At a Called Meeting of the Board of Commissioners held in the Commission
Chamber in the City Hall, Paducah, Kentucky, at 5: 00 p.m. on May 14, 1976, Mayor Murphy
presided and upon call of the Roll the following answered to their names: Commissioners
Grumley, , Hornsby, Puryear and Mayor Murphy (4) , Commissioner Brumley was absent .
The meeting was called for the purpose of hearing charges preferred by Robert
Holt, Chief of Police, against Edgar Stratton, a member of the Police Department of the City
of Paducah.
The case for the complainant was presented by Corporation Counsel, W. David
Denton, and the defendant, Edgar Stratton was represented by Hon. David Sparks and Hon.
Michael Tilley. Both the complainant and defendant were present in person.
The case was called for hearing and the complainant called as witnesses the
following persons who each gave testimony under oath. Chief Robert Holt, Assistant Chief
Bill Atkinson, James Grief, Danny Moore and Leon Dodge.
A recess was taken and at the end of the recess attorneys for the complainant and
defendant announced to the Board that they, and their clients, jointly recommend to the Board
that Sergeant Stratton be permitted to take a voluntary reduction to the position of patrolman
effective as of this date. The Board of Commissioners then discussed the joint recommendation
and upon the conclusion of the aforesaid discussion the following motion was made by
Commissioner Grumley, seconded by Commissioner Hornsby:
"I hereby move that Sergeant Edgar Stratton be permitted to accept a voluntary
reduction to the rank of patrolman in the Paducah Police Department,, effective May 14, 1976,
and that the Charges placed against him by Robert Holt be hereby dismissed. The motion was
adopted on call of the Roll, Yeas, Commissioners Grumley, , Hornsby. Puryear and Mayor Murphy (4) .
On motion the meeting adjourned.
