Proceedings of Board of CommissionersCity of Paducah February 8, 1977
At a regular meeting of the Board of Commissioners held in the Commission
Chamber in the City Hall, Paducah, Kentucky, at 7:30 p.m. on February 8, 1977, Mayor
Murphy presided and upon call of the roll the following answered to their names: Com-
missioners Grumley, Hornsby, Puryear and Mayor Murphy (4) , Commissioner Brumley
was absent (1) .
Mayor Murphy offered motion, seconded by Commissioner Hornsby, that
the reading of the Minutes for January 25, January 26 and February 1, 1977 be waived,
and that the Minutes of said meetings prepared by the City Clerk be approved as written.
Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor
Murphy (4) .
Mayor Murphy offerd motion as follows:
The term of office of A. M. Tuholsky as a member of the Electric Plant
Board having expired, I hereby, subject to the approval of the Board of Commissioners,
reappoint the said A. M. Tuholsky for a further term of four (4) years, so that said
Board shall be composed of the following members:
R. L. Brockman whose term expires February 6, 1978
Kinkle Anderson whose term expires February 6, 1979
John Oehlschlaeger whose term expires February 6, 1980
A. M. Tuholsky whose term expires February 6, 1981.
Commissioner Hornsby offered motion, seconded by Commissioner Puryear,
that the action of Mayor Murphy reappointing A. M. Tuholsky a member of the Electric
Plant Board, be approved. Adopted on call of the Roll, Yeas, Commissioners Grumley,
Hornsby, Puryear and Mayor Murphy (4) .
Mayor Murphy offered the following motion:
J. K. Phipps having resigned as a member of the Paducah Cable
Communications Authority, I hereby appoint Ken Hawkins a member of said Authority
to fill the unexpired term of the said J. K. Phipps , so that said Authority shall be com-
posed of the following members:

George Sirk , Sr. whose term expires October 15, 1978

Commissioner Puryear offered motion, seconded by Commissioner Hornsby,
that the appointment of Ken Hawkins to fill the unexpired term of J. K. Phipps as a
member of the Paducah Cable Communications Authority, be approved. Adopted on call of
the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) .

Commissioner Grumley offered motion, seconded by Commissioner Hornsby,
that upon the recommendation of the City Manager, I move that the following personnel
changes be made:
1. The City's compulsory retirement provisions be waived as to
Howard E. Johnson, Inspector B in the Inspection 'Department,
and that his period of employment be extended for a period of
approximately eight and one-half months or until December 31, 1977.
2. Linda Sue Oliver be employed as temporary stenographer in the
Parks and Recreation Department, at a salary of $2.25 per hour,
retroactive to January 10, 1977.
3. Mrs. Luvania McDougal be employed as temporary clerk in the Finance
Department at a salary of $330.00 per month, retroactive to
February 1, 1977.
4. Mrs. Peggy Jagoe , temporary clerk in the Finance Department,
be terminated retroactive to January 28, 1977.
5. The resignation of Ronnie D. Riley, body repairman in the Street
Department be received, filed and accepted, retroactive to
January 28, 1977.
6. Lenita Knight, administrative clerk in General Government, be
placed under civil service effective February 14, 1977.
7. The following applicant candidates in the Paducah Fire Department
having satisfactorily completed a training program and a probationary
period of 120 days as of January 17, 1977, are hereby appointed
firefighters in said department, at a base hourly rate of $2.48 per
hour, effective February 14, 1977:
Barry L. Arant at 7: 00 a.m.
Charles F. Leath at 7: 02 a.m.
James A. Glore at 7: 04 a.m.
John M. Starks at 7: 06 a.m.
Joseph P. Smith at 7: 08 a.m.

Commissioner Grumley offered motion, seconded by Commissioner Hornsby,
that the claim of Janice Riley, in the amount of $500.00 for damages to her two motor
vehicles which were struck by a city police vehicle, driven by Terry L. Wilford, on
January 26, 1977, be approved and that the City Treasurer be authorized to pay said
claim after first obtaining a complete and final release. Adopted on call of the Roll, Yeas,
Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) .
Commissioner Grumley offered motion, seconded by Commissioner Puryear,
that the executed copies of the following contracts be received and filed:
Wilkins Construction Company, Inc. for the installation of curbs and
gutters, through June 30, 1977.
Allan Rhodes, Inc. for the purchase of twelve 1977 4 -door automobiles
to be used by the Paducah Police Department.
Rudd -Woodall Motor Sales for the purchase of one 1977 Ford E150 Club
Wagon to be used by the Parks and Recreation Department.
Kelly -Creswell Company, Inc. for the purchase of one Kelly -Creswell
pavement marking machine to be used by the Maintenance Department.

Commissioner Grumley offered motion, seconded by Commissioner Puryear,
that a copy bf the resolution adopted by the Electric Plant Board on January 26, 1977,
pertaining to the schedule of Rates and Chargess, be received and filed. Adopted on call
of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) .
Commissioner Grumley offered motion, seconded by Commissioner Hornsby,
that the report of the Paducah Water Works for the month of January, 19779 be received
and filed. Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsbys, Puryear
and Mayor Murphy (4) .
Commissioner Hornsby offered motion, seconded by Commissioner
Puryears, that a resolution constituting the final report of the Paducah Planning
Commission on the proposed amendment of Section 20.26 of the Paducah Zoning
Ordinance -1976, be received and filed.
Commissioner Grumley offered motion, seconded by Commissioner Hornsby,
that the deed dated December 26, 1976 from E. M. Bailey, Sr. conveying to the City
1.86 acres located south from the centerline intersection of Lone Oak Road and Jackson
Street, which deed has been recorded in Deed Book 590, page 484 in the McCracken
County Court Clerk's office, be received, approved and filed. Adopted on call of the Roll,
Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear,
that the claim of Johnnie R. Peeler, in the amount of $350.94 for damage to his 1974
Cutless Supreme which was struck by a refuse vehicle, driven by Robert Goodman, on
January 27, 1977 be approved, and that the City Treasurer be authorized to pay said
claim after first obtaining a complete and final release. Adopted on call of the Roll, Yeas,
Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear,
that the Certificate of Insurance issued by Fireman's Fund Insurance Company, on behalf
of Comcast Cable of Paducah, Inc . , be received, approved and filed. Adopted on call of
the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear,
that the Board of Commissioners approve the sale by the City of Paducah of the following

Commissioner Puryear offered motion, seconded by Commissioner Hornsby,

WHEREAS, Kentucky Revised Statutes permit the adoption of resolutions by
reference to a summary thereof;
I therefore move that a resolution authorizing the City Manager to advertise
for bids for the purchase of one 1977 medium size two -door sedan for use by the Mayor of
the City of Paducah, and as appended in full hereto, be adopted according to law. Adopted
on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor Murphy (4) .

amount of $17,132.00, and as appended in full hereto, be adopted according to law; this
being the second and final reading. Adopted on call of the Roll, Yeas, Commissioners
Grumley, Hornsby, Puryear and Mayor Murphy (4) .

as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance amending Section 19-67 of an ordinance
prohibiting disorderly conduct within the City of Paducah and as appended in full hereto,
be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley,
Hornsby, Puryear and Mayor Murphy (4) .

as follows:

Manager at $27,000.00 per year, and as appended in full hereto, be adopted according to

Commissioner Hornsby offered motion, seconded by Commissioner Puryear,
as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances
by reference to a summary thereof;
I therefore move that an ordinance accpeting the offer of Lonnie Crowdus
to purchase the interest of the City in a lot on the north side of Jackson Street between
12th and 13th Streets, for the sum of $900.00 and as appended in full hereto, be adopted
according to law. Adopted on call of the Roll, Yeas, Commissioners Grumley, , Hornsby,

Baptist Church to purchase the interest of the City of Paducah in the property at 926 South
12th Street for the sum of $500.00, and as appended in full hereto, be adopted according

Mayor Murphy (4) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby,
as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by

I therefore move that an ordinance accepting the bid of Bowling Tire Company,
Inc. for furnishing the City of Paducah with it's requirement of new automobile and truck
tires for the period from January 1, 1977 to December 31, 1977, and as appended in full
hereto, be adopted according to law. Adopted on call of the Roll, Yeas, Commissioners
Grumley, Hornsby, Puryear and Mayor Murphy (4) .

Commissioner Puryear offered motion, seconded by Commissioner Hornsby,
as follows:
WHEREAS, Kentucky Revised Statutes permit the adoption of ordinances by
reference to a summary thereof;
I therefore move that an ordinance fixing the apportionment of the public
funds of the City of Paducah, Kentucky, for the period from July 1, 1976 through
June 30, 1977, and appropriating the public revenue and income of the City of Paducah
for such purposes, and as appended in full hereto, be adopted according to law; this
being the second and final reading. Adopted on call of the Roll, Yeas, Commissioners
Grumley, Hornsby, Puryear and Mayor Murphy (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Grumley
that the Board retire to executive session for the purpose of discussing the grievance
hearing of Chester Garner and Robert Brown. Adopted on call of the Roll, Yeas, Com-
missioners Grumley, Hornsby, Puryear and Mayor Murphy (4) .
Upon conclusion of the executivw session, the Board reconvened in the
Commission Chamber, whereupon the Mayor announced there was not further business.
Upon motion the meeting adjourned.
