works for the month of June, 1976, be received and filed.

Commissioner Puryear offered motion,, seconded by Commissioner Hornsby, that

the letter dated July 13, 1976 from the Greater Paducah Industrial Development Association
consenting to the annexation of its real property located on the Coleman Road in McCracken
County, Kentucky, be received and filed. Adopted on call of the Roll, Yeas, Commissioners
Grumley , Hornsby, Puryear and Mayor Protem Brumley (4) .
Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that
a resolution entitled "A RESOLUTION AUTHORIZING THE SUBMISSION OF A PROGRAM TO THE
DEPARTMENT OF COMMERCE (EDA) FOR THE USE OF FEDERAL EXCESS PROPERTY" , be adopted.

Commissioner Grumley offered motion, seconded by Commissioner Hornsby, that a
resolution entitled "A RESOLUTION DECLARING THE INTENTION OF THE `CITY OF PADUCAH ,
KENTUCKY TO CONTINUE TO PARTICIPATE IN KENTUCKY LAW ENFORCEMENT FOUNDATION
PROGRAMS", be adopted. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby.

a resolution entitled "A RESOLUTION ENDORSING THE EXPANSION AND IMPROVEMENT OF THE

Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Protem Brumley (4) .

Hornsby, that an ordinance entitled "AN ORDINANCE AMENDING SUB -SECTION (a) OF SECTION
25-1 'NUMBER, RANK AND SALARIES OF MEMBERS OF DEPARTMENT' , OF ARTICLE I 'POLICE
DEPARTMENT' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH , KENTUCKY", be
adopted. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and

CITY TREASURER TO PAY THE SUM OF $2, 500.00 TO TARRANT TRANE SERVICE FOR THE
PURCHASE AND INSTALLATION OF A REBUILT COMPRESSOR AT THE CIVIC CENTER BUILDING",
be introduced and remain on file for at least one week for public inspection in the completed

WHEREAS, for the efficient operation of City Government it is deemed necessary to
transfer one clerk -typist position from the Engineering Department to the Planning & Develop-
ment Department , and
WHEREAS , the aforesaid transfer must be effectuated by ordinance;
I do therefore move that an ordinance entitled "AN ORDINANCE AMENDING SECTION
10-51 'ENGINEERING DEPARTMENT' AND SECTION 10-61 'UNASSIGNED POSITIONS' OF THE CODE

INC. FOR SALE TO THE CITY OF ONE (1) NEW 1976 COMPACT AUTOMOBILE FOR USE BY THE
INSPECTION DEPARTMENT, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT
FOR SUCH PURCHASE", be introduced and remain on file for at least one week for public
inspection in the completed form in which it shall be put upon its final passage. Adopted
on call of the Roll, Yeas, Commissioners Brumley, Hornsby, Puryear and Mayor Protem Brumley
