At a Regular Meeting of the Board of Commissioners held in the Commission Chamber
in the City Hall, Paducah, Kentucky , at 7: 30 p. m. on January 27, 1976, Mayor Murphy presided
and upon call of the Roll the following answered to their names: Commissioners Brumley,
Hornsby, Puryear and Mayor Murphy (4) , Commissioner Grumley was absent.
Mayor Murphy offered motion, seconded by Commissioner Hornsby, that the reading
of the Minutes for January 13, 1976 be waived and that the Minutes of said meeting prepared by
the City Clerk be approved as written. Adopted on call of the Roll, Yeas, Commissioners
Brumley, Hornsby, Puryear and Mayor Murphy (4) .
Commissioner Brumley offered motion, seconded by Commissioner Puryear, that
upon recommendation of the City Manager the following personnel changes be made:
1. Authorization of January 13, 1976 to employ Earl F. Coffie as a collector in
the Refuse Department be rescinded due to a disqualifying physical examination.
2. The resignation of Steve Thompson, patrolman in the Police Department, be
accepted, effective February 9, 1976.
3. Woodrow L. Wilson be employed as Collector in the Refuse Department at a salary
of $3.23 per hour, retroactive to January 26, 1976.
4. Athel Shepherd, Square Dance Instructor in Parks & Recreation, be terminated
effective February 2, 1976.
5. Larry Jackson be employed as Square Dance Instructor in Parks & Recreation at
a salary of $7.00 per session, effective February 2, 1976.

Commissioner Brumley offered motion, seconded by Commissioner Hornsby, that
the Certificate of Insurance issued by Commercial Union Insurance Company to Angel of Mercy, Inc.
and the City of Paducah on a 1976 Chevrolet ambulance, for the period of time from September 4,
1975 to September 4 , 1976, be received, approved and filed. Adopted on call of the Roll , Yeas ,
Commissioners Brumley, Hornsby, Puryear and Mayor Murphy (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the
Board of Commissioners approve the sale by the City of Paducah to Herman Knight of two grave
spaces (8 x 10.66 feet) , being Graves Nos. 3 and 4, Lot No. 2911 , Section 19 of Oak Grove
Cemetery for the sum of $200.00 (Receipt No. 4951), and that the City Clerk be authorized
to execute a deed of conveyance to said cemetery lot. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Hornsby, Puryear and Mayor Murphy (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that the
Certificate of Insurance issued by The Fidelity and Casualty Company of New York, to Loren
Jones Excavating Company, Inc . , and the City of Paducah, Kentucky, for a period of one year
from January 1, 1976, be received, approved and filed. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Hornsby, Puryear and Mayor Murphy (4) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that
exonerations prepared and delivered by the City Treasurer numbered 23621 thru 23940 (City)
and numbered 1 thru 73 (County) be received and filed, and the amounts of same totaling
$27,823.60 be exonerated on tax bills shown and designated by said exonerations. Adopted on

Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that the
executed copy of the Contract Addendum dated January 15 , 1976 , between the City of Paducah,
Kentucky and Angel of Mercy, Inc. be received and filed. Adopted on call of the Roll, Yeas,
Commissioners Brumley, Hornsby, Puryear and Mayor Murphy (4) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that a
copy of the resolution adopted by the Electric Plant Board of the City of Paducah, Kentucky, on
December 23, 1975, pertaining to the Schedule of Rates and Charges, be received and filed. Adopted
on call of the Roll, Yeas, Commissioners Brumley, Hornsby, Puryear and Mayor Murphy (4) .
Commissioner Brumley offered motion, seconded by Commissioner Hornsby, that a
resolution entitled "A RESOLUTION COMMENDING GOVERNOR JULIAN M. CARROLL FOR HIS
INTRODUCTION AND SUPPORT OF LEGISLATION WHICH WOULD PROHIBIT THE PRACTICE OF
PROFESSIONAL BAIL BONDING WITHIN THE COMMONWEALTH OF KENTUCKY", be adopted.
Adopted on call of the Roll, Yeas, Commissioners Brumley, Hornsby and Mayor Murphy (3) .
Commissioner Puryear voted "No".
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that a
resolution entitled "A RESOLUTION DESIGNATING THE MAYOR AS THE CITY'S AGENT FOR THE
PURPOSE OF OBTAINING FEDERAL FINANCIAL ASSISTANCE UNDER THE DISASTER RELIEF ACT" ,
be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Hornsby, Puryear and
Mayor Murphy (4) .
Commissioner Brumley offered motion, seconded by Commissioner Puryear, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF JAMES MUNICIPAL EQUIPMENT, INC.
FOR SALE TO THE CITY OF PADUCAH OF A LEACH , 20 CUBIC YARD , SANICRUISER FOR USE BY THE
REFUSE DEPARTMENT, AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR
SUCH PURCHASE" , be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Hornsby, Puryear and Mayor Murphy (4) .
Commissioner Hornsby offered motion, seconded by Commissioner Puryear, that an
ordinance entitled "AN ORDINANCE AUTHORIZING THE CITY MANAGER TO ENTER INTO A CONTRACT
WITH LAMBERT ROOFING COMPANY IN THE AMOUNT OF $1,500. 00 FOR REPAIRS TO THE CITY HALL
BUILDING" , be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley, Hornsby,
Puryear and Mayor Murphy (4) .
Commissioner Puryear offered motion, seconded by Commissioner Hornsby, that an
ordinance entitled "AN ORDINANCE ACCEPTING THE BID OF ALLAN RHODES, INC. FOR SALE TO
THE CITY OF PADUCAH OF A NEW 1976 FORD , LN -800 , TRUCK AND CHASSIS FOR USE BY THE
REFUSE DEPARTMENT , AND AUTHORIZING THE CITY MANAGER TO EXECUTE A CONTRACT FOR
SUCH PURCHASE", be adopted. Adopted on call of the Roll, Yeas, Commissioners Brumley,
Hornsby, Puryear and Mayor Murphy (4) .

I move that an ordinance entitled "AN ORDINANCE ADOPTED PURSUANT TO
KRS 94.292 ET SEQ . PROVIDING FOR THE MAKING OF A PUBLIC IMPROVEMENT KNOWN
AS THE TOWNLIFT PROJECT, CONSISTING OF SIDEWALK IMPROVEMENTS IN A CERTAIN
DESIGNATED AREA, REQUIRING THE PADUCAH POWER SYSTEM AND ALL PERSONS
USING ELECTRICAL SERVICE IN THE AREA OF SUCH PROJECT TO PLACE ALL ELECTRICAL
WIRES AND CONDUITS FOR ELECTRIC WIRES BELOW THE SURFACE OF THE GROUND , AND
PROVIDING FOR ALL OTHER MATTERS WHICH ARE REQUIRED TO BE PROVIDED FOR
IN THE FIRST ORDINANCE PURSUANT TO SUCH STATUTES WITH REFERENCE TO SUCH
PROJECT, AND AUTHORIZING, RATIFYING AND CONFIRMING PREVIOUS ACTION TAKEN
BY THE BOARD OF COMMISSIONERS OF THE CITY WITH REFERENCE TO THE FOREGOING,

KENTUCKY, TO PURCHASE THE INTEREST OF THE CITY OF PADUCAH IN PROPERTY AT THE
NORTHWEST CORNER OF 3RD & MONROE STREETS FOR THE SUM OF $L310.00, AND AUTHORIZING
THE MAYOR AND CITY CLERK TO EXECUTE A QUITCLAIM DEED" , be adopted. Adopted on
