At a Regular Meeting of the Board of Commissioners held in the Commission
Chamber in the City Hall, Paducah, Kentucky, at 7:30 P.M. on May 25, 1976, Mayor Murphy
presided and upon call of the Roll the following answered to their names: Commissioners
Brumley , Grumley , Hornsby,, Puryear and Mayor Murphy (5) .
Mayor Murphy offered motion, seconded by Commissioner Hornsby, that the
April 27,
reading of the Minutes for/May 11 and 14, 1976 be waived and that the Minutes of said meetings
prepared by the City Clerk be approved as written. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Mayor Murphy made the following appointments:
The terms of office of Jerry Page and Richard Roberts as members of the Board
of Trustees of the Paducah Public Library will expire on June 14, 1976. I hereby appoint
John D. Williams and Mrs, Nedra Davis members of said Board of Trustees for terms of four (4)
years, so that said Board shall be composed of the following members:
Betty Whitlow whose term expires June 14, 1977
H. C. Mathis whose term expires June 14, 1977
Lionel Minnen whose term expires June 14, 1978
Mrs. Malcolm Jones whose term expires June 14, 1978
Dr. C. P. Orr whose term expires June 14, 1979
John D. Williams whose term expires June 14, 1980
Mrs. Nedra Davis whose term expires June 14, 1980.
Mayor Murphy offered motion, seconded by Commissioner Hornsby, as follows:
The term of office of members of the "Townlift Committee" having expired, I hereby appoint
the following to serve for a term of one year from this date:

Commissioner Brumley offered motion, seconded by Commissioner Grumley, , that
the Board of Commissioners approve the sale by the City of Paducah to Mundy Funeral Home
for Willie Green of the northwest corner of Lot No. 292 in Block No. 6 of the Rushing Addition

to Oak Grove Cemetery for the sum of $100.00 (Receipt No. 9337) , and that the City Clerk be
authorized to execute a deed of conveyance to said cemetery grave. Adopted on call of the
Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Brumley offered motion seconded by Commissioner Grumley,
that the Board of Commissioners approve the sale by the City of Paducah to Hamock Funeral
Home for Harry Owens of the Southeast corner of Lot No. 290 in Block No. 6 of the Rushing
Addition to Oak Grove Cemetery for the sum of $100.00 (Receipt No. 9342) , and that the City
Clerk be authorized to execute a deed of conveyance to said cemetery grave. Adopted on call
of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Grumley offered motion, seconded by Commissioner Brumley, that
upon the recommendation of the City Manager, the following personnel changes be made:
1. Sam Cain be employed as Softball Supervisor, Parks & Recreation at a salary of
$350.00 per hour, retroactive to May 17 , 1976.
2. Ricky Joe Keeling be employed as temporary truck driver , Parks & Recreation,
at a salary of $2.35 per hour, retroactive to May 12, 1976.
3. Linda Sue Oliver be employed as temporary stenographer, Parks & Recreation ,
at a salary of $2.25 per hour retroactive to May 24, 1976.
4. Kevin Walker be transferred from temporary truck driver to water treatment man,
Parks & Recreation, at a salary of $3.00 per hour, retroactive to May 24, 1976.
5. The following be employed as pool personnel, Parks & Recreation, effective
May 29, 1976:

Commissioner Grumley offered motion, seconded by Commissioner Brumley,, that
the following bids for the installation of a heating and air conditioning system in the community
center to be constructed at 8th and Adams Streets, be received and filed:

Commissioner Grumley offered motion, seconded by Commissioner Brumley, that the
Board of Commissioners approve the sale by the City of Paducah to Lou Lou Williams of Grave
No. 4, Lot No. 134 in Block No. 6 of the Rushing Addition to Oak Grove Cemetery for the sum of
$1.00.00 (Receipt No. 9348) , and that the City Clerk be authorized to execute a deed of conveyance
to said cemetery grave. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley ,
Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that
the Certificate of Insurance issued by the State Farm Fire and Casualty Company, Bloomington,
Illinois, covering work done by Charles E. Crowell d/b/a Crowell Concrete Construction,
effective for a period of one year from October 21, 1975, together with Bond in the amount of
$1, 000.00 , be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
/ Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that

the claim of J. P. Brooks, Jr . , 4043 Primrose Place, in the amount of $284.13 for damage to his
1973 Gremlin automobile caused when struck by a refuse collection vehicle, driven by Amil
Blair,, on May 6 , 1976 at the intersection of Jefferson Street and LaBelle Avenue, be allowed, and
that the City Treasurer pay said claim after first obtaining a complete and final release. Adopted
on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor
Murphy (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
the bid of Cole Lumber Company for furnishing roofing and other material to be used in the
construction of the community center to be located at 8th & Adams Streets, be received and filed.
Adopted on call of the Roll, Yeas, Commissioners Grumley, Hornsby, Puryear and Mayor
Murphy (4) , Commissioner Brumley "Passed".
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that

the executed copy of the amendment to the Townlift Contract dated January 27 , 1976, between
the City of Paducah and Harper & Arterburn , Inc. be received and filed. Adopted on call of
the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .

Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
a copy of the Resolution adopted by the Electric Plant Board on April 28, 1976 , pertaining to the
Schedule of Rates and Charges, be received and filed. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
the Certificate of Insurance issued by St. Paul Fire and Marine Insurance Company to the City
of Paducah, covering work done by Tilford Plumbing and Heating, Inc. for a period of one
year from March 13, 1976, together with Bond in the amount of $14,500. 00, dated April 20, 1976,
be received, approved and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Grumley, Hornsby, Puryear and Mayor Murphy (5) .

an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF NATIONAL UTILITY PRODUCTS
COMPANY FOR SALE TO THE CITY OF PADUCAH OF ADJUSTABLE MANHOLE RINGS TO BE USED
IN STREET RESURFACING WORK, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRAC
FOR SUCH PURCHASE", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Brumley offered motion, seconded by Commissioner Grumley, that
ordinance entitled "AN ORDINANCE ACCEPTING THE OFFER OF JOHN ELLIS AND WIFE ,
DORTHEA ELLIS , 2508 CENTER STREET, PADUCAH, KENTUCKY, TO PURCHASE THE INTEREST
OF THE CITY OF PADUCAH IN FOUR (4) LOTS AT THE SOUTHWEST CORNER OF SEITZ STREET
AND CORNELL STREET, FOR THE SUM OF $400.00, AND AUTHORIZING THE MAYOR AND CITY
CLERK TO EXECUTE A QUITCLAIM DEED" , be adopted. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .

an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF JIMAR PAVING COMPANY, INC.
FOR SALE TO THE CITY OF PADUCAH OF IT'S REQUIREMENT OF BITUMINOUS CONCRETE
(CLASS I, TYPE A) TO BE USED IN STREET RESURFACING, AND AUTHORIZING THE CITY
MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE", be adopted. Adopted on call
of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that
an ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF COLE LUMBER COMPANY FOR
FURNISHING ROOFING AND OTHER MATERIAL TO BE USED IN THE CONSTRUCTION OF THE
COMMUNITY CENTER TO BE LOCATED AT 8TH AND ADAMS STREETS , AND AUTHORIZING THE
CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE", be introduced and remain on

CONDITIONING FOR THE INSTALLATION OF A HEATING AND AIR CONDITIONING SYSTEM
IN THE COMMUNITY CENTER TO BE CONSTRUCTED AT 8TH AND ADAMS STREETS , AND
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOE SAME" , be introduced
and remain on file for at least one week for public inspection in the completed form in which it
shall be put upon its final passage. Adopted on call of the Roll, Yeas, Commissioners Grumley,
