Proceedings of Board of Commissioners City of Paducah February 24, 1976
At a Regular Meeting of the Board of Commissioners held in the Commission
Chamber in the City Hall, Paducah, Kentucky, at 7: 30 p.m., on February 24, 1976, Mayor
Murphy presided and upon call of the Roll the following answered to their names: Commission-
ers Brumley,, Grumley,, Hornsby, Puryear and Mayor Murphy (5) .
Mayor Murphy offered motion, seconded by Commissioner Hornsby, that the
reading of the Minutes for February 10, 18 and 19, 1976 be waived and that the Minutes of
said meetings prepared by the City Clerk be approved as written. Adopted on call of the
Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Grumley offered motion, seconded by Commissioner Brumley, that
the request of residents of Rudy and Reed Avenue to open an alley, be received and filed.
Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and
Mayor Murphy (5) .
Mayor Murphy made the following appointment:
The term of office of John Oehlschlaeger as a member of the Electric
Plant Board having expired, I hereby, subject to the approval of the Board of
Commissioners, reappoint the said John Oehlschlaeger for a further term of four (4)
years, so that said Board shall be composed of the following members:
A. M. Tuholsky whose term expires February 6 , 1977 -
R. L. Brockman whose term expires February 6, 1978 -
Kinkle Anderson whose term expires February 6, 1979
John Oehlschlaeger whose term expires February 6, 1980
J. William Howerton during his term as City Manager
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
action of Mayor Murphy reappointing John Oehlschlaeger a member of the Electric Plant Board,
be approved. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby,
Puryear and Mayor Murphy (5) .
Commissioner Brumley offered motion, seconded by Commissioner Grumley, that
upon recommendation of the City Manager, the following personnel changes be made:
1. Lenita S. Smith be employed as Executive Secretary, General Government, at a
salary of $535.00 per month, retroactive to February 23, 1976.
2. Gerald Watkins,, Truck Driver in the Street Department, be placed under Civil
Service for such position effective March 1, 1976.
3. The resignation of Robert M. Garrard, Jr . , Assistant Janitor in the Maintenance
Department, retroactive to February 23, 1976, be accepted.
4. The following be employed as Temporary Pump Operators in the Floodwall
Department at a salary of $2.20 per hour, retroactive to February 20, 1976.

Commissioner Grumley offered motion, seconded by Commissioner Brumley, that

the claim of John L. Johnson, Route 1, Box 276-H, Gilbertsville , Kentucky, in the amount of
$450.00 for damage to his 1972 Volkswagen when struck by a police car driven by Michael
E. Riley, on North Second Street on February 17, 1976, be allowed, and that the City Treasurer
pay said claim after first obtaining a complete and final release. Adopted on call of the Roll,
Yeas, Commissioners Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .

Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that

the Certificate of Insurance issued by Fireman's Fund Insurance Company to the City of Paducah,
covering work done by Midstates Construction, Inc. for the period from November 18, 1975 to
January 1, 1977, together with Bond in the amount of $3, 500.00 dated November 18, 1975, be

to the Schedule of Rates and Charges, be received and filed. Adopted on call of the Roll, Yeas,

Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
the Certificate of Insurance issued by The Aetna Casualty and Surety Company to Harper &
Arterburn , Inc. and the City of Paducah, Kentucky,, for a period of one year from January 1,
1976 , be received, approved and filed. Adopted on call of the Roll,, Yeas, Commissioners
Brumley,, Grumley , Hornsby, Puryear and Mayor Murphy (5) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
executed copy of the Contract between the City of Paducah and Allen Rhodes, Inc . , dated
February 6, 1976, for sale to the City of one (1) new 1976 Ford, LN -800 truck and chassis, be
received and filed. Adopted on call of the Roll, Yeas, Commissioners Brumley, Grumley, Hornsby,
Puryear and Mayor Murphy (5) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that a
resolution entitled "A RESOLUTION APPROVING AND PROVIDING FOR THE EXECUTION OF
A SECOND AMENDATORY CONTRACT AMENDING CODE ENFORCEMENT CONTRACT NO.
KY -E-2 (G) BY AND BETWEEN THE CITY OF PADUCAH, KENTUCKY AND THE UNITED
STATES OF AMERICA" , be adopted. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Grumley, Hornsby, Puryear and Mayor Murphy (5) .

ordinance entitled "AN ORDINANCE AUTHORIZING AND DIRECTING THE CITY ENGINEER TO MAKE
APPLICATION FOR PARTICIPATION IN A STATE AND FEDERALLY FUNDED PROJECT FOR
UPGRADING SIGN DEFICIENCIES ON LOCAL STREETS , AND DESIGNATING HIM AS THE
AUTHORIZED OFFICIAL AND LOCAL PROJECT OFFICER FOR ALL AGREEMENTS, REPORTS AND
REQUISITIONS RELATING TO THE PROJECT", be adopted. Adopted on call of the Roll, Yeas,

an ordinance entitled "AN ORDINANCE DIRECTING THE MAYOR TO EXECUTE THE ANNUAL
CONTRIBUTION CONTRACT NO. A-2877 WITH THE UNITED STATES DEPARTMENT OF
HOUSING AND URBAN DEVELOPMENT TO PROVIDE HOUSING ASSISTANCE PAYMENTS FOR
FORTY UNITS OF SECTION 8 EXISTING HOUSING", be introduced and remain on file for one
week for public inspection in the completed form in which it shall be put upon its final
passage. Adopted on call of the Roll, Yeas, Commissioners Brumley,, Grumley , Hornsby,

'VACATION LEAVE GENERALLY' OF THE CODE OF ORDINANCES OF THE CITY OF PADUCAH ,
KENTUCKY", be adopted. Adopted on call of the Roll, Yeas. Commissioners Grumley,
Hornsby, Puryear and Mayor Murphy (4) , Commissioner Brumley voted "No".
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF BOWLING GENERAL TIRE, INC.
FOR FURNISHING THE CITY OF PADUCAH WITH IT'S REQUIREMENT OF NEW AUTOMOBILE
AND TRUCK TIRES FOR THE PERIOD FROM JANUARY 1, 1976 TO DECEMBER 31, 1976, AND
AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR SUCH PURCHASE" , be
introduced and remain on file for one week for public inspection in the completed form in
which it shall be put upon its final passage. Adopted on call of the Roll, Yeas, Commissioners

TO PURCHASE THE INTEREST OF THE CITY IN THE PROPERTY AT 1245 SOUTH 7TH STREET,
FOR THE SUM OF $880.00 , AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A
